About this file
This document is Addendum #2 to Request for Proposals (RFP) #6.13.25.1 issued by the David Douglas School District (DDSD) in Portland, Oregon for garbage, food waste, and recycling hauling services. The addendum modifies the original RFP, updating key dates including the proposal submission deadline to July 14, 2025, at 2:00 PM PST. The procurement seeks a contractor to provide comprehensive waste management services for approximately 25 district locations serving 8,700 students, including nine elementary schools, three middle schools, a high school, an alternative high school, and administrative buildings. The initial contract term is one year, starting September 1, 2025, with options to renew for up to six additional one-year periods.
The RFP will use a 100-point evaluation scoring system, with 30 points for qualifications and experience, 40 points for service capabilities, and 30 points for pricing. No specific budget range is provided, but container requirements range from 3 to 8 yards across 22 locations. Insurance requirements include workers' compensation, commercial general liability insurance ($2,000,000 per occurrence, $3,000,000 annual aggregate), and commercial automobile liability insurance ($1,000,000 combined single limit). Proposers must supply and maintain containers, provide monthly electronic reporting, and demonstrate adaptability to potential changes in container sizes and pickup frequencies. The RFP does not specify set-aside designations but requires proposers to certify non-discrimination against minority, women, or emerging small business enterprises.
