About this file

The document is the Price Proposal Instructions for a Request for Proposal (RFP) issued by the Florida Department of Transportation (FDOT) for District Wide Mitigation, Wildlife and Environmental Support Services. The RFP seeks competitive sealed bids, proposals, or replies for these services within FDOT District Four. The RFP includes estimated quantities and unit types for Direct Labor Classifications, Equipment Expenses, and Material Expenses, with instructions for proposers to enter unit rates. Proposers must submit their completed Price Proposal Form in Excel format as part of their bid submission. The contract term is not specified, but the pricing provided will apply to the initial term and any renewal periods.

The Price Proposal Instructions outline specific requirements, including that all costs must be included in the unit rates, there will be no separate payments for travel or per diem within District Four, and overtime is not billable. Proposers must bid on all items in the Price Proposal Form and cannot modify or replace the Department's form. The Instructions also note that a signed copy of the MFMP Transaction Fee Form must be submitted with the Price Proposal.

EXHIBIT C - 1

PRICE PROPOSAL INSTRUCTIONS

The proposal price(s) will apply to the initial term and any renewal periods.

The proposal price(s) provided must be stated specifically in dollars and cents. If a “0” (zero) is entered, then that is the fee that the proposer will receive if awarded this contract. If a space is left blank, or a space is marked N/A, or the Department’s Exhibit “C”, Price Proposal Form is not utilized by the Proposer, the proposal may be considered non-responsive.

The quantities are estimated for bidding purposes only and are not necessarily a representation of the actual quantities that will be authorized under this Agreement.

Do Not Re-Create, Modify or Replace the Department’s Exhibit “C” Price Proposal Form with your own version.

Do Not Change the Department’s Estimated Quantity.

Do Not Change the Unit Type.

The Proposer MUST bid on ALL items in all sections.

A Price Proposal Form (in Excel format) is attached separately to this RFP Advertisement in the Vendor Information Portal.

Download the Price Proposal Form, and electronically enter a Unit Rate for all each item.

Save the completed Price Proposal Form (in Excel Format) and submit the Excel file with your Bid submission.

INCLUDE A SIGNED COPY OF THE EXHIBIT C-3 MFMP TRANSACTION FEE FORM

AND SUBMIT WITH THE PRICE PROPOSAL.

Instructions: Enter your bid price in the column titled, “Rate per Unit” for each item listed in this section. The column titled, "Proposed Cost (Rate per Unit X Est. No. of Units)," contains a formula that will round the value entered into "Rate per Unit" to the nearest cent (two decimal places), then multiply it by the "Estimated Number of Units" (e.g. =(ROUND(F7,2)) *E7). This will prevent miscalculations due to fractions of a cent.

1. Direct Labor Classifications:

a. Hourly Rates (Rate per Unit) must include all associated costs, including but not limited to overhead, fringe benefits, and operating margin. All costs associated with Quality Assurance, Quality Control, Accounting, and Financial Management are not billable as separate items. Overtime is not billable.
