Section C - Description/Specifications/Statement of Work

GENERAL SPECIFICATIONS

MAHOGANY GROVE GROUP CAMPGROUND RECONSTRUCTION PROJECT

(Amendment 1, 4.12.2013)

1.1 SCOPE OF CONTRACT

A. This project consists of reconstructing an existing group campground area, and constructing a new trailhead and trail. Including the construction and installation of asphalt roads, gates, water system, kiosks, bulletin boards, toilet buildings, group sites, dumpster pads, concrete paths, aggregate paths, signs, site furniture, and obliteration and removal of existing features in the Spring Mountains National Recreation Area located on the Humboldt-Toiyabe National Forest.

1.2 PROJECT LOCATION

A. The project is located in the Spring Mountains National Recreation Area of the Humboldt-Toiyabe National Forest, Clark County, Nevada, in Section 7 & 8, T19 S, R57E. It is located approximately 40 miles North-West of Las Vegas, NV.

1.3 SITE INFORMATION AND LIMITATIONS

A. The following site conditions are considered incidental to the contract and the contractor will not be paid directly for any of the following items:

1. Construction sites will be closed to the public during construction but open to authorized government employees. The Contractor will be responsible for signing, limiting public access, and safety of public and/or government employees in the area.

2. The Contractor is responsible for the security or the Contractor’s equipment and materials.

3. Utilities are not available at the site for construction purposes. The Contractor will be responsible for coordinating the installation of temporary power for the site and the cost for the service.

4. No fuel storage on site is permitted. Fuel trucks must be equipped with spill containment kits and portable berms that meet all state and federal regulations. A spill containment plan must be submitted and approved prior to construction.

5. The Contractor shall provide temporary toilet facilities (porta-potty) at the site during all construction work. Toilet facilities shall be provided at a rate of one stool for every 10 workers assigned or working on site. Contract may use the existing toilets located throughout the campground in lieu of temporary toilet facilities until these toilets are removed.

6. All construction equipment shall be pressure washed before entering the Site.

The removal of mud and debris from treds, tracks and undercarriage, with emphasis on axles, frame, cross-members, motor mounts, and underneath steps, SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK 000001-2 running boards, and front bumper/brushguard assemblies will be required. The purpose is to reduce or eliminate the transportation of noxious weeds, which is required by Federal and State regulations.

7. Water service to the Clark County Youth Camp cannot be interrupted for more than 24 hours at any time during the construction of the project. Plan construction operations so that interruptions are a maximum of 1 hour if possible.

8. Due to restrictions by the Migratory Bird Treaty Act, heavy machinery may not be operated between the dates of May 20 and July 20. Staking, hand work, and other non-disruptive activities are allowed during that timeframe. A bird survey will be completed on or around June 1 and contractors may be allowed into the site with heavy machinery before July 21 if nesting birds are not found in the area.

1.4 TRAFFIC CONTROL AND CONSTRUCTION SIGNING

A. No work that endangers, interferes, or conflicts with traffic or access to work sites shall be performed until a plan for satisfactory warning and handling of traffic has been submitted by the contractor and approved by the COR and Nevada Department of Transportation. Construction signing for traffic control shall conform to the Manual of Uniform Traffic Control Devices (MUTCD). All traffic control signs will be placed in areas adequate for a truck pulling a fifth wheel trailer to be turned around. Contractor shall not be paid directly for this item, rather it will be considered incidental to other items of work listed in the Schedule of Items.

1.5 WORK CAMPS, STAGING AND STORAGE AREAS

A. Areas for staging operations and storage of materials shall be approved by the CO. The Contractor must request in writing for approval from the CO to stage trailers (work or housing) on site.

1. The Trailhead parking area shall be used as the primary staging and storage area.

The Contractor should make it a priority to complete the excavation and embankment of the Trailhead parking area first, so this area can be utilized as the staging area.

B. Overnight camping will be allowed on site.

1.6 INSPECTION OF WORKSITE

A. The contractor acknowledges they have taken the necessary steps to ascertain the nature and location of work, and have investigated and satisfied themselves as to the general and local conditions that can affect the work or its cost. Any failure of the contractor to take the actions described and acknowledged in this paragraph will not relieve the Contractor from the responsibility of estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expenses to the government.

