DATE: September 16, 2025 TO: All Interested Consultants and Other Interested Parties FROM: Hosea Goodwyn, Senior Buyer
The City makes the following changes, additions, deletions, information, and/or clarifications, and now considers the addendum a part of the Request for Qualifications (RFQ) document. The Consultant must include a signed copy of this document in their submittal. If the Consultant has already uploaded their submittal to OpenGov, the Consultant should revise their electronic submittal to include this addendum. In any case, the submission of the statement of qualifications is an acknowledgment of receipt of the addendum. The City will construe all statement of qualifications received as though the Consultant has received and acknowledged the addendum.
Below is the City’s reply to RFIs (Request for Information – a/k/a bid inquiries or questions) submitted by interested parties by the posted deadline to submit RFIs.
Q1. Tab 1 - Introduction (maximum 1 page) - Maximum 1 point" initially specifies the section as being 1 page allotted. In the requirements for that tab, it allows for a cover letter no longer than two (2) pages, along with a table of contents (not included in page count), and city-provided forms. Can you please clarify the amount of pages allowed for this section, and the cover letter itself?
A1. Tab 1 – Introduction (maximum 2 pages) – Maximum 1 point
Q2. Under 1 FORMS AND ATTACHMENTS, the Federal Procurement Standards (2CFR 200.317- 200.326) and Appendix to CFR Part 200 (both on page 3). Are there forms that need to be filled out or a letter written to confirm that we comply?
A2. No.
Q3. Under 6.2.4 Licenses, Registration and Certificated. When submitting for Survey and Utility Infrastructure do we need to contact the City of Leesburg for city licenses, registrations and certificates? We have all of our state licenses. Is that sufficient?
A3. You are not required to contact the City in reference to Section 6.2.4.
Q4. Could the City please clarify if there is or not a Tab 8 and Tab 9? Page 32 does not show them under Criteria.
A4. This is an error. Tab 8 and Tab 9 does not exist.
Q5. Section 2.7 of the RFQ indicates that proposers should include any exceptions to the terms and conditions and respective reasonings within our proposal. However, section 3.15 states that exceptions to the terms and conditions will not be accepted. May the City confirm that

A5. Section 2.7 pertains to the Solicitation. Section 3.15 pertains to the contract.
Q6. May the City confirm that the terms and conditions of an eventual contract, in addition to the standard hourly rates, will be subject to negotiation by the City with the top-ranked proposer(s)?
A6. Please see Section 6.1.1.
Q7. Section 6.5.3 of the RFQ indicate that proposers should not submit confidential information or proprietary information. However, we note the City requests litigation disclosures from proposers. Most of the pending litigation within our firm does not involve public entities, and is, therefore, not public record. May the City confirm that proposers may submit their litigation disclosures in redacted and unredacted forms?
A7. The City will redact any confidential information prior to disclosing submittal information to the public.
Q8. Tab 6 requires Certification as or partnership with an MB/SBE/WBE Business Enterprise.
Does the City have an MB/SBE/WBE business enterprise percentage goal for this RFQ?
A8. The City does not have an MBE/SBE/WBE business enterprise percentage goal for this RFQ.
