ATTACHMENT 6 – QUESTIONS & ANSWERS OF REQUIREMENTS

SITE VITE - DECEMBER 22, 2015

After the Site Visit of the Facilities Improvement Repairs as listed in Attachment 1 – Summary of Requirements, the Contractors had the following questions: (Refer to REVISED ATTACHMENT 1)

1) CLIN 0002A - Is it necessary to replace complete panels or acceptable to cut out deteriorated portion and replace with correct flashing and material?

Contracting Officer’s (CO’s) comments: DETERIORATED WILL BE MORE EXPENSIVE

ONCE THE PANELS ARE REMOVED.

Program Office’s response: Contractor shall replace siding with complete prefinished metal wall panels and proper flashings. Partial replacements of deteriorated sections are not an acceptable means of repair.

2) CLIN 0002A - Clarify what is being requested in method of repair as the comments field says that Hardibacker Siding is acceptable.

CO’s comments: ON ATTACHMENT 1, THE METHOD OF REPAIR & THE COMMENTS

ARE CONTRADICTORY.

Program Office’s response: Statement “Method of repair may include installation of hardibacker concrete based siding” shall be removed from the statement of work. Siding replacement shall consist of complete prefinished metal wall panels and proper flashings. Statement of work shall include the addition of “Contractor shall perform repairs of discovered deteriorated T-1-11”.

3) CLIN 0002B - Style of vinyl siding is no longer available and due to age of siding damage on removal will occur. If there is not enough material after removal is the complete area to be replaced with Hardibacker or only the surface left over from replacement of undamaged vinyl siding? On main building to correctly remove the siding would require removal of complete siding from roof line to base to minimize damage. Again same question as above regarding area left over after reinstallation of undamaged Vinyl siding?

CO’s comments: FOR THIS TO BE POSSIBLE, UNFORTUNATELY ALL SIDING WILL NEED

TO BE REPLACED.

Program Office’s response: CLIN 0002B requirement shall be removed from Statement of Work.

4) CLIN 0004 - It is usually less expensive to replace windows where there has been water intrusion between the glazings. Is it acceptable to replace with vinyl framed windows rather than repairing?

CO’s comments: RECOMMENDATION: ALL METAL WINDOWS SHOULD BE REPLACED

WITH VINYL; IT WILL BE MORE COST ADVANTEGOUS NOT ONLY TO THE GOVT BUT

ALSO TO THE BUILDINGS IN THE LONG RUNS – LESS MAINTAINANCE.

Program Office’s response: Statement “Repair gasketing and apply chemical remover to calcium stained units and adjust irrigation so that water is directed away from building. Repair…” shall be removed from the Statement of Work. Statement of work shall be revised to include “Replace existing windows with vinyl framed windows: (13) – 3’x5’, (2) 3.5’x3’, (6) – 3’x8’, (9) – 3’x8’, and

(23) – 3’x3’.”

5) CLIN 0005 - What style of Emergency Exit lights are being spec’d? If they are required to be hooked to the emergency generator circuitry the actual locations and runs from the connection point to be clarified.

CO’s comments: ONE STYLE NEEDS TO BE SPECIFIED & CAN THEY BE BATTERY

BACKED UP THAN EMERGENCY GENERATOR CIRCUITRY? AGAIN, LESS EXPENSIVE.

Program Office’s response: Attached is a copy of the Oregon Structural Specialty Code, Section 1006 and 1011 regarding means of Egress Illumination and Exit Signage. Specific models proposed for exit signage shall comply with NFPA 101 illumination and location/position requirements.

Contractor shall remove identified and replace existing identified exit signs with battery backup in specified locations included in Attachment A.

6) CLIN 0009 - There are two transfer switches from the emergency generator so it needs to be clarified which switch is to be used or is an additional circuit required?

CO’s comments: PLEASE CLARIFY.

Program Office’s response: CLIN 0009 shall be deleted from the Statement of Work.

7) CLIN 0010 - Location of fire pull switches need to be clarified. Is the fire alarm system addressable? A copy of the fire alarm system is needed for planning and quotation purposes.

CO’s comments: PLEASE CLARIFY SWITCHES & PROVIDE A BLUEPRINT OF THE

SYSTEM, IF ANY.

Program Office’s response: Statement of work shall be revised to include “Relocate (3) pull stations and install (2) new pull stations at identified locations on the attached floor plan.

Contractor shall install new cabling necessary for connection of new pull stations to main fire alarm panel.”

8) CLIN 0011 - CFM for Tissue culture room required to properly spec and quote HVAC upgrade.

CO’s comments: PLEASE BE ADVISED, A HEPA FILTER WILL NEED TO BE INSTALLED &

WILL ALSO NEED TO BE ENGINEERED OR SPECIFIED.

Program Office’s response: Based on the size of the room and the assumption that capacity could be (4) occupants, the ventilation requirement of this space is (75) CFM. Additionally, the Statement of Work shall include the addition “Contractor shall install a HEPA filter in conjunction with new ductwork install. HEPA filter shall satisfy standards of efficiency set by the US Department of Energy (capture rate of 99.97% of airborne particulate as small as 0.3 microns).”

9) CLIN 0012 - Clarification of type of natural gas shut off valve, powered or powered /manual along with location and style of switch?

CO’s comments: PLEASE CLARIFY.

Program Office’s response: Statement of work shall be revised to include “Contractor shall install

(1) emergency motorized shut-off valve on main gas line in the building’s mechanical room.

Contractor shall also install (3) push button switches in Lab spaces A & B at egress doors.

10) Quote Extension: CONTRACTORS RESPECTIVELY REEQUESTED AN EXTENSION TO JANUARY 25th. DO YOU OBJECT?

CO & Program Office’s response: Based on these Questions & Answers, additional work incorporated into the SOW, another Site Visit is scheduled for January 29, 2016 at 8:30am (PST) and a Conference Call will be held immediately afterwards to address any new questions or concerns. No more written or emailed questions will be accepted, unless the questions are critical.

QUOTES WILL BE DUE ON FEBRUARY 19, 2016 AT 4:00PM (PST).

11) CLIN 0006 – CO’s comments: PLEASE CLARIFY.

Program Office’s response: Statement of work shall be revised to include: “Install battery back-up illuminated exit signs at exit fire exit doors. Signs: 4”
