The evaluation process assesses submissions across seven criteria totaling 102 points, including firm information (15 points), overall experience (30 points), staff qualifications (40 points), schedule and budget ability (10 points), and references. While no specific minority, small, or women-owned business enterprise percentage goals are mandated, MBE/SBE/WBE certification will be considered in the evaluation and provides 5 points. Selected firms must maintain appropriate insurance coverage with an A.M. Best rating of at least "A" and comply with federal procurement standards, potentially including American Rescue Plan Act provisions. The City reserves the right to obtain proposals from other contractors and will use individual Task Orders to specify scope, compensation, and resource allocation for each project assignment.

DATE: September 8, 2025 TO: All Interested Consultants and Other Interested Parties FROM: Hosea Goodwyn, Senior Buyer
The City makes the following changes, additions, deletions, information, and/or clarifications, and now considers the addendum a part of the Request for Qualifications (RFQ) document. The Consultant must include a signed copy of this document in their submittal. If the Consultant has already uploaded their submittal to OpenGov, the Consultant should revise their electronic submittal to include this addendum. In any case, the submission of the statement of qualifications is an acknowledgment of receipt of the addendum. The City will construe all statement of qualifications received as though the Consultant has received and acknowledged the addendum.
Below is the City’s reply to RFIs (Request for Information – a/k/a bid inquiries or questions) submitted by interested parties by the posted deadline to submit RFIs.
Q1. To submit, are you required to do all of the areas, 1-5 (on pages 24 and 25), or can you submit for only 1 discipline?
A1. Firms are not required to provide services in every listed area.
Q2. Is it the City’s intent to select firms to provide services in all the listed categories, or will the City select firms that would like to specialize in one or a few (but less than all) categories (e.g.
can a firm submit on Site/Civil and Utility Systems and Infrastructure and not Transportation)?
A2. See A1.
Q3. Could the City please clarify the scope of services for Utility Systems and Infrastructure?
Does this include only “outside the fence” services of collection and distribution systems, or does it also include “inside the fence” services at the City’s water and wastewater treatment plants?
