About this file
This is Addendum #1 to Bid Invitation 113-25 issued by the State of New Hampshire Division of Procurement and Support Services for a passenger transport van to be procured by the New Hampshire Veterans Home in Tilton. The addendum addresses four clarifying questions submitted by potential bidders and provides definitive guidance on vehicle capacity and seating configuration. The bid closing date is March 5, 2025, at 11:00 AM Eastern Time. The state has clarified that the van must accommodate either up to four ambulatory passengers (not including the driver) or two wheelchairs plus one additional passenger beyond the driver. All changes noted in this addendum supersede previously submitted documents and must be included with the bid submission.
The addendum confirms that payment will be made via ACH through purchase orders rather than credit cards, and addresses a specific question regarding section 24.2.1.15 by clarifying that seat location is flexible as long as the capacity requirements outlined above are met. The purchasing agent for this solicitation is Lincoln Adams, and all inquiries should be directed to NH.Purchasing@das.nh.gov. Respondents must complete a signature block provided in the addendum to acknowledge receipt and understanding of these changes. Complete bid documentation and additional addendums are available on the New Hampshire Department of Administrative Services website under the Bid and Proposals section.

ADDENDUM # 01 TO BID INVITATION 113-25
DATE AND TIME OF BID CLOSING: 3/5/2025 11:00 AM
FOR: Passenger Transport Van
Question 1:
Do the driver and passenger count in the capacity of 4?
State Response:
Yes, the driver and passenger count in the capacity of 4.
Question 2:
Regarding the rear seats, would you like double or single seats?
State Response:
The hope was that, if we use the van for ambulatory residents, we would seat up to 4 passengers, not including the driver, OR 2 wheelchairs with the ability to seat one more passenger beyond the driver. Please base you bid on this information, taking into consideration the capacity needs for ambulatory residents as well as residents in wheelchairs.
Question 3:
Will a credit card be used?
State Response:
No, a credit card will not be used. The contract would be in the form of a purchase order and purchase orders are not paid by credit card. This would be ACH payment.
Question 4:
Regarding 24.2.1.15, Can you provide a more detailed description?
State Response:
As long as NHVH is getting the capacity needed in the answer to question 2, it doesn’t matter where the seats are located.
