About this file
This is Addendum #4 to Request for Proposals #6.13.25.1 issued by David Douglas School District in Portland, Oregon for garbage, food waste, and recycling hauling services. The addendum reflects multiple deadline extensions for this procurement, with the most recent proposal submission deadline established as July 14, 2025, at 2:00 PM PST via Oregon Buys. The district seeks comprehensive waste management services covering approximately 25 locations across its 12-square-mile service area, including nine elementary schools, three middle schools, one high school, one alternative high school, and administrative buildings serving approximately 8,700 students. Contractors must supply and maintain all containers, provide monthly electronic reporting, and demonstrate flexibility regarding potential changes in container sizes and pickup frequencies. No mandatory pre-proposal conference is required. The initial contract term commences September 1, 2025, or after final contract negotiations, with a one-year initial period and options to renew for up to six additional one-year terms at the mutual consent of both parties.
The evaluation criteria allocate 100 points total: 30 points for qualifications and experience, 40 points for service capabilities, and 30 points for pricing. The district reserves the right to issue multiple awards and to reject any or all proposals. Required insurance includes workers' compensation, commercial general liability coverage of $2,000,000 per occurrence with $3,000,000 annual aggregate, and commercial automobile liability insurance of $1,000,000 combined single limit. Contractors must certify non-discrimination against minority, women, and emerging small business enterprises. No specific budget range or incumbent vendor information is provided in this addendum. Contractors potentially subject to contracts exceeding $50,000 involving construction services must comply with construction contractor board registration and prevailing wage standards.
