3. We received several emails with written requests for clarification. The Answers to those Questions are stated below. However, several of those emails also included statements indicating that their emails include their assumptions or that they will be qualifying their bids. It should be noted that Colorado State bidding procedures require that the “Bid shall not be modified or conditioned in any manner.” (See Information for Bidders paragraph 1). Bids that contain such qualifying statements, may be considered non-responsive and may be rejected.
QUESTIONS & ANSWERS
4. Q: Substantial Completion date. Can you confirm the substantial completion date, or let us know if it needs revision? Section 01 10 00 lists it as due before "July 20, 2026" — that can't be right, since it's before the anticipated Start of Field Work (5/3/27). Every other schedule reference points to 2027, so we're bidding substantial completion as July 20, 2027.
A: The correct substantial completion date is July 20, 2027.
5. Q: Occupancy during active roof work. Will interior areas directly below active roof work be vacated for that work, or should we plan for them to stay occupied?
Section 07 01 50.19 §1.6.B provides for a notice/evacuation protocol for those areas, so we're assuming they're vacated while we're working overhead and we'll coordinate notice/timing with the Owner per that protocol.
A: The Owner will not have personnel occupying the facility during the re-roofing activities. However, see specifications section 01 70 00 paragraph 3.7.C which describes that the Owner’s furnishings and contents will remain in the facility during this project. If Owner needs personnel access to the facility during re-roofing activities, they will coordinate such access with the contractor.
6. Q: Wet insulation allowance scope. Should base bid and Add Alternate 1 also be covered by an allowance for moisture-saturated insulation? Section 01 21 00's $4,000 contingency allowance only covers Add Alternates 2 & 3. We're assuming base bid and Add Alt 1 carry no allowance, and anything moisture-saturated found there during tear-off will go through Change Order.
A: All insulation within the Base Bid and Add Alternate 1 scopes of work is to be completely removed and replaced with new, no change orders for removal of that insulation would be accepted. This is indicated by Keynote 1 on A1.20. The Allowance is only for the potential of replacement of damaged rigid insulation found within the areas of work described in Add Alternates 2 & 3.
7. Q: Bird netting. Drawings A4.00/A4.01 show existing bird netting near the arena roof ridge, and the Demolition RCP (A1.10, Key Note 4) calls for removing it as part of reroofing. Our bid includes removing and disposing of the netting — reinstallation isn't included.
A: Bird netting is currently located sporadically throughout the facility at the underside of some roof insulation installations. Where encountered, it shall be completely removed along with the insulation in those areas.
09/28/2026 Page 3 of 5
8. Q: Cricket at tower/entry canopy wall intersection. Can you provide a keyed cricket or valley flashing detail where the entry canopy roof meets the light tower wall, or confirm reconstruction "in kind" without a cricket is intended? Site photos show failed/deteriorated flashing at that inside corner (SW corner, Add Alt 3 area), and Drawings A8.01, A8.02, and A8.03 only cover the tower-to-arena tie-in and straight/linear roof-to-wall conditions — nothing addresses this specific corner.
A: Sheet A2.20 (keynotes 4 & 5) and the elevation drawing 1/A4.02 both indicate crickets to be installed at the tower/entry roof intersections. These conditions are located on a solid roof deck and a simple sheetmetal fabricated cricket assembly is all that is expected. See referenced details 8 & 9/A8.02.
9. Q: Please clarify if you want a two or three coat pvdf finish. We can get a 40-year finish warranty with the standard two coat finish.
A: Specification Section 13 34 19.01 paragraph 2.2.B.b indicates that a three-coat fluoropolymer / PVFD coating is the Basis of Design. Specification Section 13 34 19.01 paragraph 1.7.A.1 indicates that a 20-year finish warranty is required. However, if the submitted metal panel can demonstrate that a two-coat PVFD finish can provide the required 20-year finish warranty, then it will be acceptable.
