Purpose of Amendment: To answer questions posed by vendors, and provide 04-02-13 Site Visit Notes and Attendees list.
Receipt of Offers: The date, time, and receipt of proposals remains unchanged. The place for receipt of offers remains the same.

1. Question and Answers:
1. Question: We have submitted Past Performance Questionnaires (PPQ’s) on previous Forest Service solicitations. We find it difficult to continue torques these from our clients over and over again. Is it possible for you to utilize previously submitted PPA’s by reference. Second can we use PPQ’s from CCASS or other past performance surveys not in the same format but relevant?
Answer: Each solicitation package stands on its own and the Past Performance Questionnaires ask questions that are specific to each project.
Therefore, they are required to be submitted with each solicitation response. You may include CCAS or other past performance surveys in addition to, but not instead of the Past Performance Questionnaires.
2. Question: The cover page of the RFP indicates that an offer guarantee (Bid Bond) is required. What volume should include the bid bond?
Answer: In the Business/Cost proposal.
3. Question: Section L-3 (2) states, “For offerors to be considered responsive, they must submit complete proposals for Scenarios A and B. Any offeror who fails to submit proposals for both Scenario A and B will be determined nonresponsive. If an offeror’s proposal is determined to be nonresponsive, no further consideration/evaluation will be given to that proposal.” Please clarify what two scenarios you are referring to.
Answer: This is in error. Delete Section L-3 paragraph (2) in its entirety.
4. Question: Both the Signed Offer and the Business/Cost Proposal refer to submission of Section B. Please clarify if Section B should be included in both documents or only in the Business/Cost Proposal.
Answer: The Signed Offer and Section B should be included in the Business/Cost Proposal.
5. Question: Note 7 on Sheet 23 of 53 of the drawing set says, “Gate shall be powder coated…”
Section 2.3.A of Specification 323116 – Road Closure Gate says, “Paint all exposed metal surfaces…”
What of the above two or other (hot dipped galvanize – not listed) surface coating does the Forest Service require on the metal gates?
Answer: Gates should be powder coated. Powder coating specifications will be included in a future amendment to the solicitation.
6. Question: Section L, RFP Page 32, (1) Past Performance and Company Experience states, “Offerors shall provide information on at least 5 recent and relevant contracts and subcontracts currently in process and/or completed by your firm in the past 6 years. Can a major subcontractor’s project experience be submitted within this section to show experience with the Major Feature Work Experience (MFWE) presented in the solicitation?
Answer: Yes. Providing this information may help your proposal. However, please also provide recent contracts performed by the primary contractor.
7. Question: Due to the size of the project, can the Superintendent also perform as the QC Officer?
Answer: Yes.
8. Question: If the QC Officer cannot perform the duties of Superintendent, will the QC Officer be allowed to perform other duties?
Answer: See above.
9. Question: Section 322706 – Asphalt Pavement Pulverizing, Part 1.1.A third sentence and Part 1.2.B say, “The government will pulverize the existing asphalt and roadbase material and stockpile the material on site for reuse by the contractor.” A strong distinction is made between the Government and the Contractor. Yet, Part 3 – Execution suggests the contractor will pulverize the existing asphalt and roadbase material and stockpile the material for reuse. Will the Government or the Contractor pulverize the existing asphalt and stockpile it for later use?
Answer: The government will pulverize the asphalt and stockpile it for later use.
10. Question: Note 4 of Sht 22 of 53 says, “All fence components shall be powder coat finished.” Section 323119, Parts 2.1.C, E, and F seem to indicate various fence parts and pieces shall be hot-dip galvanized. What finish is correct?
Answer: Fence components shall be powder coated. Powder coating specifications will be included in a future amendment to the solicitation.
11. Question: The Bid Schedule for Mahogany Grove indicates a total for the
Segmental Retaining Walls with Capstone at 4,230 SF. From the plans, the total of segmental retaining wall areas as indicated on the drawings is 4,260 SF when added. What is the correct amount?
