About this file
Addendum No. 1 to Invitation to Bid 26-142-PW modifies the bidding documents for the Hayden Bridge Lower Pond Improvements project administered by Eugene Water & Electric Board (EWEB) in Oregon. The project encompasses extensive improvements to the lower pond area, including installation of pressure pipelines (24-inch and 8-inch C900 pipe, 6-inch and 8-inch ductile iron pipe, and 3-inch NPW), construction of overflow structures, manhole installation, valve replacements, hydrant installation for pond cleaning operations, sludge removal, access road upgrades, site fencing, and associated erosion and sediment control measures. The addendum clarifies specifications and resolves discrepancies identified in the original bidding documents through a series of 17 questions and answers, including confirmation that the project requires one 24-inch butterfly valve (not two), DR18 rating for 24-inch C900 drain pipe, gasket-only restraints for mechanical joint fittings, C900 material for 8-inch drain line, and that the 285-foot drain line measurement was mislabeled on plans. The addendum also replaces the Certificate for Payment form, revises minimum contractor qualifications, incorporates 2018 project photographs, and modifies specifications for continuity of operations, inspections, and erosion control planning.
The project carries a cost estimate of $1.7 million. Minimum contractor qualifications require the General Contractor to have successfully completed at least three pressure pipeline projects measuring 12 inches or larger in diameter during the past five years, with at least one project involving 24-inch diameter pipe, or similar projects that included ductile iron pipe and PVC pressure piping installation. EWEB is not supplying ductile iron pipe at the overflow structure or pump sump location; contractors must furnish this material. The addendum constitutes a material change to the bid documents, and bidders must acknowledge receipt by signature and return of the addendum with their response or by circling the addendum number on the bid form. The closing date and time for bid submission remain unchanged from the original invitation to bid.

ADDENDUM #1
Hayden Bridge Lower Pond Improvements
ITB 26-142-PW
This addendum modifies the bidding document(s) for work only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original bidding document and shall become part of the work required.
Questions and Answers:
1. What is the cost estimate for this project? The cost estimate is $1.7M
2. The minimum qualifications currently require the General Contractor to have experience with three (3) pressure pipelines projects measuring no less than 24in in diameter. Please confirm if EWEB would consider reducing the minimum diameter to 12in in diameter. EWEB will accept the following experience for the General Contractor:
Three (3) projects 12” and larger pressure pipe with at least one (1) of those projects 24” inch diameter pipe.
3. The Bid Form and specifications describe installation of a 24-inch tee with (1) 24-inch butterfly valve, but the signed Drawing C1 appears to call out (2) 24-inch MJ butterfly valves at the tee connection. Could you please confirm the required quantity of 24-inch butterfly valves for Bid Item 3 and, if two valves are required, whether an addendum will be issued to clarify the bid documents? The bid form is correct.
4. The 24” C900 drain pipe spec, 02600, 2.03, C, 1 calls for a class 200 pipe. DR18 is a pressure class 235 however DR14 used to be a class 200 and is now a class 305. What DR rating are you looking for DR18 or DR14 for the 24” drain? DR18
5. The restraint called out in the mechanical joint spec (02600, 2.03, D, 3) calls for a restraint similar to Tru Dual from EBAA or 612 from Romac where the restraint portion of the MJ accy is separate from the gland/gasket at the fitting.
For a drain line this seemed like an unusual restraint. Is this what you were looking for? Only the gasket restraint on the inside of the pipe for these, typ all.
6. The 24” tee on the drain line calls out for 2 each 24” butterfly valves on the plan view but only shows 1 each 24” butterfly valve on Detail A sheet D-38339-C1. Is there another 24” butterfly valve to be installed elsewhere or is the note on the plan view wrong? There is (1) 24-inch BFV on the project.
7. The run of 24” drain from the new 60” manhole to the manhole that is recorded is called out at 285’. It scales to about 263’. Is the scale on the plans wrong or is it mislabeled? It is mislabeled.
8. Is the 8” drain line shown on detail A sheet D-38339-C1 supposed to be C900 or ductile iron? If it is ductile iron is EWEB supplying it? C900
9. The only specification for C900 is for larger pipe 14-48”in spec section 02600, 2.03. Do you want the 8” C900 the same as the 24” C900 as far as DR rating, bell restraints and MJ restraints? Only the gasket restraint on the inside of the pipe for these.
10. Plan sheet D-38339-C3 has 6 hydrants called out off of the 3” NPW. The W8DI has Freeze proof hydrants called out. Are these supposed to be the same thing? The bid schedule calls out fire hydrants but a fire hydrant won’t (or shouldn’t) come off of a 3” line. Do you want fire hydrants off of the 8” line and freeze proof yard hydrants off of the 3” line. If so what bid item are the yard hydrants paid for under? These are to be the same as what is used at the upper pond. Hydrants are used for pond cleaning.
11. Are you supplying the 8” and 16” ductile iron pipe at the overflow structure? EWEB is not supplying the pipe
12. Is all of the 6” and 8” pipe at the pump sump supposed to be ductile iron? If it is ductile iron is EWEB furnishing that pipe? EWEB is not supplying the pipe
13. What is the DR rating of the hdpe pipe? DR11
14. Is there a connection to existing at the PRV? I don’t see any existing pipe size or direction for the contractor to connect. No, there is not. The PRV will be new “install”
15. What bid item pays for the PRV? Item 7
16. Is EWEB furnishing and installing the PRV after the contractor lays pipe through the vault? No. The PRV and vault are to be constructed and installed. See detail WC 211
17. There appears to be a fitting or something on the outside of the Pond Sump Manhole, detail F sheet D-38339-C5.
What is that fitting? Hose bib

