About this file
This is a technical specification document for sanitary sewer service lateral reconnection and repair work associated with the Upper ER Sanitary Sewer Improvements—Phase 2 project in Georgia. The project encompasses 2,450 linear feet of 12-inch DIP sanitary sewer installation via open cut, 532 linear feet of pipe burst conversion from existing 8-inch pipe to 12-inch HDPE, 811 linear feet of pipe burst conversion from existing 10-inch pipe to 12-inch HDPE, 60 linear feet of 24-inch steel casing, 26 sanitary sewer manhole replacements or rehabilitations totaling 232 vertical feet, bypass pumping, and site restoration. The specification details requirements for service connection protection, preparation, reconnection on replacement segments, repair of leaking laterals on clay pipe, utility service repairs, testing protocols, and cleanup procedures. All materials require pre-approval by the Engineer, and the Contractor must provide 48-hour written notice to property owners prior to service interruption, with all reconnections completed within 24 hours.
The specification mandates use of SDR 19 PVC pipe or class 50 ductile iron pipe for six-inch service laterals, with PVC pipe conforming to ASTM D-3212 gasket joint standards. Service connections must be installed with full-bodied ductile iron tees or wyes on new sanitary sewer mains, and cracked, offset, or leaking service laterals must be removed and replaced from the centerline of the new main to the easement or curb line. All connections require testing before backfilling, and the Contractor assumes full responsibility for property damage resulting from work activities. Smoke testing, dye testing, or low-pressure hydraulic testing may be required at the Engineer's direction to confirm reconnection integrity. The project plans, specifications, and contract documents are available for public inspection at AtkinsRealis in Atlanta, Georgia, and only contractors who have received official plans and bid documents from the Engineer will have their bids considered for opening.

1.05 MEASUREMENT AND PAYMENT
A. Refer to Section 01150 – Measurement and Payment
PART 2 - PRODUCTS
2.01 SERVICE CONNECTIONS
A. All materials shall be pre-approved by the Engineer
B. The Contractor shall use SDR 19 PVC pipe, or class 50 ductile iron pipe for six (6) inch service laterals.
C. PVC pipe shall be gasket jointed conforming to ASTM D-3212.
D. The Contractor shall provide service connection pipe in sizes shown on the Plans. For reconnection of existing services, the Contractor shall select service connection pipe diameter to match existing service diameter, but minimum diameter shall be 6”.
E. The Contractor shall connect service pipes to replacement sewer mains as specified in other sections.
2.02 PIPE SADDLES
A. Pipe saddles shall be used only where specifically permitted by the Contract Documents. Service reconnections on pipe burst segments shall comply with Section 02720.
B. The Contractor shall supply one-piece prefabricated saddle, either polyethylene or PVC, with neoprene gasket to accomplish a complete seal.
The contractor shall use a saddle fabricated to fit the outside diameter of the pipe to which it will be attached. See Section 02720 – 2.06.
C. The Contractor shall use ½ inch stainless steel band clamps for securing saddles where permitted.
2.03 COUPLINGS AND ADAPTER
A. For connection between new PVC pipe stubout and existing service six (6) inch diameter, the Contractor shall use a flexible adapter coupling consisting of a neoprene gasket and stainless steel shear ring, with ½-inch wide stainless steel band clamps.
B. For connection between new PVC pipe stubout and new or existing service, the Contractor shall use rubber-gasketed adapter couplings.
PART 3 - EXECUTION
02737-3
3.01 PROTECTION
A. The Contractor shall control traffic in accordance with requirements of Section 01570 – Traffic Regulation.
B. The Contractor shall not allow sand, debris, or runoff to enter sewer system.
C. The Contractor shall ensure that wastewater does not backup into private property. The Contractor shall establish a plan to prevent sewer backups when reconnections are not accomplished in a timely manner.
D. The Contractor shall provide for diversion of wastewater if necessary, in accordance with requirements of Section 02600 – Wastewater Flow Control. The Engineer may direct the Contractor to use cleanouts to bypass wastewater from adjacent facilities if the possibility of wastewater is high.
E. The Contractor shall be responsible for any and all damage to property due to his work.
3.02 PREPARATION
A. The Contractor shall provide a minimum of 48-hour written notice to property owners whose sanitary sewer service will potentially be interrupted.
B. The Contractor shall properly disconnect existing connections from the sewer and reconnect to the new sewer main as described in this Section for open-cut replacement work. Service reconnections associated with pipe bursting shall comply with Section 02720.
C. The Contractor shall reconnect service connections, including those that go to unoccupied or abandoned buildings, unless directed otherwise by the Engineer.
D. The Contractor shall complete reconnection of all service lines within 24 hours.
3.03 DELETED
3.04 RECONNECTION ON REPLACEMENT SECTIONS
A. The Contractor shall install a full-bodied ductile iron tee or wye, as shown on the Plans, on the new sanitary sewer main for each service connection.
B. The Contractor shall remove and replace cracked, offset, or leaking service laterals from the centerline of the new sanitary sewer main to the easement line or curb line whichever applies.
02737-4
C. The Contractor shall make up the connection between the new main and the existing service line using ductile iron sewer pipe and approved couplings, as detailed on the Plans.
D. The Contractor shall test service connections before backfilling.
E. The Contractor shall install GAB backfill to sub base elevation in paved areas.
3.05 RECONNECTION OF LEAKING LATERAL ON CLAY PIPE
A. The Contractor shall cut a section of the clay pipe to allow for the installation of a ductile iron pipe.
B. The Contractor shall make up the connection between the new ductile iron pipe and the service lateral with a full-bodied ductile iron tee and approved couplings and shall install a class B concrete collar on each side of the “tee” when connecting to existing clay pipe.
C. The Contractor shall install stone backfill to sub base elevation in paved areas.
3.06 UTILITY SERVICE REPAIRS
A. Where service connections or lines from water or gas mains or sewers to the user’s premises are disconnected, broken, damaged, or otherwise rendered inoperative by the Contractor for any reason, he shall, at his own expense, arrange with the respective utility company for any repairs of lines under their jurisdiction, or for any lines not within their jurisdiction, the Contractor shall repair or replace same and restore service to the premises.