Answer: Segmental retaining wall should be listed at 4,260 SF.
12. Question: When scarifying and stockpiling of asphalt is complete, will the
Forest Service compact the road surface?
Answer: The USFS will stockpile the asphalt onsite, but will not scarify or compact the road surface.
13. Question: It is our understanding that it was mentioned during the site visit that what appears to be a well head along the West side of the road near the entrance gate will require work. Will this work be part of the Mahogany Grove project? If so, what work is required?
Answer: The feature along the west side of the entrance road that you are referring to is the connection point for the new water distribution system that will be installed in the campground. Work will be required to connect the new line to the existing system and install the valves, lines and drain, as shown on the drawings.
14. Question: There appears to be a concrete erosion control along the East side of the roadway. If our interpretation of the photo is correct, will the concrete structure be protected, improved, removed, and/or replaced?
Answer: Protected. As noted during the pre-bid meeting and in the pre-bid notes, this is a CCC-era concrete drainage structure that must be preserved. The road can be constructed over the drainage structure.
15. Question: Sections of undisturbed road surface shown were noted during the pre-bid meeting. Is this incomplete scarification or a structure that will remain in place? If incomplete scarification, will this work be completed by the Forest Service?
Answer: These are areas where the asphalt grinder was set too shallow and so were not properly ground. These areas of undisturbed asphalt will be removed and transported offsite by the Forest Service.
16. Question: Who has responsibility for removing and disposing of non-organic debris along the roadway?
Answer: Any above-ground, non-protected (non-historic), non-organic debris will be removed by the Forest Service prior to the start of the contract.
17. Question: Will the grass seed be government furnished or contractor supplied?
Answer: The government has decided to self-perform the seeding for this site. The USFS will remove the seeding specification and line item in a future amendment to this solicitation.

A. Objective The purpose of this meeting was to discuss the Mahogany Grove Group Campground Reconstruction Project and provide prospective bidders a chance to view the site.
B. Meeting Notes Marge Shafer gave a brief overview of some of the pertinent contracting details:
• This will be a total HUBZone set-aside
• The estimated magnitude of construction $1M to $5M.
• Please submit all questions in writing directly to the Contracting Officer (CO) at the contact information listed above.
• The project solicitation will close on April 18, 2013 at 2:00 pm, pacific time.
• The last day to submit questions is April 10, 2013 at 2:00 pm, pacific time.
• The end date for construction is December 31, 2013. Liquidated damages are listed at
$1,300/day.
• We will post an amendment to the solicitation with the attendee list and answers to questions submitted so far.
Frank Leoni discussed the following contract details:
• Demolition is not included in this contract. All demolition work will be completed by USFS personnel.
• The asphalt has been pulverized and will be stockpiled on the outside of the hairpin curve on the campground entrance road.
• This will be a total reconstruction. The specifications for roads, asphalt, concrete, and retaining walls are all fairly standard for this type of work. The only thing that may not be typical to USFS type work is the curb on the inside of the access road. However, this is not unusual for non-USFS projects.
• A CCC-era water crossing was pointed out that must be preserved. The road can be constructed over the water crossing, but the water crossing cannot be disturbed.
C. Questions The following questions were asked during the pre-bid meeting:
Question 1: Do the bird restrictions apply to this contract?
Answer 1: Yes. No heavy machinery is allowed in the area between May 20th and July
20th, unless the site has been cleared by a bird survey. Therefore, this will delay the first day of construction with heavy equipment to July 21st, 2013.
Hand tools, survey work, etc. can be completed before July 21.
Question 2: Can we see the point of connection for the water system during this walk-thru?
Answer 2: Yes. The water system connection was pointed out, along the entrance road to the campground, on the west side of the road. Mr. Leoni mentioned that all of the water lines downstream of the connection will be replaced and that the water source is a spring at Deer Creek.
Question 3: Can we use water for construction?
