About this file
This is Addendum 4 to Invitation for Bid 26-011-LK issued by the City of Leesburg, Florida, dated March 24, 2026, addressing the Leesburg Gas Department Building Improvement Project at two municipal facilities located at 2110 Griffin Road and 2116 Griffin Road. The addendum comprises responses to 51 requests for information (RFIs) submitted by interested bidders and establishes clarifications and modifications to the original IFB documents. Key clarifications include specifications for metal stud construction with 5/8" sheathing, 4" concrete pads for indoor floor-mounted Air Handling Units, 6-foot-tall aluminum fencing with motor-operated rolling gates and access control systems featuring VOIP entry phone panels and HID card readers compatible with Avigilon Unity 7, and retaining wall design and specification by the wall manufacturer. Additional updates address roof drain removal, fire sprinkler compatibility with existing systems, gas line routing to the generator, lightning protection system requirements, asbestos survey allowances, HVAC equipment removal and storage responsibilities, concrete slab reinforcement details, CMU reinforcement specifications, tile base installation in the kitchen, locker specifications (Uline H-6743GR), and aluminum storefront doors. The addendum confirms that existing HVAC, plumbing, and electrical systems will be demolished per plans MD-101 and ED-101, that a 10% contingency for unknown conditions is required, and that site-discovered items during the prebid walk will be priced accordingly. Bidders must acknowledge receipt of this addendum on their Proposal Bid Form, and the addendum is automatically considered received upon bid submission. The addendum incorporates three updated drawing sheets: FFAE-004 X-3D Base R1-C300, P-101 First Floor Plan Plumbing, and P-401 Gas Riser Diagram Plumbing.
The addendum reiterates that bidder inquiries were due by Thursday, March 18, 2026, at 5:00 P.M., with all addenda issued by 4:30 P.M. on Monday, March 23, 2026. Bids remain due by 11:00 A.M. on Wednesday, April 1, 2026, with bid tabulation available within two working days and an intent to award recommendation issued by Wednesday, April 15, 2026. No pricing information, set-asides, incumbents, or funding sources are disclosed in this addendum document; however, the clarifications provided are essential for accurate bid preparation and address structural, mechanical, electrical, plumbing, access control, and site work specifications that directly impact project costs and scheduling. Substitutions for specified materials will be addressed with the selected general contractor following award.
