About this file
This is Addendum No. 2 to ITB-25-PW-001, issued by the City of Umatilla, Florida on January 31, 2025, addressing clarifications and modifications to the Lake Ferns Road Industrial Park infrastructure improvement project. The addendum responds to eighteen bidder questions and provides critical project specifications, including confirmation that $4.8 million in grant funding is available, with reference bids from the prior year at $2.7 million. Key project modifications include eliminating the requirement for temporary fencing and specifying that bidders provide only fence removal and construction of new 6-foot chain-link fence with 3 strands of barbed wire per FDOT Type B specifications along the south and west property lines. The addendum clarifies that the existing fence along the east property line adjacent to a mobile home park shall remain, with all trees within 5 feet of the eastern property line to be preserved. Additional modifications address drainage infrastructure, including confirmation that splash pads will be added to all meter setting (MES) structures including the two 36-inch units, and that a line item for North American Vmax C-350 Permanent Turf and Earth Reinforcement Mat System has been added to the Schedule of Values. The gate specification was revised from a 28-foot double swing gate to a 20-foot cantilevered slide gate, and asphalt pavement specifications were clarified to allow SP-12.5 as a substitute for SP-9.5 with a maximum of 25 percent recycled asphalt pavement (RAP).
The addendum confirms that Lake Ferns Road must remain operational during construction with access maintained to the City's Wastewater Treatment Plant, with the contractor required to construct the road in halves or through other means acceptable to the city. Site access for bidder inspection was coordinated through Aaron Mercer or Vaughan Nilson. The project scope includes restoration of an existing swale on the north side of Lake Ferns Road through clearing, debris removal, and ditch reshaping rather than grading, with F-curb required on the north side and ribbon curb on the south side. Corrections to the original plans included clarification that existing corrugated plastic pipe (CPP), not 24-inch CCP pipe, is present on the site, and confirmation that all irrigation systems have been removed by the city. Section 301-A Subcontractor Listing form was added to the addendum for bidder use, and a splash pad detail was added to sheet C-800 dated January 24, 2025 (Addendum 1). All bidders are required to acknowledge receipt of this addendum by signature and submit it with their sealed bids due February 13, 2025.

ADDENDUM NO. 2
DATE: January 31, 2025
BID NO: ITB-25-PW-001
PROJECT: City of Umatilla, Lake Ferns Road Industrial Park
ALL PROSPECTIVE BIDDERS ARE HEREBY NOTIFIED OF THE
CHANGES OR ALTERATIONS IN THE ABOVE-REFERENCED
PROJECT
Questions from Bidders:
1. Can the city confirm the engineer’s estimate for TB-25-PW-001 Lake Ferns Road Industrial Park Project is $4,800,000.00 as stated during the pre-bid meeting?
Response: $4.8 Mil is the grant funding available for this project. We do not have an engineer’s estimate, however bids last year came in at $2.7mil.
2. Regarding the temporary fence for ITB-25-PW-001 Lake Ferns Road Industrial Park Project, which the city confirmed can be substituted in with permanent fence during the pre-bid meeting, where will it be installed & do you have details. As of now, I’m assuming FDOT Type ‘B’ Fence & it will be located at the limits of disturbance on Sheet C500. If the city wishes us to stick to using temporary fencing, what are the minimum requirements (height, railing OR tension wires, etc.)?
Response: no need for temporary fencing, please bid only fence removal and construction of new 6’ chain link fence with 3 strands barbed wire on top similar to existing fence. FDOT type B fence with 3 strand barb wire attachment.
3. In Section 00300: Bid Form, we are asked to provide with our bids Section 301-A:
Subcontractor Listing. However, the subcontractor listing form was NOT provided within the Specifications & Contract Documents. Do we A) need to be provided one, B) need to make our own, or C) not need to provide a list of subcontractors? If “B”, what information about the subcontractors are we supposed to provide?
Response: Section 301-A document added to this addendum for your use.
4. Regarding the maintenance of traffic for ITB-25-PW-001 Lake Ferns Road Industrial Park Project, I noticed we will be blocking access from Golden Gem Dr. into Umatilla Wastewater Treatment Facility. For employees or visitors to enter the facility, A) would they be able to take Crest Haven Rd. to reach the other end of Lake Ferns Rd., B) would we work on only one (1) lane of Lake Fern at a time, or C) would we only allow business traffic into Lake Fern as we work both lanes? I’m asking because the majority of Crest Haven Rd. & Lake Ferns Rd. are private roads that are gated off as private property & I do not know if the CITY or someone else owns that property Response: The only traffic along Lake Ferns Road is for City Employees to the Wastewater Plant site. Contractor to Construct Lake Ferns Road in halves or other means acceptable to the City to maintain access to the WWTP site. Lake Ferns Road ends just past the WWTP site and does not connect to Crest Haven Rd. (google maps is not correct)
5. Regarding the existing wire fence that lies right-on the east & west property lines, do they need to be removed?
Response: Fence along south and west property line to be removed. Fence along east property line to remain against mobile home park. All trees within 5 ft of the eastern property line against the mobile home park are to remain.
