About this file

This document is a Measurement and Payment technical specification for the Los Reales Landfill Cell 4B project, involving the City of Tucson and potentially SCS Engineers. The specification details 28 bid items for a comprehensive landfill cell construction project, including mobilization, demolition, excavation, grading, culvert installation, road surfacing, liner preparation, leachate collection systems, pump installations, electrical services, and associated infrastructure work. The project involves constructing a new landfill cell with complex systems including geosynthetic liners, drainage layers, water truck filling stations, pump and treat pond modifications, and various mechanical and electrical connections.

The payment terms are structured as lump sum and unit price-based, with measurements conducted through precise surveying methods and detailed documentation requirements. Contractors will be compensated based on actual quantities installed, with specific measurement techniques for each bid item, such as cubic yards for excavation, linear feet for piping, and square yards for liner and geotextile installations. The specifications include comprehensive payment provisions covering labor, equipment, materials, taxes, and incidental costs, with explicit instructions for calculating quantities, handling rejected materials, and managing force account work. The document provides detailed guidance on how payments will be calculated and processed, ensuring transparency and clarity for the contractor throughout the project's execution.