SECTION 024102 - REMOVAL AND DISPOSAL OF EXISTING STRUCTURES AND

OBSTRUCTIONS

PART 1 - GENERAL

1.1 SUMMARY

A. Includes removal and disposal of: water lines (when encountered), valves, concrete pads and walkways, utilities, concrete curbs, culverts, signs, hydrants, gates, stairs, retaining walls, and all other items to the extent shown on the Drawings.

B. Related Sections Include the Following:

1. Section 024100 “Waste Material Disposal.”

1.2 MEASUREMENT AND PAYMENT

A. Payment will be lump sum for removal and disposal of obstructions, including demolition, excavation, backfill, removal, hauling and all incidentals and work required to complete this item.

PART 2 - PRODUCTS

2.1 SELECT BACKFILL

A. Select backfill shall be native or imported soil, sand, or granular soil free of stones larger than 6 inches in greatest dimension.

PART 3 - EXECUTION

3.1 GENERAL

A. Topsoil stripping and storage, if required, shall comply with the applicable specification.

B. Backfill for removed items may be excess material from other excavation or borrow from an approved source.

1. Backfill shall be brought up in 12-inch compacted layers.

2. Compaction shall be by mechanical tampers, with at least three passes over the entire surface.

3. Maximum size of rock in backfill shall be 8 inches.

4. Backfill shall be compacted and rounded 6 inches above the natural ground.

5. If the backfill is not in an existing roadway or parking area, and at least 20 feet away from any proposed structure, the backfill shall be as specified above, except backfill shall be graded to blend with the natural ground and each layer

compacted to 85 percent of the optimum dry density determined by AASHTO T- 99, Method C.

6. In areas where backfill is in graveled or paved surface roadways, or within 20 feet of a proposed structure, the backfill shall be as specified above, except it shall be terminated at the grade shown on the drawings and each layer compacted to 95 percent of the optimum dry density determined by AASHTO T-99, Method C.

Completion of backfill shall be in accordance with the applicable surfacing specifications.

7. When topsoil replacement is required, backfill and compaction shall be as specified above, except the backfill shall terminate 6 inches below the natural ground. Placement of topsoil, when required, shall comply with the applicable specification.

C. Excessive settlement or other evidence of improper backfill shall be corrected by reopening the excavation to the depth required for proper refilling and compaction.

3.2 DISPOSAL

A. Disposal of debris shall comply with Section 024100 “Waste Material Disposal.”

3.3 FINISHING AND CLEANUP

A. After the area has been backfilled, the disturbed area shall be finish graded to present a natural appearance and cleaned up by removing all debris and materials left from the removal of items in this Section.

3.4 SEEDING

A. Seeding, if required, shall comply with Section 329206 “Seeding.”

SECTION 099114 - EXTERIOR POWDER COATINGS

PART 4 - GENERAL

4.1 SECTION INCLUDES

A. Exterior powder coating systems - Work shall include supplying and installing powder coated gates.

4.2 SUBMITTALS

A. Product Data: Project specific powder coating plan including product data. Plan shall include:

1. Product characteristics.

2. Surface preparation instructions and recommendations.

3. Plan for pre-heating, powder coating application, curing, and shop and field coating repair.

4. Storage and handling requirements and recommendations.

5. Application methods.

6. Cautions.

B. Application Firm: Name, location, and contact information (mail address, phone, and e-mail) for the firm performing the powder coating application.

C. Quality control: (QC) programs established and followed by the firm performing the powder coating operation. Forms to document inspection and testing of the coatings as part of the QC program shall be included in the submittal.

D. Selection Samples: Submit a complete set of color chips that represent the full range of manufacturer's color samples available.

E. Assembly plan: Plan that will minimize the amount of field repairs.

4.3 DELIVERY, STORAGE, AND HANDLING

A. Coating Protection for Shipping, Storage and Field Erection: After curing and final acceptance, coated assemblies shall be protected with multiple layers of bubble wrap, or other protective wrapping materials specified in the project specific powder coating plan as approved by the Contracting Officer.