On sheet C-300, there is a note which points to a single sprinkler head which states, "exist. sprinklers & irrigation pipes to be removed during demo for Phillips Manufacturing Project". Would we have to remove any irrigation within the property line OR is it warning us that nearby irrigation will be removed during a separate project?
Response: Phillips Mfg. is a separate adjacent private project that is on hold. The City has removed all the spray field irrigation heads and pipes since the plans were finalized.
No irrigation to remove.
6. In response #2 you stated all MES will get a splash pad and that the plans would be updated to show each MES having a splash pad. I see on the plans now all have a splash pad except for the two 36" MES. Just wanted to verify when you say ALL that you mean for 36" MES as well if so, please update the line item for 36" MES to add splash pad.
Response: Added Splash pad to the westerly 36” MES in the large ditch, east side splash pad not needed.
7. In response #5 you stated there would be a line item added for the Geogrid. I do not see that on the new SOV.
Response: line item added for North American Vmax C-350 Permanent Turf and Earth Reinforcement Mat System.
8. It shows on the new set of plans a 16' double swing gate. On the SOV it still shows a 28' double swing gate. Will this get updated?
Response: Revised SOV to 20’ Cantilevered Slide Gate.
9. Regarding asphalt pavement, is 2" SP-12.5 an acceptable substitute for 2" SP-9.5? Also, what is the minimum allowable RAP %?
Response: Yes, SP12.5 is acceptable, and 25% RAP Max will be accepted.
10. What, if any, coordination is required with the city to drive onto the project site of Lake Ferns to view the existing decommissioned RIBS/Sprayfields and overall site conditions?
Response: Coordinate with Aaron Mercer or Vaughan Nilson for access. Lake Ferns Road is open, and the old RIBS site should be open.
11. Are the existing dirt roads within the Lake Ferns site stabilized with any particular material, or are they only dirt?
Response: Within Lake Ferns site (RIB site) is all just compacted dirt roads.
12. Can you confirm that the 'Demo Hatch Typical' gray area indicates the demolition of the existing dirt roads on and around the Lake Fern site, as well as the existing RIB/Sprayfield ponds?
Response: The hatched area within the RIBs site is over the existing dirt roads, really nothing to demo here, as they are just dirt roads.
13. Can you confirm that grading is not required in the swale on the north side of Lake Fern Road, as no elevations are provided?
Response: Swale is existing and overgrown, no grading is anticipated, just cleaning/clearing the ditch to restore to pre vegetation growth condition. Ditch has not been maintained in years and scope is to remove trees and reshape ditch and restabilize.
14. The plans show splash pads in the new ponds at the end of each mitered inlet section, but there are no callouts or details provided. Should we reference the flume splash pad detail, or is there another detail we should use?
Response: Detail for splash pad was added to sheet C-800 dated 1/24/2025 Addendum 1.
15. Can you confirm that F-curb is required only on the north side of Lake Fern Road and ribbon curb only on the south side?
Response: Confirm, road is pitched to drain to north into the F curb and to flumes into the ditch, south side of the road is ribbon curb.
16. It appears that both temporary and permanent chain-link fences are planned along the south side of Lake Fern Road. Can you confirm the precise areas where each type of fence will be installed? The extent of fencing is unclear.
Response: No need for temporary fencing, please bid only fence removal and construction of new 6’ chain link fence with 3 strands barbed wire on top similar to existing fence. FDOT type B fence with 3 strand barb wire attachment.
17. Can the city or engineer indicate at what stage of the project the temporary fence should be installed, removed, and then replaced with the permanent fence?
Response: Eliminate temporary fencing.
18. Can the city or engineer provide a detail for the chain-link fence?
Response: FDOT type B fence 6’ with 3 strand barb wire attachment.
19. Based on our research, 24” CCP pipe, as shown on page C-620, cannot be installed on pipes smaller than 30 inches in diameter. Given this limitation, it appears that the work cannot be completed as currently designed. Does the city have an alternative method they would prefer for this work?
Response: Pipe was mislabeled from survey, the existing pipe material is corrugated plastic pipe, CPP. Looks to be ADS or similar.
20. Will Lake Ferns Road need to remain operational during construction, or can it be fully closed? Our preference would be a full closure to expedite the work.
Response: See response to #4 above.
