About this file

Summary

Addendum No. 3 is a contract modification document issued by the Board of Education of Calvert County, Maryland on February 20, 2026, for the Window and Partial HVAC Replacement project at Brooks Administration Building located at 1305 Dares Beach Road, Prince Frederick, Maryland. The addendum responds to bidders' questions regarding contract specifications and clarifies project scope, specifically addressing refrigerant piping serving equipment BS-4 and VRT-25 through 32 in the IT department, with continuation of piping detailed on drawing M3.01. The addendum confirms that Calvert County Public Schools will not hold a separate prime contract for asbestos abatement work; instead, asbestos-related activities identified in the contract documents are included as part of the bidding contractor's work and must be performed in accordance with specification sections 02 41 19, 02 84 00, and the project phasing plan. Non-friable asbestos-containing materials may be encapsulated in lieu of removal as specified, particularly floor tile mastic in interior areas which may remain in place and be covered. The bid date, time, and location remain unchanged by the issuance of this addendum, and contractors must acknowledge receipt of the addendum on their proposal forms to avoid disqualification.

The project is phased across five phases with an anticipated Notice to Proceed of March 16, 2026, requiring substantial completion within 222 calendar days and final acceptance within an additional unspecified timeframe. Phase 1 runs from June 15 to August 7, 2026, focusing on ceiling removal, HVAC modifications, and selective window and door replacement. Phases 2 through 5 span from August 10 through October 23, 2026, completing remaining window and door replacements and associated interior finishes. The contractor must maintain existing building operations throughout construction and comply with environmental regulations regarding refrigerant recovery and hazardous materials management. All work must adhere to detailed construction progress documentation requirements, including CPM scheduling, daily reports, and coordination with the owner's continuing occupancy of the building.

RESPONSES TO BIDDERS’ QUESTIONS:

Addendum Item No.

Description

AD3.001 Question:

Response:

On drawing M2.03, Note 3 indicates the refrigerant piping is to be temporarily capped in one phase and then completed in a future phase.

Additionally, note 1 states that refrigerant sizes are to be per the manufacturer’s recommendation. However, it is not clear what equipment this piping is serving. Could you please confirm which equipment this piping is serving?

The piping serves BS-4 and VRT-25 thru 32 in the IT department. Refer to drawing M3.01 for continuation of piping.

RESPONSES TO BIDDERS’ QUESTIONS (Continued):

AD3.002 Question:

Response:

See below from addendum #2. Will CCPS hold the “separate prime contract” for the abatement work?

Specification Section 02 41 19, 1.9D. Hazardous Materials:

Asbestos-containing materials are known to be present in the building. A separate prime contract for Asbestos’ Abatement is a component of the Work. Asbestos will be abated in phases in accordance with the project phasing plan found in Division 1 Section “Construction Progress Documentation”.

1. If suspected hazardous materials are encountered that are not identified as part of the Asbestos Abatement Contract, do not disturb; immediately notify Architect and Owner. A report on the presence of hazardous materials is on file for review and use.

Examine report to become aware of locations where hazardous materials are present.

No. Calvert County Public Schools will not hold a separate prime contract for asbestos abatement associated with this Project.

Asbestos-related work identified in the Contract Documents is included in the Work of the bidding Contractor and shall be performed in accordance with Specification Section 02 41 19, Section 02 84 00, and the project phasing plan.

The Contract Documents identify certain asbestos-containing materials as non-friable and permit encapsulation of those materials in lieu of removal, as specified. In particular, asbestos-containing floor tile mastic identified in interior areas can remain in place and be covered, as indicated on the Drawings and specified in Section 02 84 00. Also see Marked Floor Plans located on pages 10-13 of the Hazardous Materials Evaluation (Asbestos and Lead Based Paint) Report, following 02 84 00.

Specification language addressing hazardous materials encountered outside of the identified asbestos abatement scope, referenced in the question applies only to previously unidentified or suspect materials not documented in the Contract Documents. If such materials are encountered, the Contractor shall not disturb the material and shall notify the Architect and Owner in accordance with the specifications.

Bidders are responsible for reviewing the Drawings, hazardous materials report, and all applicable specification sections for complete requirements.