B. Storage and Shipping: Each assembly shall be separated from other assemblies by expanded polystyrene spacers and other spacing materials as specified in the project specific powder coating plan as approved by the Contracting Officer.

C. Handling: After erection, all coating damage due to the Contractor’s shipping, storage, handling, and erection operations shall be repaired by the Contractor, at no additional

expense to the Contracting Agency, in accordance with the project specific powder coating plan as approved by the Contracting Officer.

4.4 PROJECT CONDITIONS

A. Maintain environmental conditions (temperature, humidity, and ventilation) within limits recommended by manufacturer for optimum results. Do not apply coatings under environmental conditions outside manufacturer's absolute limits.

4.5 MEASUREMENT AND PAYMENT

A. There will be no separate measurement or payment for work in this Section. Payment will be included in the contract unit price as shown on the Schedule of Items.

PART 5 - PRODUCTS

5.1 APPLICATIONS

A. Surfaces To Be Coated:

1. Metal: Galvanized, Ferrous Metal, Tubular Steel, Expanded Metal Mesh

5.2 POWDER COATING MATERIALS FOR COATING GALVANIZED SURFACES

A. Two component system with epoxy primer coat and polyester finish coat from the same manufacturer.

1. Epoxy primer coat shall conform to the following requirements:

2. Polyester Finish Coat: Conform to American Architectural Manufacturers Association (AAMA) Specification 2604.

B. Degassing additives may be added as necessary to prevent pin holes in the finish coat.

The degassing additives shall be added in accordance with manufacturer’s recommendation.

5.3 MATERIALS - GENERAL REQUIREMENTS

A. Galvanized:

1. All metal shall be galvanized prior to priming. Prior to the galvanizing operation, the Contractor shall identify to the galvanizer the specific assemblies and surfaces receiving the powder coating after galvanizing, to ensure that the galvanizing method used on the assemblies is compatible with subsequent application of a

powder coating system. Specifically, such assemblies shall neither be water-quenched, nor receive a chromate conversion coating, as part of the galvanizing operation.

2. All metal shall be powder coat finished forest service brown as identified by the contracting officer.

PART 6 - EXECUTION

6.1 EXAMINATION

A. Do not begin application of coatings until substrates have been properly prepared.

6.2 SURFACE PREPARATION:

A. Galvanized surfaces receiving the powder coating shall be cleaned and prepared for coating in accordance with ASTM D 6386, and the project specific powder coating plan as approved by the Contracting Officer.

B. Assemblies conforming to the ASTM D 6386 definition for newly galvanized steel shall receive surface smoothing and surface cleaning in accordance with AST D 6386 Section 5, and surface preparation in accordance with ASTM D 6386 Section 5.4.1.

C. Contractor shall notify the Contracting Officer of all surface cleaning and preparation activities, and shall provide the Contracting Officer opportunity to perform quality assurance inspection, at the completion of surface cleaning and preparation activities prior to beginning powder coating application.

6.3 APPLICATION AND CURING

A. After surface preparation, the two component powder coating shall be applied in accordance with the powder coating manufacturer’s recommendations, the project specific powder coating manufacturer’s recommendations, the project specific approved powder coating plan, and as follows:

1. Pre-heat: The pre-heat shall be sufficient to prevent pin holes from forming in the finished coating system.

2. Apply the epoxy primer coat, followed by a partial cure.

3. Apply coat of polyester finish coat, followed by partial cure.

4. 4. Apply second coat of polyester finish coat, followed by a finish cure.

6.4 TESTING

A. The firm performing the powder coating operation shall conduct, or make arrangements for, QC testing on all assemblies receiving powder coating for this project, in accordance with the powder coating firm’s QC program. Testing may be performed on coated surfaces of production fabricated items, or on a representative test panel coated alongside the production fabricated items being coated. There shall be a minimum of one set of tests representing each cycle of production fabricated items coated and cured.