10. We received several questions asking for general confirmation about the specified roofing panel specification and whether other panels would be considered. Our response to all of these follows the two questions indicated below:
Q: Standing seam panel replacement. Can you confirm Nucor CFR standing seam is acceptable to replace the existing panel? The existing main arena roof panel is Nucor R-Panel — an exposed-fastener, trapezoidal profile, not a standing-seam product — while Section 13 34 19.01 §2.2 names Nucor CFR Standing Seam as the basis of design. We're bidding replacement of the existing R-Panel system with new Nucor CFR standing seam.
Q: I see that the metal roof panels that are listed as BOD are both trapezoidal profiles. Would substitutions that meet all other specifications be considered if they are not trapezoidal, but rather are a standard straight leg in shape?
A: As was discussed during the pre-bid walk-through conference on September 10, 2026, we selected the Basis of Design panel products for qualities that we believe are appropriate for this project’s needs. We verbally indicated that we will accept other standing seam products. As we didn’t receive any specific vertical rib standing seam substitution requests, we are now providing some guidance for the panel qualities that must be met for all panel selections by the contractors:
It is the contractor’s responsibility as the delegated designer to select, properly design and submit a panel and attachment/clip assembly that can
09/28/2026 Page 4 of 5 span the existing purlin spacing and provide the structural performance indicated in the construction documents, as well as provide for the necessary insulation assembly performance criteria. The “Basis of Design” panel products listed in Section 13 34 19.01 paragraph 2.2 meet our intent for a concealed fastener mechanically seamed standing seam panel systems with a desired overall standing seam height of at least 2-1/2 inches above main flow of water within the pan of the panel, ribbed/striated panel pan profile, and 20-year factory finish warranty criteria. However, we have not evaluated the Basis of Design panels for structural compliance nor for specific attachment criteria, as these tasks are relegated to the delegated designer.
Vertical Rib Standing Seam panels with striations or intermediate ribs between standing seams are acceptable, as long as the standing seams are at least 2-1/2 inches above the waterflow plane. Vertical Rib Standing Seam panels with flat pans between standing seams are not acceptable. Batten type panel seams are not acceptable.
11. Q: We received requests to accept some specific metal panel products as “approved equals” to the basis of design as specified in section 13 34 19.01 paragraph 2.2.B. The following products were evaluated:
Trap-T as manufactured by McElroy: This standing-seam, trapezoidal profile metal panel product is acceptable if it can be demonstrated to meet the structural criteria identified in the construction documents during the delegated design review process. It was noted in the product literature that this panel is typically available in 24ga material and that 22ga/20ga options have minimum quantity limitations, so delegated designer is cautioned to verify its structural capabilities and availability.
238-T as manufactured by McElroy: The 238-T panel is NOT acceptable, it doesn’t meet the project’s standing seam height needs.
PAC T-250 as manufactured by PacClad: The PAC T-250 panel is NOT acceptable, it doesn’t meet the project’s standing seam height needs.
12. Q: We received several questions about the roof insulation intentions, ranging from the ability of the Basis of Design product to meet the stated maximum U-value, to the ability of the Basis of Design product to provide OSHA fall protection barrier. We also received a verbal request for clarification about some observed conduits that were attached to the roof beams, and/or purlins, and whether they would be required to be removed for the installation of the insulation systems.
Upon review of these questions, we provide the following new direction with respect to the roofing insulation:
A: It was our original intent to provide an over-the-purlin roof insulation system, to be able to increase the insulation of the roof to R-30 minimum, with an exposed vapor barrier facing which would provide relatively good resistance against bird damage. Since the selection of the proper insulation system also needs to meet the needs of the roof panel
09/28/2026 Page 5 of 5 attachment methods, we have decided to allow the selection of the roofing insulation to be entirely a delegated design, which must meet these following minimum requirements:
System Thermal Performance: = R-30 minimum
Exposed Vapor Barrier Facing Strength: WMP-50 by Lamtec Corp.
(or approved equal)
Thermal Blocking: Required
Furthermore, if the selected insulation system requires banding and/or facing attached to the bottom of the existing purlins, the contractor’s bid pricing shall include all costs associated with relocating electrical conduits as may be required to meet electrical code criteria for junction box access.
