About this file

This document is an Addendum No. 1 for RFQ 2502503 issued by the City of Leesburg for Professional Engineering Consulting Services. The addendum clarifies key aspects of the Request for Qualifications (RFQ), specifically addressing questions from potential consultants about submission requirements. The document confirms that firms are not required to provide services in every listed discipline and can submit qualifications for one or multiple specialized areas, such as Site/Civil, Utility Systems and Infrastructure, or Transportation.

The addendum specifically clarifies that the Utility Systems and Infrastructure scope is limited to "outside the fence" services, meaning collection and distribution systems external to the City's water and wastewater treatment plants. Consultants are instructed to include a signed copy of this addendum in their submittal, and if they have already uploaded documents to OpenGov, they should revise their electronic submission to incorporate this addendum. The document provides an acknowledgment section for consultants to complete, including space for company name, officer signature, and title.

Text version

DATE: September 8, 2025 TO: All Interested Consultants and Other Interested Parties FROM: Hosea Goodwyn, Senior Buyer

The City makes the following changes, additions, deletions, information, and/or clarifications, and now considers the addendum a part of the Request for Qualifications (RFQ) document. The Consultant must include a signed copy of this document in their submittal. If the Consultant has already uploaded their submittal to OpenGov, the Consultant should revise their electronic submittal to include this addendum. In any case, the submission of the statement of qualifications is an acknowledgment of receipt of the addendum. The City will construe all statement of qualifications received as though the Consultant has received and acknowledged the addendum.

Below is the City’s reply to RFIs (Request for Information – a/k/a bid inquiries or questions) submitted by interested parties by the posted deadline to submit RFIs.

Q1. To submit, are you required to do all of the areas, 1-5 (on pages 24 and 25), or can you submit for only 1 discipline?

A1. Firms are not required to provide services in every listed area.

Q2. Is it the City’s intent to select firms to provide services in all the listed categories, or will the City select firms that would like to specialize in one or a few (but less than all) categories (e.g.

can a firm submit on Site/Civil and Utility Systems and Infrastructure and not Transportation)?

A2. See A1.

Q3. Could the City please clarify the scope of services for Utility Systems and Infrastructure?

Does this include only “outside the fence” services of collection and distribution systems, or does it also include “inside the fence” services at the City’s water and wastewater treatment plants?

A3. Outside the fence services.
