About this file

This is Addendum No. 3 to Request for Proposal (RFP) No. S-19800-00014589 issued by the Oregon Judicial Department (OJD) for a Digital Accessibility Audit of OJD Public Facing Content. The addendum extends the proposal closing date to November 26, 2025, at 3:30 p.m. Pacific Time, allowing additional time for OJD to address the significant number of clarification and change requests received from potential proposers. The pre-proposal conference is scheduled for September 26, 2025, at 10:00 a.m. Pacific Time, and questions or requests for clarification must be submitted by October 8, 2025, at 3:30 p.m. Pacific Time. The project involves a comprehensive five-phase digital accessibility audit to ensure OJD's public-facing digital content complies with Web Content Accessibility Guidelines (WCAG) 2.1 Levels A and AA by April 24, 2026, covering websites, sub-domains, SharePoint sites, and other digital platforms. Following the proposal closing date, presentations, demonstrations, or interviews and the Notice of Intent to Award will be scheduled at dates to be determined, with an award protest period lasting seven calendar days after the Notice of Intent to Award is issued.

Proposers must demonstrate a minimum of five years of experience in digital accessibility services and possess relevant certifications such as Web Accessibility Specialist (WAS) or Certified ADA Inspector. The evaluation will utilize a 500-point scoring system assessing proposer qualifications, prior experience, project understanding, assessment methodology, staff qualifications, project plan, and references. The OJD strongly encourages participation from diverse business enterprises, specifically COBID-certified firms including minority-owned, women-owned, service-disabled veteran-owned, and emerging small businesses. The successful contractor must carry comprehensive insurance coverage including workers' compensation, commercial general liability, professional liability, and network security and privacy liability. The contract allows OJD to terminate the agreement with 30 days' notice or immediately if funding becomes unavailable, and proposers must submit a Responsibility Inquiry form demonstrating financial stability, legal standing, and ability to meet contractual obligations.
