About this file

This is Addendum No. 2 to an Agency Request for Quote (ARFQ DEP26-68) issued by the West Virginia Department of Environmental Protection (WVDEP) for the Shant Branch Portals project located in Nicholas County, West Virginia. The addendum publishes vendor questions and answers from the pre-bid conference held on February 12, 2026, and incorporates clarifications and modifications to the original solicitation. The project involves mine seal conveyance work, portal construction, erosion control measures, temporary stream crossings, and access road development. Key specifications clarified include stone types (non-calcareous crushed sandstone for wet mine seals, limestone or sandstone riprap for channels and check dams), use of 15-inch HDPE corrugated pipes for stream crossings, and confirmation that bat gate season restrictions do not apply. The project timeline permits timber cutting between November 15 and March 31, and temporary stream crossings must be removed upon completion. Vendors must acknowledge receipt of all addenda to avoid bid disqualification.

The Engineer's Estimate for the project is $182,065. The addendum requires contractors to add three entities as additional insured parties: H&M Limited Liability (Richmond, Virginia), Breckinridge Land LLC (Shepherdstown, West Virginia), and D C Chapman Ventures Inc (Summersville, West Virginia). The addendum clarifies that on-site material from ditch and portal excavation may be used for fill placement, and stone removed from temporary stream crossings and construction entrances may remain on site. No filter fabric or compacted clay is required in wet mine seals after bulkhead installation, and the access road does not require removal but must prevent access from the county route by reestablishing the WVDOH ditch line.
