About this file
This document is an Addendum No. 1 to a Request for Qualifications (RFQ 2502503) issued by the City of Leesburg for Professional Engineering Consulting Services. The addendum provides clarifications and responses to questions from potential consultants regarding the RFQ. The city is seeking engineering consulting firms to provide services across multiple disciplines, with firms not required to submit qualifications for all listed areas. The disciplines appear to include Site/Civil, Utility Systems and Infrastructure, and Transportation, among others.
The addendum specifically clarifies that firms can submit qualifications for one or multiple disciplines, and that for Utility Systems and Infrastructure, the services are limited to "outside the fence" collection and distribution systems. Consultants are instructed to include a signed copy of this addendum with their submittal, either by including it in their original submission or by revising their electronic submission on OpenGov. The document includes an acknowledgment section for firms to complete, indicating their receipt and understanding of the addendum's contents.

Text version
DATE: September 8, 2025 TO: All Interested Consultants and Other Interested Parties FROM: Hosea Goodwyn, Senior Buyer
The City makes the following changes, additions, deletions, information, and/or clarifications, and now considers the addendum a part of the Request for Qualifications (RFQ) document. The Consultant must include a signed copy of this document in their submittal. If the Consultant has already uploaded their submittal to OpenGov, the Consultant should revise their electronic submittal to include this addendum. In any case, the submission of the statement of qualifications is an acknowledgment of receipt of the addendum. The City will construe all statement of qualifications received as though the Consultant has received and acknowledged the addendum.
Below is the City’s reply to RFIs (Request for Information – a/k/a bid inquiries or questions) submitted by interested parties by the posted deadline to submit RFIs.
Q1. To submit, are you required to do all of the areas, 1-5 (on pages 24 and 25), or can you submit for only 1 discipline?
A1. Firms are not required to provide services in every listed area.
Q2. Is it the City’s intent to select firms to provide services in all the listed categories, or will the City select firms that would like to specialize in one or a few (but less than all) categories (e.g.
can a firm submit on Site/Civil and Utility Systems and Infrastructure and not Transportation)?
A2. See A1.
Q3. Could the City please clarify the scope of services for Utility Systems and Infrastructure?
Does this include only “outside the fence” services of collection and distribution systems, or does it also include “inside the fence” services at the City’s water and wastewater treatment plants?
A3. Outside the fence services.
