About this file
This is Addendum #3 to Bid Invitation 113-25 issued by the State of New Hampshire Division of Procurement and Support Services for a passenger transport van intended for the New Hampshire Veterans Home in Tilton, Belknap County. The addendum addresses vendor questions regarding vehicle specifications and clarifies requirements for the van procurement. Key clarifications include confirmation that an interior height of 6'4" is acceptable despite the original specification of 6'9" maximum, that curbside wheelchair side loading with an open original equipment manufacturer (OEM) passenger entrance is acceptable for ambulatory passengers, that the front passenger seat counts as one of the four required passenger seats in addition to two wheelchair spaces, that front wheel well liners only (rather than full liners) are acceptable, and that the reference to an "uplifter package" was a typographical error and should read "upfitter package" with bidders permitted to note if such a package is not included. The bid closing date and time is March 5, 2025, at 11:00 AM Eastern Time, with the purchasing agent identified as Lincoln Adams.
All changes noted in this addendum supersede previously submitted documents and must be included with bid submissions. Respondents are required to acknowledge receipt of the addendum by providing business name, address, contact information, and signature on the form included with the addendum. Complete bid documents and all addendums are available on the New Hampshire Division of Administrative Services website at das.nh.gov/purchasing/vendorresources.aspx. The procurement will be awarded to the lowest cost responsive and responsible bidder meeting all specifications, with vehicle delivery required by June 30, 2025, or the earliest mutually agreed upon date following Purchase Order receipt.

DATE AND TIME OF BID CLOSING: 3/5/2025 11:00 AM
FOR: Passenger Transport Van
Question 9:
24.2.1.2. High roof – Maximum internal height 6 foot 9 inches: Would an interior height of 6’ 4” be enough?
State Response:
Yes, this is acceptable.
Question 10:
Wheelchair side loading, NOT rear loading: How are the ambulatory passengers entering the vehicle? Would they be riding the lift or entering through the rear of the van? Would you be interested in a proposal for a curbside lift that still leave the OEM passenger entrance open for ambulatory passengers?
State Response:
If rear entrance is established; steps would need to be added. Curbside lift with OEM passenger entrance open for ambulatory is acceptable.
Question 11:
24.2.1.7. Two wheelchair capacity with room for four passengers: Do you count the OEM front passenger seat as a passenger seat?
State Response:
Yes, we count the front passenger seat as a passenger seat.
Question 12:
24.2.1.8. Wheel Well liners: Ford only offers front wheel well liners, would this be acceptable?
State Response:
Yes, this is acceptable.
Question 13:
24.2.1.13.Uplifter package: What is an uplifter package? Is this a typo meant to be "upfitter" package? We do not need this to do the conversion.
State Response:
Yes, this was a typo and it should have read upfitter package. If an upfitter package is not needed, please note that in your bid submission.