Repair of damaged coatings on production fabricated items shall be the responsibility of

the firm applying the powder coating, and shall be in accordance with the project specific powder coating plan as approved by the Engineer. At a minimum, the QC testing shall test for the following requirements:

1. Visual inspection for the presence of coating holidays, and other unacceptable surface imperfections.

2. Coating thickness measurement in accordance with Section 6-07.3(5). The minimum thickness of the epoxy primer coating, initial polyester coat, and polyester finish coating shall be 3 mils each.

3. Hardness testing in accordance with ASTM D 3363, with the finish coat providing a minimum hardness value of H.

4. Adhesion testing in accordance with ASTM D 4541 for 400 psi minimum adhesion for the complete two component coating system.

5. Powder Coating Institute (PCI) #8 recommended procedure for solvent cure test.

B. Documentation- The results of the QC testing shall be documented in a QC report, and submitted to the Contracting Officer for approval.

C. Access - The Contracting Officer shall be provided notice and access to all assemblies at the powder coating facility for the purposes of Contracting Agency acceptance inspection, including notice and access to witness all hardness and adhesion testing performed by the firm conducting the QC testing.

D. Rejection - Assemblies not meeting the specification requirements will be subject to rejection by the Contracting Officer. Rejected assemblies shall be repaired or re-coated by the Contractor, at no additional expense to the Contracting Agency, in accordance with the project specific powder coating plan as approved by the Engineer until the assemblies satisfy the acceptance testing requirements.

E. Approval - Assemblies shall not be shipped from the powder coating firm’s facility to the project site until the Contractor receives the Contracting Officer’s approval of the QC Report and assembly inspection performed by the Contracting Officer.

SECTION 133460 - DOUBLE VAULT COMFORT STATION INSTALLATION

PART 1 - GENERAL

1.1 SUMMARY

A. This item shall consist of site grading for precast concrete vault comfort stations and the construction of 4’ wide colored concrete apron on all sides. It is the responsibility of the Contractor to coordinate with the Government for site delivery dates and times of Government furnished restrooms. The government supplier will excavate and install the vault toilets and bring the excavation back up to grade.

1.2 RELATED WORK

A. The work shall be in accordance with the following subsidiary specifications. The subsidiary specifications are referred to in the text by the Section designation only.

1.3 MEASUREMENT AND PAYMENT

A. Measurement and payment will be made for each Pre-cast Concrete Vault Comfort Station (Restroom) installed and accepted according to the Schedule of Items. Payment shall include all work associated with clearing, compacting, aggregate base, and grading necessary to complete the item. Payment shall include the construction of colored concrete sidewalks around the building up to 10 feet from the outside edge of the building as shown on the drawings.

PART 2 - PRODUCTS

2.1 CLASSIFICATION

A. Excavation will be unclassified as to materials and shall include all materials which are encountered in the required excavation.

2.2 BACKFILL AND EMBANKMENT MATERIAL

A. Backfill and embankment material shall be loam, sandy clay, sand, gravel, soft shale, or other suitable material free from brush, perishable material, dirt clods, rocks, or boulders larger than six inches in greatest dimension, or frozen material.

B. Backfill and embankment within six inches of concrete shall contain no rock larger than two inches and no rock two inches or larger shall lie closer than six inches to the ground surface.

C. Backfill and embankment material shall be excavated material whenever it meets specification requirements. Whenever excavated material contains less than 10 percent of oversized material, the Contractor will be required to remove boulders larger than 6" from the excavated material at no additional compensation and utilize it as backfill material. Whenever material meeting the specification requirements is not available from excavation, the Contractor will be required to import material from a designated or approved source.

2.3 SELECT BORROW

A. When excavated soil does not meet the requirements for backfill, and Contractor shall provide backfill with select borrow where directed.

2.4 WASHED GRAVEL LEVELING COURSE

A. Gravel shall comply with Section 321204 “Crushed aggregate base or Surface Course Grading “C”.

PART 3 - EXECUTION

3.1 CLEARING AND GRUBBING

A. Before the CXT installer arrives onsite, the Contractor shall have completed all necessary clearing and grubbing within the specified working limits, in accordance with Section 311000.

