Kyle Canyon Picnic Area Pre-Bid Meeting Notes

General Information Given Out:
1. The Request for Proposals will close Thursday, July 5, 2012. The deadline for questions will be June, 2012. Construction will start Fall of 2012.
2. This contract will be a small business set aside.
3. The construction period will be 240 days. We are anticipating a shut-down during bird nesting from May 20th through July 20th. No heavy equipment can be operated during that two month period, but hand work can take place.
4. We will allow longer construction hours (early morning through dark) and would prefer that the work be completed in the shortest amount of time possible.
5. We are aiming to award in late August.
6. Stream restoration work and demolition (noted as “completed by others” in the plans) will be completed by the USFS prior to issuing the notice to proceed. Existing site furniture, retaining walls, stairs, vault toilets, posts, bollards, kiosks, etc. will be removed by the Forest Service prior to issuing a notice to proceed.
7. Asphalt roads and associated structures (culverts and bridges) will not be removed by the USFS and will be the responsibility of the contractor. As noted in the specifications (Section 322706), the contract includes pulverizing the asphalt and recycling for use as base material.
8. Tree removal will be completed by the Forest Service for large diameter trees.
9. Existing water lines will not be removed by the Forest Service. It is anticipated that the majority of the existing waterline will be abandoned in place, as noted on Drawing W1, Note
14. However, in accordance with Specification 129400 (3.6)(D), the contractor is responsible for removing any below grade improvements necessary to permit construction.
Exception: drawing W6 does indicate an area where existing water tank, valve boxes and other water system structures will be removed. In this area, Specification 312000 (1.4)(B) would apply.
10. As stated in the specifications (221100-2), water service to the Fletcher View Campground and Kyle Administrative site cannot be interrupted for more than 24 hours at any time during the construction project.
Questions:
1. Is the material under road useable/suitable for asphalt pulverizing?
Answer: We have not tested it. We do not plan to have it tested prior to the start of construction.
2. Will the bid day stick for the day after a holiday?
Answer: Yes. Bids are due July 5, 2012.

3. Is there a borrow or waste site nearby?
Answer: We do not expect a lot of borrow will be needed for this site. We may be able to provide fill from a pit in Lee Canyon. Clean waste material may be deposited at the Middle Kyle site (MKC - location of future visitor’s center, located approximately a mile east of Kyle Canyon Picnic Area).
4. Is there a water source up here? If so, will it be provided for free?
Answer: You may use campground water when it is in service. Water is currently provided at the site through the spring, summer and fall, but closed down in the winter to prevent freezing. The water lines will be replaced through this contract, so it is up to the contractor to manage the water to meet your needs. Water is also available at the USFS admin site year-round, approximately ½ mile west of Kyle Canyon Picnic Area. Additionally, there is a USFS well across the highway from MKC that can be used to fill water trucks. Water from any of these three locations will be provided free of charge for the construction work.
5. Is the location of the water line, etc. exact, or is there wiggle room to avoid rocks/trees/etc.
when staking it in?
Answer: Survey in the utility lines, but we can field stake to adjust and avoid killing trees.
We don’t anticipate hitting large rocks, but there is room to adjust the water and electrical, if necessary. Work with the COR. The trail has been roughly cut-in already and should be the correct alignment.
6. When the USFS removes the vault toilets, will they fill in the hole and bring it back up to grade?
Answer: Yes.
7. Will the USFS be coordinating with the supplier for the site furniture - government furnished products (GFP)?
Answer: The contractor must coordinate with the supplier (directly or through the USFS) for delivery of the benches, tables and fire rings. The supplier will deliver the products to the site, but the contractor will be responsible for being onsite to offload the trucks and stockpile and place the GFP. Please be aware that these items are concrete and will be very heavy.
8. How wide can we dig the trench for the electrical power line burial in the east path? Do we need to keep it to the width of the path (6 feet)?
Answer: After talking with NV Energy, we have decided to eliminate the option item. A trench along the path will still be required for the first approximately 600 feet to bring electrical service to the picnic area (see Drawing ES1). The trench must be kept as narrow as possible. NV Energy will need to be able to drive a truck next to the trench, to the connection site, and there are sensitive species in the area.
9. Do you have any soils or geotechnical studies completed for this campground?
Answer: Yes. We will obtain an electronic copy and post it under this solicitation for anyone who would like to review it.
10. Do you have any soils or geotechnical studies completed for the east path?
Answer: No.

11. Will there be a step down transformer from the electrical pole at the location that the power line will be buried?
Answer: No. The power line is high voltage. NV Energy will drop a small pole next to the power pole that we tap off of, and a ground vault will be installed. The underground line will remain high-voltage until it reaches the east loop of the campground. NV Energy will install a ground transformer near the meter as shown on Drawing ES2.
12. What is the total length of the east path?
Answer: 3,151 feet. Also, be aware that this path calls for concrete pads on either side of the trail approximately every 400 feet (can be field-adjusted to place them in the best locations to fit the contours – work with the COR). The contractor must place a government supplied bench on each concrete pad to the south side of the trail and a government supplied kiosk on each concrete pad to the north side of the trail.
13. Will the contractor be providing power to the kiosks along the trail on the east path?
Answer: No.
14. Will the contractor need to bring in wood chips for the trail?
Answer: No, this will be a native surface trail.
15. Will the contractor need to remove the stumps and roots in the trail?
Answer: Yes. The trail has been only cut in and is not finished. The trail is native surface, but there are requirements in the specifications for compaction, etc. It will be an accessible trail.
16. Is there tree removal in this package? I did not see it in the bid items.
Answer: No, it is not included in the schedule of items. Clearing and grubbing is included.
Large diameter trees will be removed by the Forest Service. Some small trees may need to be removed during the clearing and grubbing process.
17. What size is the waterline that heads up the hill to the small building at the administration site? Is it a 1-inch line?
Answer: No, it is shown on the drawings as a 2” line (Drawing W14).
18. Is there going to be a pressure reducing valve on the line that goes up to the residence on the hillside?
Answer: The pressure reducing valve will be located in the junction box where the line to the administrative buildings breaks off from the main line (Drawing W8 & W19). That junction box is existing, but will be modified under this contract.
19. Is the USFS going to remove the concrete/bricks that we can see on the knoll where the pedestrian bridge is going? If not, where can we take that material?
Answer: No. The USFS will not be doing any work in this area. The bricks must be taken to the dump or other permitted location. The USFS can provide a location to deposit clean fill
(MKC).
20. Do we have access to the gates?

Answer: Coordinate with the inspector or COR. One has a lock; the administration site has a pass code.
21. Are there water meters in the junction box already, or will we need to put new ones in?
Answer: There is one existing meter in the junction box. However, the General Notes on Drawing W19 require that all piping and plumbing appurtenances be removed. Therefore, three new meters will need to be installed.
22. Will the USFS allow RV’s or camping at the project site? We would like to be able to watch over our equipment.
Answer: The specifications currently say that overnight camping will not be allowed at the site (Section C (1.5) (B)). However, with this amendment we are modifying the specifications to allow camping if coordinated beforehand with the Contracting Officer.
Water at the campground may be used, when in service. However, RV dump stations will not be provided.
