About this file

This document is an addendum to a Request for Proposal (RFP) issued by the Florida Department of Transportation (FDOT), District Four for District Wide Mitigation, Wildlife and Environmental Support Services. The addendum provides answers to questions from prospective bidders and includes a revised Exhibit C-2 Price Proposal Form. The RFP seeks proposals for services related to gopher tortoise, wetland restoration, and other environmental support services across FDOT District Four, which encompasses several counties in Florida, including Broward and Palm Beach. The RFP has a proposal due date of 3-21-2023.

The addendum clarifies the definition of "core team" for gopher tortoise services, provides instructions for completing the Price Proposal Spreadsheet, and addresses questions about the equipment and material expenses sections of the price proposal. It also confirms that there will be no revised plant list forthcoming and provides limited information about potential upcoming projects that may fall under this contract.

RFP TITLE: District Wide Mitigation Wildlife and Environmental Support Services for Florida Department of Transportation, District Four

OPENING DATE: 3-21-2023

Notice is hereby given of the following answers to questions and Revised Exhibit C-2 Price Proposal Form regarding the above-referenced RFP:

# Questions Answers

1. Please define “core team” as used in the Scope of Services for gopher tortoise services.

Core team should be the licensed gopher tortoise agents, including backhoe operator.

2. Price Proposal Spreadsheet - The acknowledgement section on the Summary Sheet is locked for editing. Please confirm the FDOT does not expect this section to be completed on the excel version to be submitted.

Exhibit C-3 MFMP Transaction Fee document is provided for acknowledgement purposes.

3. Price Proposal Spreadsheet - The instructions are very clear that no modifications are to be made to the Price Proposal document. However, the Summary Sheet page layout is not properly formatted for conversion to pdf and the acknowledgement box does not appear for completion and signature. Will the FDOT be re-issuing Exhibit C-2 or are the proposers allowed to make page formatting changes to allow for pdf conversion and signature?

Bidders do not need to add any information in the Summary Tab. The prices will auto populate.

Also, Exhibit C-3 MFMP Transaction Fee document is provided for acknowledgement purposes.

4. Price Proposal, Tab 2, Equipment Expenses – There are two pay items numbered 2-7; the first 2- 7 pay item (backhoe for GT excavation) has no unit description, estimated # of units, or formula for cost calculation. Will a revised price proposal spreadsheet be issued?

Unit description is by DAY, estimated # of units is 30. A revised Exhibit C-2 Price Proposal Form is attached.