3.2 CONSERVING TOPSOIL

A. Topsoil shall be removed from the area to be excavated and from the area where excavated material will be piled prior to excavating. Topsoil shall be kept separate from excavated material. Topsoil will be reused on those areas from which it came after backfilling and embankment construction is complete.

3.3 SAFETY, SHORING, AND PROTECTION

A. The Contractor shall meet the prescribed safety rules and regulations. Walls of excavations 5 feet or more in depth shall be supported by bracing, shoring, or other methods, unless the walls are sloped to a safe angle from the bottom. If shored, the excavation shall be of proper width to accommodate shoring and bracing, as required, to

keep walls from collapsing, and to allow for proper installation of the work. All existing improvements, either on public or private property, will be fully protected from damage. All supports shall be removed after construction is completed, and shall be withdrawn in a manner that will prevent the collapse of the sides of the excavation. All openings in the ground, caused by the removal of supports, shall be filled with suitable material properly compacted.

3.4 REMOVAL OF WATER

A. The Contractor shall provide and maintain, at all times during construction, ample means and devices with which to promptly remove and properly dispose of all water entering the excavations or other parts of the work without damage to adjacent property.

All excavations shall be kept free from standing water. Any damage caused by water in the excavation shall be repaired by the Contractor at his expense.

3.5 EXCAVATION, BACKFILL, AND SITE GRADING

A. Coordination with the Manufacturer - The contractor will be required to coordinate with the government and manufacturer of the comfort stations to accommodate installation at the time of delivery. The Contractor will be responsible to obtain installation instructions from the manufacturer and perform the excavation, backfill, and site grading in accordance with those instructions. The excavation shall be over excavated two feet (horizontal measurement) on each side of the vault to allow for compaction and minor adjustments in orientation. The Contractor must have excavation complete prior to vault comfort station delivery. The Contractor must be on site at the time of delivery to perform the backfill operation as soon as the vault comfort station is in place.

B. General - Excavation shall be performed by any acceptable method, including the use of explosives. When blasting, the Contractor shall provide skilled blasting operators and precautions shall be taken to avoid damage to adjacent property. Pile excavated material away from the ends of the hole to facilitate crane and delivery truck access. The crane and delivery truck typically need to be side-to-side during the placement.

C. Gravel Leveling Base - The Contractor shall provide enough material for a 6-inch thick leveled layer of gravel, prior to placement of the comfort station. This material will be placed by the installer.

D. Backfill and Embankment Operations - Backfill will be permitted only after the work to be covered has been approved by the Contracting Officer. Backfill and embankments shall be layer placed 8-inches thick (loose measurement) and compacted with three complete passes of an approved vibratory compactor.

3.6 FINISH GRADING

A. All surfaces and slopes shall be shaped to blend with the original ground line, mounded over or smoothed off, hand raked, and left in a uniform and neat condition. Surface drainage shall be diverted so that it will not enter into the area. See drawings for details.

3.7 SIDEWALKS

A. Sidewalks shall be installed around the vault toilet as shown on the drawings in accordance with Section 033540.

3.8 CLEANUP

A. After backfilling and grading has been completed, the disturbed area shall be finished to present as near a natural appearance as possible and cleaned up by removing all debris and materials not utilized. Cleanup shall include disposal of waste materials in accordance with Section 024100. Stockpiled topsoil shall be smoothly distributed over disturbed areas and hand raked to blend with ground line.

SECTION 323116 - ROAD CLOSURE GATES

PART 1 - GENERAL

1.1 SUMMARY

A. This item shall consist of gates, constructed by fabricating pipe and installing in accordance with these specifications and details shown on the drawings at the locations designated, in conformity with the line and grade established.

1.2 SUBMITTALS

A. Paint color samples.

1.3 MEASUREMENT AND PAYMENT

A. ROAD CLOSURE GATE- Measurement and payment shall be the number gates specified in the Schedule of Items, installed of size indicated in place and accepted.

