About this file
This is an addendum to the invitation to bid issued by the City of Umatilla, Florida for the Lake Ferns Road Industrial Park infrastructure improvement project (ITB-25-PW-001). The addendum, dated January 24, 2025, provides clarifications and modifications to the original bid documents in response to fourteen questions submitted by prospective bidders. Key clarifications include corrections to Statement of Value (SOV) line item numbering, confirmation that all Management and Erosion Control Structures (MES) will receive splash pads, elimination of the engineer's field office requirement, and detailed specifications regarding geogrid placement in pond versus ditch sections. The addendum specifies that the geogrid material shall be North American VMAX C-350 permanent turf and earth reinforcement mat system for ditch sections only. Additional clarifications address fence replacement procedures, clearing and grubbing scope definitions, sod and seeding requirements, wastewater treatment plant driveway modifications, and material handling procedures for excavated Lake Fern Road material.
The addendum further clarifies that material removed from Lake Fern Road will not be acceptable as fill material for industrial lots but will be retained by the City of Umatilla for stockpiling within the WWTP site. Site elevation information is provided, indicating the east property line is at elevation 78 with approximately 1 percent slope toward ponds and pond tops at elevation 76.25. Tree debris removal from Lake Fern Road may be burned on site with proper City of Umatilla Fire approval and permitting, with bidders encouraged to include air curtain equipment in their proposals. Future driveway locations shown on the plans are to be rough graded only and are not included in this scope of work. The addendum requires all bidders to acknowledge receipt by signing and submitting the acknowledgment form with their bid submissions.

ADDENDUM NO. 1
DATE: January 24, 2025
BID NO: ITB-25-PW-001
PROJECT: City of Umatilla, Lake Ferns Road Industrial Park
ALL PROSPECTIVE BIDDERS ARE HEREBY NOTIFIED OF THE
CHANGES OR ALTERATIONS IN THE ABOVE-REFERENCED
PROJECT
Questions from Bidders:
1. On the SOV there is two-line items labeled as item number 37.
Response: Corrected numbering on SOV.
2. Could you please clarify if the 18" CD MES and the 30" CD MES in the wetlands area get a splash pad as well as the other MES's?
Response: Yes, all MES will get a splash pad. Added call out to each MES and detail, see revised plan.
3. Is an engineer's field office required?
Response: No.
4. On sheet C-620 the callout states that the Geogrid and sod should be placed on the swale bottom and sides but in the detail on Sheet C-800 it states to only place sod and geogrid on the sides and to seed/mulch the bottom. Could you please provide clarification.
Response: Pond section calls for sod on side slopes and seed and mulch on bottom.
The ditch section will require geogrid (or equal) and sod on sides and bottom.
5. Which specific type of Geogrid would you like for the ponds? Which line item would you like the geogrid to go under? Or would you be opposed to adding another line item for the Geogrid?
Response: Added geogrid line item for ditch section. Geogrid not needed in pond. Geogrid to be North American VMAX C-350 permanent turf and earth reinforcement mat system.
6. On sheet C-420 it has a callout to remove and replace fence. It also has a callout for proposed 6" chain link fence w/ barbed wire (match existing fence). Can you clarify if you would like completely new chain link fence or to reuse the existing one?
Response: The old fence will be difficult to salvage. Please bid removing the old fence and replace with new 6ft chain link with barbed wire to match existing fence.
7. Can you clarify what area is to be "Clear and Grub ROW", what is to be "Clear Ditch" and "Clear Site"?
Response: There are trees along the south right of way along the fence to be removed and trees in the ditch to be removed. We would like to save trees on south side of right of way, if possible, after right of way is staked, we will field review. Site portion is mostly clear, a few trees on east side of site to remove and clear outfall ditch where MES and splash pads to be installed.
8. On sheet C-400 it calls out for "Possible future driveway location" would you like for these sections to be included in the pricing, or will it be a possibility they aren't needed?
Response: Future driveways will be designed and installed as the individual lots are developed and not included in this scope of work. Just rough grading of those access points per sheet C500 grading plan.
9. The plans do not show the entrance to the wastewater plant on lake fern road and shows ribbon curb running across the front of it. will there need to be any modifications to the entrance to the wastewater plant?
Response: Added WWTP driveway location, the ribbon curb is pretty close to grade, added note to use material to be removed from Lake Fern Road to bring driveway up a few inches to match back of ribbon curb.
10. What areas will require sod? Will rolled sod be allowed? What areas will seed and much be allowed?
Response: Ditch along Lake Fern Rd is to be sodded up to back of curb of Lake Fern Road and a 4ft strip of sod on south side of lake fern rd from back of curb to fence, retention pond slopes to be sodded, any slope 5:1 or greater to be sodded. Pond bottom to be seed and mulch, all other disturbed areas to be seed and mulched.
11. Will the material removed from lake fern road be acceptable fill material for onsite?
Response: No, will not be acceptable material for fill on the industrial lots, However, the City of Umatilla would like to retain ownership of that material and stockpile within a designated area (to be determined by City) within the WWTP site.
12. The existing pond elevations are shown but the proposed 5-acre lot elevations are not provided. Can proposed lot elevations be provided to calculate the amount of import material needed?
Response: Contours Elevations are on the plans; the east property line is elevation 78 and the site will ball about 1% towards the ponds. Top of pond is 76.25. Driveways between ponds will be level with top of ponds. There is also a 77 contour about 75ft east of the top of ponds.
13. Will the tree debris removed from lake fern road be allowed to burn on site if contractor acquires a burn permit?
Response: Yes, contractor will need to work with City of Umatilla Fire to determine setbacks to residential property and obtain burn permit. If you plan to burn, please include air curtain in your bid to minimize smoke to residents.
14. The Plans show proposed grades for lake fern road but not existing. Is proposed and existing the same? if not can existing elevations be provided for material calculation purposes?
Response: Contours for Lake Ferns Road are shown in several locations on the plans.
Added labels for existing contour elevation to plan sheet C620. The Centerline grade proposed is very close to existing grade.