PROCEDURE FOR PROCESSING
At least 15 working days before the date established for each progress payment, the Contractor shall submit to the EWEB Contract Administrator an itemized Certificate for Payment for operations completed in accordance with the Schedule of Work. Such certificate shall be notarized and supported by such data substantiating the Contractor's right to payment as EWEB may require, such as copies of requisitions from Subcontractors and material suppliers, and reflecting retainage. Certificate shall include requests for payment on account of changes in the Work which have been properly authorized by Change Orders. Certificate shall not include requests for payment of amounts the Contractor does not intend to pay to a Subcontractor or material supplier because of a dispute or other reason.
The Contractor warrants that title to all Work covered by a Certificate for Payment will pass to EWEB no later than the time of payment.
The Contractor further warrants that upon submittal of a Certificate for Payment all work, to the best of the Contractor's knowledge, be free and clear of liens, claims, security interests or encumbrances in favor of the Contractor, Subcontractors, material suppliers, or other persons or entities making a claim by reason of having provided labor, materials and equipment relating to the Work.
The issuance of the Certificate for Payment will constitute a representation by the Contract Administrator that, based on observations at the site and the data comprising the payment, the Work has progressed to the point indicated and that, to the best of the Contract Administrator's knowledge, information and belief, quality of the work is in accordance with Contract Documents. The foregoing representations are subject to an evaluation of the Work for conformance with the Contract Documents upon Substantial Completion, to results of subsequent tests and inspections, to minor deviations from the Contract Documents correctable prior to completion and to specific qualifications expressed by the Contract Administrator. The issuance of a Certificate for Payment will further constitute a representation that the Contractor is entitled to payment in the amount certified.

(A), (B), (C) These columns should be completed by identifying the various portions of the project and their scheduled value consistent with the schedule submitted to the Contract Administrator at the commencement of the project or as subsequently adjusted. The breakdown may be by sections of the Work or by Subcontractors and should remain consistent throughout the project. Multiple pages should be used when required.
Column C should be subtotaled at the bottom when more than one page is used and totaled on the last page. Initially, this total should equal the original Contract Sum. The total of column C may be adjusted by Change Orders during the project.
(D) Enter in this column the amount of completed Work covered by the previous application. This is the sum of columns D and E from the previous application. Values from column F (Materials Presently Stored) from prior payments should not be entered in this column.
(E) The value of Work completed until the time of this application, including the value of materials incorporated in the project which were listed on the previous Certificate for Payment under Material Presently Stored (column F).
(F) The value of Material Presently Stored for which payment is sought. The total of the column must be recalculated at the end of pay period. This value covers both materials newly stored for which payment is sought and materials previously stored which are not yet incorporated into the project. Mere payment by EWEB for stored materials does not result in a deduction from this column. Only as materials are incorporated into the project is their value deducted from this column and incorporated into column E (Work Completed
- This Period).
(G) The total of columns D, E, and F. Calculate the percentage completed by dividing column G by column C.
(H) The difference between column C (Scheduled Value) and column G (Total Completed and Stored to Date).
(I) This column is normally used only for contracts where variable retainage is permitted on a line-item basis. It need not be completed on projects where a constant retainage is withheld from the overall contract amount.
