About this file
This is an Addendum Q&A document for a Request for Proposals issued by Regional School District No. 4 in Connecticut for domestic hot water system replacement services at Valley Regional High School in Deep River. The project involves removing two oil-fired boilers installed in 1992 and four 38-gallon indirect water heaters installed in 2012, with installation of three 80-gallon commercial-grade oil-fired water heaters as replacements. A mandatory site visit and pre-bid walkthrough is scheduled for May 11, 2026, at 2:45 PM; vendor questions are accepted through May 18, 2026, at 4:00 PM EDT; sealed proposals are due May 27, 2026, at 2:00 PM; contract award is anticipated for on or about June 4, 2026; and project commencement is June 22, 2026, with completion required by July 31, 2026. The contract term runs from project commencement through July 31, 2026, with no renewal options specified.
Key clarifications provided in the Q&A address bid requirements, payment terms, and technical specifications. No bid bond is required; the project is tax-exempt but permit fees apply through the Deep River Building Department; no DAS prequalification certificate is required; no liquidated damages or preventative maintenance are associated with the contract; and a payment schedule will be negotiated with the awarded vendor based on the proposed schedule of work. Technical guidance clarifies that copper piping may be used from manifold setup onward to supply burners, and that all piping around valves and pumps is being replaced as outlined in drawing 1.1. For projects exceeding $100,000, prevailing wage rates established by the Connecticut Department of Labor apply, and the successful contractor must provide a performance and payment bond equal to 100 percent of the proposal amount along with required insurance certificates. The Board is exempt from Connecticut sales and use taxes, which should not be included in proposal pricing.

Yes. If needed, a tax exempt certificate can be provided upon award of the contract.
3. Is a DAS prequalification Certificate and bid statement required with the bid?
This is not required for this project.
4. What is the retainage?
A payment schedule will be negotiated with the vendor awarded the contract, based on the proposed schedule of work.
5. What are the daily liquidated damages?
There are no liquidated damages associated with this project.
6. Is this project CHRO?
There is no state or federal funding for this project so there is no CHRO required.
7. Are permit fees waived?
As we are a Regional District, permit fees are not waived. Permit fees are determined by the Deep River Building Department.
8. Will the vendor be required to provide preventative maintenance once the job is complete?
No, there is no preventative maintenance required as part of this project.
9. The plans mention to use 3/8 coated copper line for the oil line. They also mention to use black pipe for the oil line. Is it okay if we go with the 3/8 copper?
The existing piping is black pipe. Once modification to the black pipe are made to create a manifold setup for the water heaters, copper piping can be used from that point to supply the burners. Please note that this is clearly diagrammed on page 1.1, Section 4-1.1.
10. Is all the piping being changed local to the valves, pumps, etc in the upper part of boiler room, or do we leave the piping and just change valves/ pumps etc All the piping is being changed around the valves and pumps. Please note that this is clearly diagrammed on page 1.1, section 3-1.1.
11. On the legend there are a couple different types of valves labeled. Are they all being replaced?
Or is it just circulators, exp tank, and mixing valve being replaced.
All of the valves that are being replaced are outlined on drawing 1.1. In the legend there is a symbol labeled connect to existing. Anything within this symbol is to be replaced.
