About this file

This document is an addendum to a Request for Proposal (RFP) issued by the Eugene Water and Electric Board (EWEB) for a control house with integrated medium voltage switchgear for the Danebo substation in Eugene, Oregon. The addendum clarifies and modifies the requirements outlined in the original RFP, including discrepancies between the project specification exhibit and the reference schematic diagrams regarding the quantity, models, and part numbers of various components. The addendum states that Exhibit A supersedes the reference schematic diagrams, except for the panel meter model, which should be the SHARK250 as shown on the reference wiring/schematic diagram.

The addendum also provides responses to questions raised by bidders, addressing issues such as the quantities of current transformers, voltage transformers, protection relays, and heaters. The closing date for the RFP has been extended to September 5, 2023, at 2:00 pm (PST). This addendum is considered a material change to the bid, and bidders are required to acknowledge receipt and agree to be bound by the conditions therein.

ADDENDUM # 5

Control House for Danebo Substation

RFP #23-161-G

This addendum modifies the RFP and/or bidding document(s) only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original RFP document and shall become part of the work required.

QUESTION & ANSWER

1. We note some discrepancies in the requirements between Exhibit A of the project specification and the reference schematic diagrams in regard to quantity, the models, and the part numbers. (Detailed list below.) Should we assume that Exhibit A supersedes the reference schematic diagrams?

Response:

In general, Exhibit A is correct except for the panel meter – the SHARK250 model is the desired product which is shown on the reference wiring/schematic diagram. Reference drawing EC3-5.1015 is meant to represent the devices listed in Exhibit A. The reference schematic and wiring diagrams are meant to assist with wiring design and may not be representative of the full parts list of each cubicle.

• C.T'S quantity is proposed per Exhibit A, while schemes are showing fewer quantity.

Exhibit A has the desired quantities. Schemes only show CT wiring for specific devices per print description (panel meter vs. relay, vs. differential)

• Per Exhibit A, VT is shown in the auxiliary cell (UNIT-A), not in the main cell (UNIT-B) per Dwg. EC3-

5.1017 & layout.

o We should include the bud PT’S in the auxiliary cell (UNIT-A)

Bus PT belongs in the Aux cell per Exhibit A.

• Only bus PT is proposed per Dwg. EC3-5.1017 & Exhibit A . However, line PT for SEL-751 synchro-check functionality is shown in Dwg. EC3-5.052

No line PT’s to be installed at this time. EC3-5.052 shows it as an option, not as required.

• PER 3.1.13, IR window 4" is not provided for auxiliary cell.

Include IR window on the rear door per 3.1.13.

• Per Exhibit A, one heater is required. However, two heaters should be proposed for each BKR’s cell, one in the front & other in the back of the cell.

This is acceptable.

• Cabinet light & light switch are not required per the spec, and not proposed in the BOM.

This is correct.

• Part numbers for protection relays models SEL & ABB in Exhibit A are different than the schemes.

o Only SEL 751 is included per Exhibit A. SEL-351 is not considered (from our perspective), as shown in Dwg.EC3-5.0543.

The SEL-351 is shown under the “legacy” heading of EC3-5.0543 and is not required for this project. Only reference the section under “New Construction Schematic (SEL-751 Main and Feeder Relays)”.

o Exhibit A & layout are showing (2) SEL-387; however, Dwg. ED3-5.1005 is showing only (1)

SEL-387.

Two SEL-387 required per Exhibit A and Layout. Both relays will be wiring identical to what is shown on ED3-5.1005 and EC3-5.1005. The only exception is that they are wired to a single 86 lockout relay.

o SEL-387 PN: 0387003X53XX4XX is no longer available. Alternative PN: 0387503X53XX4XX is proposed by SEL.

This is acceptable.

o Shark 250 has many part numbers per ED3-7.0135; without analog card, with one analog card, with two analog cards .

Two analog cards are required on the main cell Unit B, a single analog card will be required in all other cubicles where a panel meter is listed.

o ABB test switches type FT-1 are included in our proposal per Exhibit A,; however, it states that test switches are shown in the schemes.

ABB test switches are the desired product per Exhibit A.

o The proposal is including L.V fuses for the PT, CONTROL & signalling circuits per 3.6.2.4, not circuit breakers per the schemes.

This acceptable if there is a means to isolate/disable DC power to individual breaker relay power, close circuit, and trip circuits separately. For example, disabling the close circuit should not require the relay to be powered down or the trip circuit to be disabled. Schemes show the three circuits daisy chained and separated by fuses.
