About this file

This document is an Addendum to the Request for Proposals (RFP) #23-161-G for a Control House and Switchgear for the Danebo Substation project issued by the Eugene Water & Electric Board (EWEB) in Eugene, Oregon. The addendum clarifies that the awarded Contractor will be responsible for purchasing the 3 relays and equipment for the control house and switchgear. It also states that the timing of delivery, while relevant to the evaluation, is generally not a deal breaker unless the lead time is extreme. The closing date for the RFP remains October 4, 2023, at 2:00 pm PST, and this addendum is considered a material change that must be acknowledged by the bidders.

The overall contract opportunity is for EWEB to obtain a control house with integrated medium voltage switchgear for their Danebo substation in Eugene, Oregon. The contract will be awarded to a manufacturing company based on the proposals received. No additional details on pricing terms, set asides, incumbents, funding sources, or other salient information were provided in the addendum.

ADDENDUM # 8

Control House for Danebo Substation

RFP #23-161-G

This addendum modifies the RFP and/or bidding document(s) only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original RFP document and shall become part of the work required.

QUESTION & ANSWER

1. Who will purchase the products for the Danebo project – EWEB or the awarded Contractor?

Response – The awarded Contractor will purchase 3 relays and equipment for the control house and switchgear.

2. If Bidders proposes a later delivery time than desired date stated in the bid document, is this a reason to consider the bid non-responsive?

Response –The timing is relevant to one of the RFP questions and will affect Bidder’s score but is generally not a deal breaker unless the lead time is extreme, which will be determined by the evaluation team. Others have asked this same question so it should not hold Bidder back from submitting a bid. Obviously of course, sooner is far more desirable than later.

CLOSING DATE AND TIME

Closing Date remains October 4, 2023; 2:00 pm (PST)

This addendum constitutes a MATERIAL CHANGE to the bid. ITS RECEIPT BY THE BIDDER IS TO BE ACKNOWLEDGED BY A SIGNATURE AND RETURNING A COPY OF THE ADDENDUM WITH ITS RESPONSE OR BY