Payment shall include holding posts, signs, concrete, sleeves, markings and all work necessary to complete this item, as shown on the Drawings.

PART 2 - PRODUCTS

2.1 PIPE

A. Pipe used to fabricate the posts and gates shall be standard weight black steel conforming to the requirements of ASTM A53. The entire gate shall be powder coated as required by Section 099114.

2.2 CONCRETE

A. The concrete used in the bases shall be as required by Section 033000.

2.3 FINISH

A. Paint all exposed metal surfaces with one coat of Benjamin Moore Retardo Metal Primer and two coats of Benjamin Moore Brown Impervo or approved equals. Submit color samples to the Contracting Officer for approval. The entire gate shall be powder coated as required by Section 099114.

2.4 SIGNS AND OBJECT MARKERS

A. Signs and object markers shall conform to the Manual of Uniform Traffic Control Devices (MUTCD) and shall be furnished and installed by the Contractor.

2.5 VANDAL-PROOF HARDWARE

A. Signs and object markers shall be installed using vandal-proof 5/16" diameter one-way bolts with breakaway nuts as supplied by Walker Safety & Signing Co., Idaho Falls, Idaho, phone No. (208) 529-2723 or an approved equal.

2.6 LOCKS

A. Padlocks will be furnished by the Forest Service.

PART 3 - EXECUTION

3.1 FABRICATING GATES AND POSTS

A. The gates, receiving sockets, and posts shall be fabricated in accordance with the dimensions and details shown on the drawings. Ends of pipe members shall be coped to approximately fit and welded, using a continuous fillet weld. All exposed pipe ends shall be ground smooth.

B. Gates shall be constructed with standard grease fittings at hinges and places so that moving parts will be adequately lubricated.

3.2 ERECTION

A. Neat excavation shall be made to receive the concrete base and socket or post. In boulder formation, individual rocks may intrude into the neat excavation, but they shall be firmly imbedded. Protruding rock surfaces shall be cleaned and dampened to improve bonding to the concrete.

B. The concrete shall be thoroughly tamped while being placed to insure a firm bearing against the sides of the excavation. The top-exposed portion of each concrete base shall be formed so that the base will appear relatively circular. The top surface of the concrete shall be wood float finished and conical shaped for drainage. The concrete shall be covered with suitable material and kept moist for 3 days or a liquid membrane of approved curing material may be applied.

C. The receiving sockets or posts, when the concrete has been placed, shall be plumb and at the desired elevation.

D. The gates shall rotate freely and be plumb, level, and in line.

3.3 SIGN AND OBJECT MARKERS

A. Install signs and object markers using vandal-proof hardware. Use 4 bolts for each sign and each type 3 object marker. Use 2 bolts for each type 2 object marker.

3.4 GRADING AND CLEANUP

A. The area around the unit shall be finish graded to the desired contour. When complete, the general area shall be cleaned up by removing all debris and material not utilized.

SECTION 329206 - SEEDING

PART 1 - GENERAL

1.1 SUMMARY

A. This item shall consist of broadcast seeding designated areas using specified seed. The Contractor shall not place perennial grass seed or rough angelica seed unless a Forest Service biologist is present.

B. The areas to be seeded shall be all cut slopes, fill slopes, obliterated road sections, power line burial and other disturbed areas that are not covered by new roads, structures or other site improvements. Seed areas that are required to be obliterated, scarified and disturbed by work performed in this project. A Forest Service ecologist or botanist must be on-site to assist in guiding the Contractor where to seed.

C. Seeding shall occur in areas where construction and vegetation treatments are complete.

A. The quantity to be measured shall be Lump Sum for seeding.

1.3 SUBMITTALS

A. Certification of Seed: From seed vendor for each seed monostand or mixture stating the botanical and common name, percentage by weight of each species and variety, and percentage of purity, germination, and weed seed. Include the year of production and date of packaging.

1. Certification of each seed mixture for native grasses and forbs. Include identification of source and name and telephone number of supplier.

