Minor Recreation Facility Maintenance, Chattahoochee-Oconee National Forests
DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
IDIQ Contract for Minor Facility Maintenance at Developed Recreation Areas on the Chattahoochee-Oconee National Forest
Scope of Contract
The Chattahoochee-Oconee National Forest has a need for contractors to perform maintenance, repair, remodeling, renovation and construction of recreation areas including, but not limited to, campgrounds, picnic sites, swim sites, trailheads and overlooks. This work shall include items, such as the following:
campsite rehabilitation/reconstruction, removing and replacing campsite furnishings/amenities, road and parking area reconditioning, wheel stop installation, culvert maintenance/replacement, trail maintenance, fence construction, sign replacement, hazard tree removal, barrier rock placement, campground host unit improvements, bulletin board repair/construction, fee station replacement, gate rehabilitation/installation, gravel placement, and minor facility repair and construction projects. An overview of work items is listed below for reference.
This procurement will result in the award of multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts. Each contract award will cover work on all districts and each contractor will have a fair opportunity to compete for each task order regardless of work location. The Government anticipates awarding a minimum of $10,000 in task orders to each selected contractor over the life of the contract.
Task order requests shall list the work specified for the particular site, including additional specifications, if necessary. Included in this package are 3 initial task orders. Award of these task orders will be made shortly after contractors are selected.
Additional task orders may be placed throughout the contract period. Orders issued by the Government will detail the location of the work, the quantity of the work, and the contract time for performance. The type of work ordered may vary by task order. Task orders will be considered service work and the Service Contract Act wage determinations and service contracting and payment procedures will apply to those orders.
When offered a task order, contractors must respond to the contracting officer with their ability to accept and complete the task order within 72 hours of the offer.
All equipment proposed to be used for performance of the work shall be of the size, type, and in such condition to properly pursue the requirements of this contract. The contractor’s proposed equipment shall be made available to the Contracting Officer for inspection prior to award of the contract if requested by the Contracting Officer. If at any time during the course of the contract any equipment is deemed unsatisfactory, the Contracting Officer may order removal and may require a satisfactory replacement at Contractor’s expense.
Any movement or transportation of equipment to or from the work areas required to pursue the work, repair or replace, or for the Contractor's convenience shall be at the Contractor's expense.
Information from the FBO Synopsis/Solicitation:
Site Showing A pre-proposal meeting is scheduled for March 4, 2010 at 10:00am at the Boggs Creek Recreation Area.

Information to be Submitted With Quote In addition to written price quotes on the initial tasks included, offerors are instructed to submit
(1) a list of similar contracts completed within the last 3 years with a description of the work, location of the work, the contract value, and contact information for reference purposes
(2) Number of employees to be used on these projects,
(3) List of types of equipment and number of pieces of equipment to be used on these projects, and
(4) tasks included in this work that would be subcontracted.
How to Submit Quote Quotes are required to be received no later than 4:00 PM EST on March 23, 2009. Price quotes should be included on the attached schedules for each of the initial task orders. Be sure to include the information requested above with your quote.
Evaluation Factors Offers will be evaluated on past performance, technical capability, and the price quoted. Technical capability includes (1) experience in this type work at dispersed rural areas, (2) equipment available for use on this project and (3) amount of work to be subcontracted and quality of subs. For this solicitation, past performance and technical capability are somewhat more important than to price.

FAR 52.216-18 Ordering (OCT 1995)
(a) Any supplies and services to be furnished under this contract shall be ordered by issuance of delivery orders or task orders by the individuals or activities designated in the Schedule. Such orders may be issued from award through the end of the base period. If options are exercised, orders may be issued until the end of the option periods.
(b) All delivery orders or task orders are subject to the terms and conditions of this contract. In the event of conflict between a delivery order or task order and this contract, the contract shall control.
(c) If mailed, a delivery order or task order is considered "issued" when the Government deposits the order in the mail. Orders may be issued orally, by facsimile, or by electronic commerce methods only if authorized in the Schedule.
FAR 52.216-19 Order Limitations (OCT 1995)
(a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than $2500 the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.
(b) Maximum order. The Contractor is not obligated to honor--
(1) Any order for a single item in excess of $500,000
(2) Any order for a combination of items in excess of $500,000; or
(3) A series of orders from the same ordering office within 10 days that together call for quantities exceeding the limitation in subparagraph (b)(1) or (2) of this section.
(c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216-21 of the
Federal Acquisition Regulation (FAR)), the Government is not required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) of this section.
(d) Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within 7 days after issuance, with written notice stating the Contractor's intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source.
FAR 52.216-22 Indefinite Quantity (OCT 1995)
(a) This is an indefinite-quantity contract for the supplies or services specified, and effective for the period stated, in the Schedule. The quantities of supplies and services specified in the Schedule are estimates only and are not purchased by this contract.
(b) Delivery or performance shall be made only as authorized by orders issued in accordance with the Ordering clause. The Contractor shall furnish to the Government, when and if ordered, the supplies or services specified in the Schedule up to and including the quantity designated in the Schedule as the "maximum." The
Government shall order at least the quantity of supplies or services designated in the Schedule as the
"minimum."
(c) Except for any limitations on quantities in the Order Limitations clause or in the Schedule, there is no limit on the number of orders that may be issued. The Government may issue orders requiring delivery to multiple destinations or performance at multiple locations.
(d) Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor's and Government's rights and obligations with respect to that order to the same extent as if the order were completed during the contract's effective period; provided, that the Contractor shall not be required to make any deliveries after the expiration of the base period, unless an option for extension is exercised.
FAR 52.217-8 Option to Extend Services (NOV 1999)

The Contracting Officer may exercise the option by written notice to the Contractor within 60 days of end of current performance time.
FAR 52.217-9 Option to Extend the Term of the Contract (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 60 days of end of current performance time; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
