About this file
This is an Addendum to a procurement notice issued by the Office of the State Courts Administrator for the 5th District Court of Appeal Security Upgrades project (ITN #2025-002). The addendum announces a schedule revision due to delays in providing necessary documents for vendor response development. The Reply Submission Due Date and Technical Requirements Volume Opening Time have been rescheduled from their original dates to March 4, 2026. A mandatory pre-proposal conference remains scheduled for January 22, 2026, at 10:00 AM, with escorted site visits available January 22-23, 2026. The revised Invitation to Negotiate and schedule documentation have been published on the MyFloridaMarketplace Vendor Information Portal. Vendors seeking clarification should contact Steven Updike, CPPB, FCPA, at updikes@flcourts.gov.
The procurement seeks a qualified, experienced, and licensed Architectural and Engineering Firm to assess and recommend security upgrades for the 5th District Court of Appeal facility located at 300 South Beach Street in Daytona Beach, Florida. Specific security enhancements required include bollard installation at the courthouse entrance, creation of a separate security screening area, improvement of the deputy marshal's work area, and installation of electromagnetic doors at courtroom entrances. Respondents must demonstrate a minimum of five years of design and engineering experience with commercial structures, with at least three years of experience in Florida. The evaluation process allocates 100 points each for corporate experience, staff qualifications, and design elements, plus 100 points for cost, with the lowest bidder receiving maximum cost points. The contract will commence on April 10, 2026, with an initial one-year term and potential renewals for up to three additional years based on satisfactory performance. Funding is subject to legislative appropriation under chapter 2024-231, Laws of Florida, section 7, line 3302. Contractors must maintain comprehensive insurance coverage, including commercial general liability, professional liability, builder's risk, and workers' compensation insurance, along with a performance bond equal to the total contract amount.
