About this file

This is Addendum No. 8 to Invitation for Bid 26-011-LK issued by the City of Leesburg, Florida for the Leesburg Gas Department Building Improvement Project. The addendum addresses four critical Request for Information submissions received from interested bidders and provides formal clarifications on key project requirements. The addendum was issued on April 10, 2026, by Buyer Lissandra Kmoch from the City's Procurement Division. Bidders must acknowledge receipt of this addendum on their Proposal Bid Forms; submission of a bid constitutes acknowledgment of receipt. The addendum clarifications pertain to asbestos survey costs, contingency calculations, unsuitable soils and undercut procedures, and dewatering requirements—all critical bid items that require explicit contractor inclusion or handling through change orders.

Regarding pricing and project conditions, the addendum establishes that bidders shall include the cost of performing the asbestos survey in their base proposals, with any unforeseen asbestos-related conditions addressed through change order processes. The 10% contingency for unknown conditions must be applied to the total project cost, with no access to contingency funds without prior written City authorization. For unsuitable soils and undercut issues identified in the geotechnical report, the City may issue a change order in accordance with solicitation documents rather than requiring a defined allowance. Dewatering requirements, given potential perched groundwater conditions that cannot be fully determined prior to construction, shall be addressed by bidders' inclusion of geotechnical considerations as referenced in Amendment No. 2 and its attachments. This approach preserves the City's flexibility to manage unforeseen subsurface and environmental conditions while placing responsibility on contractors to account for geotechnical variables in their proposals.

DATE: April 10, 2026 TO: All Interested Bidders and Other Interested Parties FROM: Lissandra Kmoch, Buyer - Procurement

The City makes the following changes, additions, deletions, information, and/or clarifications and now considers the addendum a part of the IFB Document. Bidders must acknowledge receipt of this addendum by indicating receipt in the space provided on the Proposal Bid Form.

If the bidder has already submitted the Proposal Bid Form to the City’s Procurement Division, the Bidder should revise their electronic submission to include this addendum. In any case, the submission of a bid is an acknowledgment of receipt of the addendum. The City will construe all bids received as though the Bidder has received and acknowledged the addendum.

Below is the City’s reply to RFIs (Request for Information – a/k/a bid inquiries or questions) submitted by interested parties by the posted deadline to submit RFIs.

Q1. Addendum #4 – Q17 (Asbestos Survey) The response indicates that an asbestos survey is not currently available and instructs contractors to carry an allowance for both the survey and potential remediation. Given the wide cost variability associated with asbestos conditions, we recommend the Owner provide a defined allowance value to be carried by all bidders to ensure consistency.

A1. As indicated in Addendum No. 4, the asbestos survey is not currently available. Bidders shall include the cost of performing the asbestos survey in their proposals. Any unforeseen asbestos-related conditions identified during the course of the work will be addressed through a change order in accordance with the solicitation requirements.

Q2. Addendum #4 – Q40 (Contingency for Unknow Conditions) The response directs contractors to include a 10% contingency; however, it is unclear what this percentage should be applied to (i.e., total cost vs. specific scopes such as sitework). To maintain a level bidding environment, we recommend either clarifying the basis for the 10% or providing a fixed allowance value for all bidders to carry.

A2. The 10% contingency shall be applied to the total project cost. Contractor shall not access, obligate, or expend any contingency funds without the City’s prior written authorization.

Q3. Unsuitable Soils / Undercut The geotechnical report identifies localized very loose soils and recommends additional exploration; however, no quantity or limits for undercut or soil stabilization are defined.

Please confirm if bidders are to include an allowance for undercut and replacement, or if this will be handled as a change order. If an allowance is required, we recommend providing a uniform quantity or value for all bidders.

A3. The city may issue a change order in accordance with the solicitation documents.

Q4. Dewatering Requirements The geotechnical report notes potential perched groundwater conditions and indicates dewatering may be required depending on field conditions. Please confirm if bidders are to include dewatering in their in their base bid, and if so, to what extent (e.g., incidental pumping vs. full system). Alternatively, we recommend establishing an allowance.

A4. Because geotechnical conditions can vary and cannot be fully determined prior to construction, bidders shall include the geotechnical considerations as referenced in Amendment No. 2 and its attachments).