2. Contractor shall submit a seed mix sample and certification that meets the following contract requirements: The seed shall be clearly labeled with

a) Seed name

b) Lot number

c) Net weight

d) Pure Live Seed (PLS)

e) Percentage of weed seed contact (shall be 0% when ordering PLS)

f) All seed shall be certified as free of Nevada State noxious weed seed

The contractor shall furnish the CO with duplicate signed copies of a statement by the vendor certifying that each lot of seed has been tested by a recognized laboratory for seed testing within 6 months of delivery. This statement shall include: name and address of lab, date of test, lot number of each kind of seed and results of test as to name percentages of purity and germination and weed content. Seed which has become wet, moldy or otherwise damaged in transit or storage will not be accepted.

1.4 DELIVERY, STORAGE AND HANDLING

A. Seed and Other Packaged Materials: Deliver packaged materials in original, unopened containers showing weight, certified analysis, name and address of manufacturer, and indication of conformance with state and federal laws, as applicable.

1.5 PROJECT CONDITIONS

A. Planting Restrictions: Plant during the Fall (September 1 – October 31).

B. Weather Limitations: Proceed with seeding only when existing and forecasted weather conditions permit planting to be performed when beneficial and optimum results may be obtained. Apply products during favorable weather conditions according to manufacturer's written instructions. Seeding shall not occur during windy weather or when the ground is excessively wet or frozen.

PART 2 - PRODUCTS

2.1 SEED

A. The sterile annual grass, QuickGuard® Sterile Triticale (Triticum aestivum x Secale cereal), shall be used for all remaining areas where the native perennial seed does not cover. The contractor may recommend an alternative sterile annual hybrid grass for short-term erosion control that shall be approved by a Forest Service ecologist or botanist prior to seeding.

2.2 SEED SOURCES

A. When a cultivar or germplasm release is not specified in the seed mix, the contractor will provide documentation that the source materials will thrive within the grass and forb hardiness zone 70-80 degrees Fahrenheit (maximum mean monthly temperature) with 14-24” (annual precipitation).

2.3 SEED CARRIER

A. Inert material, sharp clean sand or perlite, mixed with seed at a ratio of not less than two parts seed carrier to one part seed.

2.4 SEED MIX

A. The seed mix shall be fresh, clean and dry new seed of mixed species and the seeding rates as follows and outlined in Table 1.

B. The sterile annual hybrid grass shall conform to the requirements of Federal Specifications JJJ_S181; State Laws; and U.S. Department of Agriculture Rules and Regulations under the Federal Seed Act; in effect on the date of invitation of bids.

C. The sterile annual hybrid grass shall be clearly labeled with (1) Seed name, (2) Lot number, (3) Net weight, (4) Pure Live Seed (PLS), (5) Percentage of weed seed content (shall be 0% when ordering PLS), (6) all seed shall be Nevada State certified as noxious weed-free seed. The Contractor shall furnish the Contracting Officer duplicate signed copies of a statement by the vendor certifying that each lot of seed has been tested by a recognized laboratory for seed testing with 6 months of date of delivery. This statement shall include: (1) Name and address of laboratory, (2) Date of test, (3) Lot number of each kind of seed, and (4) Results of tests as to name percentages of purity and of germination, and percentage of weed content, for the sterile annual hybrid grass. Seed which has become wet, moldy or otherwise damaged in transit or storage will not be accepted.

PART 3 - EXECUTION

3.1 INSPECTION

A. The Contractor shall notify the Contracting Officer a minimum of 5 day prior to beginning seeding operations to allow for the inspection of the area. The areas to

received seeding shall be approved by the Contracting Officer (with assistance from the Forest Service ecologist or botanist) prior to beginning seeding.

3.2 PREPARATION OF SEEDING AREA

A. The area to be seeded shall be cut slopes, fill slopes, embankments and other disturbed areas that are not covered by new roads, structures or other site improvements.

B. Prior to seeding, cut slopes, fill slopes, embankments and other areas to be seeded shall be shaped and finished as specified under the Sections involved. The surface of the soil shall be in a roughened condition favorable for germination and growth.