Answer 3: No. Water may not be used for dust control or compaction. The system serves other sites and does not have the capacity to supply the volumes that would be needed. Small amounts of water may be used for domestic purposes (for instance, by the site watchman, should the contractor decide to provide one). However, the hydrants and all above-ground plumbing have already been demolished.
Question 4: Where can we get water?
Answer 4: Water can be obtained for construction purposes free of charge from USFS
Well #1, located approximately 6.5 miles away on Kyle Canyon Road.
Question 5: What is the capacity of that well? Is there sufficient flow? Will we need a tank?
Answer 5: There is sufficient flow. A tank may be necessary.
Question 6: Will there be a winter shut down?
Answer 6: No. All work must be completed by December 31, 2013.
Question 7: What is the requirement for slash?
Answer 7: Slash may be chipped and used for ground cover, or hauled off.
Question 8: Do you have benchmark hubs for your survey work?
Answer 8: Yes. Our surveys have control points. That information will be provided to the successful offeror.
Question 9: What demolition work will be required?
Answer 9: All above ground demolition will be completed by the Forest Service. The vault toilets will be removed and filled to grade. Below ground work such as culvert removal will be necessary.
Question 10: What about site furnishings, like trash and recycle cans?
Answer 10: As noted in the drawings and specifications, concrete site furnishings such as picnic tables and benches will be provided by the government. All other furnishings, such as trash and recycle cans are included in this contract and must be provided by the contractor.
Question 11: Will the government furnished precast concrete buildings be delivered and installed?
Answer 11: CXT will supply and install the three vault toilets. CXT will excavate and install the vaults and backfill behind the vaults. The contractor must provide bedding for the vaults. CXT will grade immediately around the buildings, but the contractor will be required to perform all final grading, compaction and prep work for the concrete to be poured around each building.
Question 12: Will the concrete furniture be dropped off at the entrance only?
Answer 12: The concrete furniture supplier will deliver the product to the site, but the contractor will be responsible for unloading the trucks and staging the products. The supplier will likely be able to stop at a few different parking lots to help with staging the materials, but will not drive to each individual site.
Question 13: Some of the work is on virgin ground. Have you designed around the trees?
Answer 13: Yes, we have designed around the trees to the extent possible. However, in some cases trees will be coming out.
Question 14: Who will perform the surveying for the fencing?
Answer 14: The contractor will survey the fence in and fit it to the existing ground.
Question 15: What color will the concrete be?
Answer 15: The color will be selected by the CO (Specification 033000(2.5)(C)), and will be a neutral color.
Question 16: For tree removal, can we chip the material, or should it be saved for firewood?
Answer 16: The larger portions should be saved for firewood. The slash can be chipped.
Question 17: Are we expected to build a road for fence installation?
Answer 17: No. Follow the contours to the best extent possible.
Question 18: Are there stone benches in any of your other projects?
Answer 18: No. Stone benches are specified in this contract because it was previously a CCC campground. We are maintaining the historical aspect for aesthetic reasons.
Question 19: Who did the original survey work?
Answer 19: Johnson – Frank & Associates Inc., 714-777-8877
Question 20: Can we stockpile materials before July 21st?
Answer 20: No. Not if it involves heavy machinery.
Question 21: Can we camp onsite?
Answer 21: You may have a trailer with approximately two people to watch over the site for security reasons, as approved by the CO.
Question 22: Is there a rock provision?
Answer 22: No. We do not anticipate large boulders in the area, but this is a hilltop, so some ledges should be expected.
Question 23: Do you have a gravel pit for us?
Answer 23: No. There is a pit in Lee Canyon that can provide unspecified borrow, if needed. However, no disposal may take place in this pit.
Question 24: How do we determine where the fence goes? The topographical lines do not extend out to the proposed fence in some locations.
Answer 24: The fence should be surveyed in, and fit into the landscape/within trees as best as possible.
Question 25: Can we adjust the campsites on the ground to avoid trees and better fit the landscape?
Answer 25: Yes. We prefer this method. Minor adjustments may be made in the field.
However, you must talk with the COR/CO and discuss any changes prior to making them.
