About this file
This Addendum No. 2 is a non-material change issued by the Eugene Water & Electric Board (EWEB) on October 6, 2026, for ITB 26-142-PW—Hayden Bridge Lower Pond Improvements in Springfield, Oregon. The addendum clarifies specifications for materials and equipment required for the approximately $1.7 million project, which includes installation of 470 feet of 24-inch C900 pipe, 1,090 feet of 3-inch HDPE water line, new manholes, fire hydrants, overflow structures, access roads, and pond maintenance work. Key clarifications include confirmation that C900 pipe with DR Rating 18 and mechanical joint (MJ) restraints are required; yard hydrants connected only to the 3-inch NPW line shall be 2-inch Kuperfle main guard #77 hydrants; ductile iron pipe is specified at the pump sump; and the contractor is responsible only for furnishing, installing, and constructing the Pressure Reducing Valve vault structure, not the valve itself. The mandatory pre-bid meeting was held on September 24, 2026, at 12:30 PM PT, with bids due October 13, 2026, at 2:00 PM PT through OregonBuys. The project requires substantial completion by April 19, 2027, and final completion by April 29, 2027.
The addendum serves as clarification to the original solicitation and constitutes a non-material change requiring no signature or return by bidders. Liquidated damages are assessed at $400 per calendar day for schedule overruns. Contractors must be registered with the Oregon Construction Contractors Board and meet minimum qualifications including successful completion of at least three pressure pipeline projects of 12 inches or larger in diameter within the past five years, with at least one 24-inch diameter project. The construction superintendent must be currently employed, have superintended at least three comparable pressure pipeline projects and two excavation projects with minimum 2,000 cubic yards, and maintain full-time on-site presence. Bid security, performance bonds, and payment bonds are required at specified percentages, and bids remain binding for 90 calendar days from opening. All work must comply with prevailing wage requirements and the 2022 Oregon Structural Specialty Code.

Addendum - Nonmaterial Change Rev 4-21-20
October 6, 2026
ADDENDUM # 2
Hayden Bridge Lower Pond Improvements
ITB 26-142-PW
This addendum provides clarification to the solicitation document(s) for work only to the extent indicated herein.
Questions and Answers:
1. On question #9 of addendum #1. I did not see a response for the DR rating of the pipe and from the response it appears you do not want MJ restraints (megalugs) only bell restraint gaskets. That seems odd to not have MJ restraints. Is that what you are requiring and what DR rating do you require for the pipe?
A. C900 pipe DR Rating 18 and yes, MJ Restraints.
2. I am not familiar with the hydrants that are on the upper pond. Are these the Mainguard Hydrants specified in spec section 02606,2.02, A and are the hydrants on both the 3” NPW and the
W8DI?
A. The yard hydrants are only connected to the 3”NPW and shall be 2-inch Kuperfle main guard #77.
3. Question 12 from addendum #1- Is the pipe at the pump sump supposed to be ductile iron?
A. Yes, sump pump is DI pipe.
4. Question #16 if the contractor is supposed to furnish and install the Pressure Reducing Valve do you have a Cla Val size and part number so we can get the correct material?
A. The contractor is only supplying/installing and constructing the PRV vault.
CLOSING DATE AND TIME
The closing date and time will remain unchanged.
This addendum constitutes a NON-MATERIAL CHANGE to the bid and does not need to be signed or returned.