C. Contouring of soil shall occur with on-site materials.

D. Just prior to seed application, slopes shall be scarified.

3.3 SCATTERING ORGANIC MATERAIL

A. Branches and dead and down materials shall be scattered throughout exposed soil areas to provide a source of organic matter, erosion control, and seed catchment. Enough organic matter shall be scattered to provide light shading to the soil; sunlight shall reach mineral soil. Organic materials up to 6” diameter shall be used. Branches and dead and down materials shall be taken from clearing and grubbing activities. The Contracting Officer (with assistance from a Forest Service ecologist or botanist) must be on-site to assist in determining the amount of organic material scattered throughout the seeding areas.

3.4 SEEDING

A. Seeding shall occur after organic material is scattered. The native perennial seed and sterile annual hybrid grass shall be uniformly spread on the designated areas to the density in pounds of pure live seed per acre as specified in Table 1 on p. 329206-2.

B. Seed shall be broadcast applied with a rotary hand seeder or other approved type commercial seeder or by an agreed upon method. All portions of the area shall be uniformly covered to the required density.

C. Immediately after seeding, the Contractor shall rake in the seed such that the seed becomes integrated with the soil to a depth of 0.25 inch.

3.5 WEATHER AND SOIL CONDITIONS

A. Seeding shall not occur during windy weather or when the ground is excessively wet or frozen. The surface of the soil shall be in a roughened condition favorable for germination and growth.

3.6 MAINTENANCE OF SEEDED AREA

A. The Contractor will not be required to maintain an area which has been satisfactorily seeded except that he shall protect the area against traffic by warning signs or barricades or other methods approved by the Contracting Officer.

B. When a seeded area has become damaged by storm or otherwise prior to final acceptance of the project, the Contracting Officer may order the area reworked. The damage shall then be repaired as directed and the area reseeded.

3. Compaction and Testing: Backfill in trenches under roadways and parking areas shall be maintained, wetted, or dried to optimum moisture for maximum compaction, placed in the trench in horizontal layers not to exceed 6 inches in thickness (loose measurement), and compacted to not less than 95 percent of maximum dry unit weight, as determined by AASHTO T180, Method D, of ASTM D 698, Method D. Ascertain adequate compaction during the backfill operation by performing in-place density tests in accordance with one or more of the following standard test procedures: ASTM D 1556, D 2167, or D 2922, or AASHTO T 191, or T 310.

E. Special Bedding – Imported

1. Special bedding shall be placed, as directed by the Contracting Officer, in trenches, as necessary, to provide a minimum of 4 inches firm bedding on which to set the pipe in areas where relatively unstable conditions exist, due to seeping ground water or mud caused by ground water, or by water from any other source which cannot be diverted. After the material is placed in the trench, leveled, and consolidated, it shall be trimmed to proper sub grade and shaped to receive the pipe.

2. The Contractor shall construct restrictive sections (dams) in the special bedding material at least every 200 feet to minimize the possibility of excessive ground water flows undercutting the pipe. The dam shall extend across the entire width of the trench, be a minimum of 3 feet long, and shall extend to the top of the pipe zone material.

F. Imported Material

1. Any trench excavated material that can be transported less than 300 feet to other areas along the trench and used, in accordance with specifications, shall not be considered as imported material. When the Contractor is required to import material, it shall be from a designated or approved source.

G. Trenches in Embankments

1. When pipelines are to be placed in trenches excavated in embankments, the excavation of each trench shall be performed after the embankment has been constructed to an elevation at least 3 feet over the pipe or to finish grade, whichever is least.

H. Surface Restoration in Areas Other Than Roads

1. All surfaces shall be restored to the required grade (usually original ground line), mounded over or smoothed off as directed, and left in a uniform and neat condition, to the satisfaction of the Contracting Officer. Surface drainage shall be diverted so that it will not flow along a trench. In areas where natural revegetation is designated (no planting to be done), the Contractor shall scarify all disturbed or compacted areas and right-of-ways such that the surface of the ground is loose to a depth of at least one inch. In areas to be seeded, the area shall be prepared in accordance with Section 329206 “Seeding.”
