ATTACHMENT 1 – SUMMARY OF REQUIREMENTS

CLIN Building Item Deficiency Code Compliance Comments Method of Repair

EXTERIOR CLOSURE DEFICIENCIES

0001 B012 Roof Ladder

Roof access ladder attachment to existing roof is failing and side rails are not secured to exterior wall. Evidence of rust on ladder and guardrail.

Ladder rungs lack proper treatment to minimize slipping.

OSHA

1926.1053

Install Government furnished material/system.

0002A B041 Exterior Siding

Evidence of deteriorated T1-11 exterior plywood siding on exterior walls and roof overhang soffit. Also signs of algae/debris build-up along north wall.

N/A

Method of repair may include installation of hardibacker concrete based siding.

Replace siding with prefinished metal wall panels and proper flashings.

Approximate Wall Area:

4,000 SF

0002B

NOTE: Vinyl siding has been installed over the existing T1-11 siding on Main Lab/Headhouse building and each of the Screenhouse structures. A more in depth inspection of the existing T1-11 siding behind the vinyl siding should be completed in order to accurately evaluate the condition of the exterior wall envelope at each of these structures.

Inspect existing covered T1-11 behind vinyl.

Remove and replace damaged with hardibacker same as above.

Assume replacement of 25% of existing siding behind existing vinyl siding. Approximate Area: 3,000 SF

B014, B015, B016, B020, B021, B022, B026, B041

Gutters Missing gutter sections and downspouts.

Existing gutter sections and downspouts at the end of their service life.

N/A

Need to get a seamless gutter quote. David to investigate cost/quote on gutter replacement. Feel like the estimate is high.

Replace entire gutter sections along roof eaves and replace downspouts.

Approximate Gutter Length: 1,330

LF

Approximate # Downspouts: 32 (360

LF)

0004 B012 Exterior Windows

Evidence of on-going water intrusion between glazing panes (condensation is visible).

Evidence of failed gasketing. Evidence of calcium deposits at lower windows. Overall thermal performance of windows is poor.

N/A

Repair gasketing and apply chemical remover to calcium stained units and adjust irrigation so that water is directed away from building. Repair: (13)- 3'x5', (2)-3.5'x3', (6)- 3'x8', (9)-3'x8', (23)-3'x'3

0005 B012 Exit Signage

Lack of code compliant exit signage in Main Lab and Head house. (1) sign in Autoclave room is misplaced, (2) signs in mechanical room and (1) sign in the head house lack proper illumination, and (3) signs are missing.

2014 OSSC

Sec. 1006.1 & 1011.1

Replace, relocate and install code compliant exit signs. Signs: 6

0006 B041 Exit Signage Exit signage lacks code compliant illumination. 2014 OSSC

Sec. 1011.1 Install illuminated exit signs at existing fire exit doors. Signs: 4

ADA DEFICIENCIES Method of Repair

0007 Parking Lot

Accessible Parking

Lack of code compliant curb line ramp allowing for accessible route from existing accessible parking stall to facility.

ABA

Sections

F202.2.1, 406 & 502

Install curb line ramp at access aisle. Approximate area: 50 SF demo and new of concrete flatwork.

Work to include detectable warning surface at ramp-to-aisle transition - 18" x 36"

ELECTRICAL SYSTEM DEFICIENCIES Method of Repair

0008 B012

Exterior Emergency

Egress Lighting

Lack of "instant on" exterior emergency egress lighting for the exit discharge/public right of way.

2014 OSSC

Sec. 1006.3

Provide exterior building mounted LED lighting with instant on capability to light all egress paths as indicated by fire/life safety study to a safe distance from the building. Assume: 10 locations ($1,500/per)

NOTE: Metal halide (HID) lighting is not an instant on technology as required by code. Upon loss of power, HID lamps need to cool down before the arc can be reestablished in the lamp. This can take upwards of 5-10 minutes depending on the fixture and the conditions. Code requires emergency lighting to be operational within 10 seconds or power loss.

0009 B012

Interior Emergency

Egress Lighting

Current emergency egress lighting and exit signs are not fed from dedicated emergency branch transfer switch.

2014 NEC

Sec. 700.16

Provide circuits from fire alarm branch circuit panel in main electrical room to select light fixtures throughout B012 for emergency egress illumination. Assume: 2 circuits, 1 to feed Main Lab Bldg. and 1 to feed the Head House.

NOTE: The entire facility is backed up by generator power, however, code requires emergency loads (i.e. fire alarm, emergency lighting) to be on a dedicated emergency branch transfer switch or be provided with battery backup. All other loads would be considered optional standby loads and require a separate transfer switch.

0010 B012 Fire Alarm

Pull Stations

Pull stations are not installed within 5'-0" of building exit where provided.

2014 OSSC

Section

907.4.2.1

Relocate pull stations to be within 5'-0" of an exit door where provided. Assume: 5 locations.

MECHANICAL SYSTEM DEFICIENCIES Method of Repair

0011 B012

HVAC -

Tissue Culture

No outside ventilation air to room. Room is served by a separate heat pump and has no outside air connection. Vent in room from the main air handler is blocked.

2014 OSMC

Sec. 403

Duct outside air to the fan coil unit serving this room and rebalance air system to meet code ventilation rates. Provide: 15 ft. of 8" duct and louver to exterior wall.

NOTE: The building air handling system was remodeled and updated in 2011 to a VAV system and is in good condition. No work on the central system is required. The boiler was also replaced with a new high efficiency condensing boiler.

NOTE: Any planned remediation to the HVAC system for the Tissue Culture room will require close coordination and discussion with NCGR staff. Contamination to the interior environment of this room is of high concern.

0012 B012 Mechanical

- Lab A &

B Gas systems lack shut-off valves. 2014 OMSC

C409.6

Provide master emergency motorized shut off valve and push button switch, one per lab. Quantity: 2
