ADDENDUM 3 Summary

This is Addendum 3 to the bid documents for the Upper ER Sanitary Sewer Improvements – Phase 2 project issued by the City of Marietta Board of Lights and Water, prepared by AtkinsRealis. The addendum revises the bid opening date to Friday, January 23, 2026 at 10:00 AM local time and modifies specifications across multiple sections including the Table of Contents, Bid Form, Contractor's Qualifications Statement, and Measurement and Payment sections. Principal construction items include 2,450 linear feet of 12-inch diameter ductile iron pipe (DIP) sanitary sewer (open cut), 532 linear feet of pipe burst replacement (8-inch to 12-inch HDPE), 811 linear feet of pipe burst replacement (10-inch to 12-inch HDPE), 60 linear feet of 24-inch steel casing (open cut), 26 sanitary sewer manholes for replacement or rehabilitation totaling 232 vertical feet, temporary sewerage bypass pumping, and site restoration. The project timeline specifies a maximum of 330 consecutive calendar days for completion from the Notice to Proceed, with liquidated damages of $1,000 per consecutive calendar day for each phase not completed within the allowed timeframe. Bidders must acknowledge receipt of Addendum 3 on page 00300-1 of the bid form to avoid disqualification.

Key modifications to the bid form include unit corrections for several items: Bid Item 14 (remove and replace concrete sidewalk) corrected to square yards, Bid Item 18 (permanent grassing – seeding) and Bid Item 19 (permanent grassing – sodding) both corrected to square yards. Bid Item 5 (Temporary Erosion, Sedimentation, and Pollution Controls) reference to NPDES permit compliance was deleted and consolidated into Bid Item 6 (NPDES Permitting and Compliance), which is measured monthly from Notice to Proceed. The Measurement and Payment section provides detailed specifications for payment terms across all bid items, including lump sum payments for mobilization (not to exceed 5 percent of base bid), site restoration, traffic control, and temporary sewerage bypass pumping. Allowance items totaling $185,000 are included for unsuitable backfill replacement, landscaping, utility relocations, and owner-initiated miscellaneous work. A new Section 00301 (Contractor's Qualifications Statement and Questionnaire) requiring submission with the bid package has been added, requesting comprehensive financial statements, experience documentation, legal proceedings history, bonding capacity information, and project references from the past five years.
