Project Title: Mahogany Grove Group Campground Reconstruction Project

Purpose of Amendment: To answer final questions posed by vendors, and make corrections to the specifications.

Receipt of Offers: The date, time, and receipt of proposals remains unchanged. The place for receipt of offers remains the same.

Acknowledgment: See Block 11 above regarding how to acknowledge this amendment. The acknowledgement must be received at the place designated for receipt of offers (see Block 19 of the Solicitation, Offer, and Award, Standard Form 1442).

3. Question and Answers:

1. Question: On plan sheet D17, is the Crushed Bedding Material, in the Tent

Pads, 4" thick as indicated in the "Aluminum Edging Details" (left side of sheet) or 6" thick as indicated in the "Tent Pad Installation" (top, right portion of sheet)?

Answer: The crushed bedding material is 4” compacted.

2. Question: Will the project drawing CAD files be made available (free of charge) to the winning offeror to generate construction staking data, etc?

Answer: Yes. We will make the AutoCAD files available to the successful offeror. We will also provide survey control sheets to the successful offeror, as noted in Specification 010250.

3. Question: We contacted Ameristar Fence and they stated that they do not make the fence that is shown on the plans and specifications?

Answer: The Ameristar Montage II fence is called for in the specifications and is acceptable. The drawing shown on Sheet D14 differs slightly from the Montage II standard drawing. We will accept the Montage II as equal.

4. Question: In regards to RFP AG-0261-S-13-0012 Mahogany Grove Group Campground Reconstruction Project, will the Forest Service accept past experience projects from a HUBzone Contractors teaming partner in order to meet the requirements?

Answer: Providing this information may help your proposal. However, please also provide recent contracts performed by the primary contractor.

5. Question: Per Specification Section 129410 paragraph 1.3.A.1, 20 PAOT Group Site requires two pedestal grills; however, according to the site plan on Drawing D1 only one pedestal grill is represented at 20 PAOT Group Site. Can you please confirm the total number of pedestal grills required for the 20 PAOT Group Site?

Answer: The specifications will be corrected to require only one pedestal grill for the 20 PAOT Group Site.

6. Question: July 21st is the soonest we can run equipment and Dec. 31st is the projects last day. November has 25 days with the temperature below 32 degrees and an average 5" of snow which would affect the concrete and AC placement. I think this means without weather delays; we must have the project completed within 3.5 months or add to our bid a significant amount until it is warm enough to place concrete and AC paving which are some of the last items of work. I am concerned about the timeframe.

Answer: The USFS realizes that it is asking for an accelerated schedule. We have made provisions in our NEPA documents to allow construction during extended hours of operation (work on weekends, evenings, and holidays, etc.). We feel that the additional costs of a compressed work schedule are outweighed by the potential savings in remobilization costs and the benefit of having the campground open a season earlier.

7. Question: In the solicitation documents it states that the contractor is to submit:

(a) Furnish financial statements for the last two years, including an interim statement for the current year, unless previously provided to the office issuing the RFP, in which case a statement as to when and where this information was provided may be furnished instead.

Is the evidence of a bid bond and then when awarded, a performance and payment bond, sufficient evidence that firms have the financial stability to perform the contract?

Answer: No. Providing financial statements is still required.
