About this file
This Addendum #2, issued by the Board of Education of Calvert County, Maryland on February 17, 2026, modifies the bidding documents for the Window and Partial HVAC Replacement Project at Brooks Administration Building (PSC #04.BOE.26 LC). The addendum revises the Contractor Proposal Form, Construction Progress Documentation specifications, and Selective Demolition specifications, and provides updated drawings including the Phasing Plan, Demolition Notes and Ceiling Plans, and Overall Floor Plans. The project involves window replacement and partial HVAC system upgrades at the administration building located at 1305 Dares Beach Road, Prince Frederick, Maryland. Work is scheduled to commence on or after June 15, 2026, and must achieve substantial completion by October 23, 2026—a 222-calendar-day window—with all punch list work and final acceptance to be completed within 30 days thereafter. The project is phased across five phases from June 2026 through October 2026 to accommodate the building's continued occupancy and operation. Bidders must acknowledge receipt of this addendum on their proposal forms, and failure to do so may result in disqualification.
The addendum addresses multiple technical and administrative clarifications, including window performance specifications, glazing thickness requirements, muntin systems, and project quality control manager responsibilities. Key responses to bidders' questions confirm that window performance specifications are acceptable, that manufacturer's standard glazing should be used to meet wind criteria with no less than 6mm thickness, and that muntins should be a dual system with exterior applied muntin and interior flat stock. The addendum confirms the anticipated Notice to Proceed is March 16, 2026, and clarifies that Calvert County Public Schools will move furniture impacting the window and PTAC unit demolition across phases, while the contractor is responsible for covering and protecting all remaining furniture. The contractor must provide a detailed Critical Path Method (CPM) construction schedule within specified timeframes, including daily construction reports submitted at weekly intervals, and must engage a qualified, full-time quality control manager with no other project responsibilities. Unit price items for concrete floor cutting/patching, floor leveler, brickwork repointing, painted wood window stools, carpet tile, and suspended acoustic ceiling tiles must be completed by all bidders as part of the proposal.

RESPONSES TO BIDDERS’ QUESTIONS:
Addendum Item No.
Description
AD2.011
Question:
Response:
085113, 1.2, E3 & E4 Basis of Design Window Uniform Deflection Test is at 85 psf and its Uniform Load Structural test is at 127.5 psf. The specification indicates that performance requirements for these tests should be 120 psf and 180 psf, respectively. Please confirm that the BOD performance is acceptable.
BOD performance is acceptable.
AD2.012 Question:
088000, 1.4, B1, G & 2.1 A1 indicates exterior lites are to be a minimum of 6 mm.
However, 085113, 2.4, G1a indicates that lites can be 1/8" or 3/16" or 1/4". Are the insulated glass lites to be minimum?
Manufacturer’s standard glazing thickness should be used to meet wind criteria, with no less than 6mm thickness.
Manufacturer spec indicates several thicknesses.
Manufacturer to confirm.
AD2.013
The bid form indicates that the contract time is June 15, 2026, to September 25, 2026. Supplementary instructions (000101 9.3.1) indicate 224 calendar days. Lead time for the basis of design window is estimated at 126 days. With time for shop drawing submission and review, manufacturer lead time and installation time, it is not likely the contractor will accomplish the work in the June 15-September 25 time frame.
Anticipated NTP is March 16, 2026, and substantial completion date has been revised from September 25, 2026, to October 23, 2026; Final completion is 30 days after substantial completion.
Work begins onsite on June 15, 2026.
AD2.014
Who is responsible for moving the furniture?
Calvert County Public Schools will move furniture that is impacting window and existing PTAC unit demolition, across the associated phases, to accommodate the PTAC and window work. Furniture impacted by Phase 1, as noted on Sheet CS.3 shall remain in place.
Contractor is responsible for covering and protecting all furniture, furnishings, and equipment that has not been removed.
ADDENDUM NO. 2 PAGE 4 of 4
RESPONSES TO BIDDERS’ QUESTIONS (Continued):
AD2.015 Question:
Response:
Will GC have to supply a storage container for the furniture?
No.
AD2.016 Question:
Response:
Muntins – 085113, 2.4, H – The muntin is called “triple muntin system,” but on A3.2 in the drawings it states that there is no muntin between the glass. Are we to include the triple muntin with exterior applied, between glass and the interior flat stock or just an exterior applied muntin and the interior flat stock?
Muntins should be dual system with exterior applied muntin and interior flat stock.
AD2.017 Question:
Response:
On A3.2 there is a glazing legend with clear glazing, acid etched glazing, spandrel panel and laminated glazing. However, on the window elevations and building elevations, it appears as if everything is clear glazing. Please confirm.
Clear glazing is anticipated at all locations. Contractor reminded that tempered glazing locations should be coordinated with the applicable glazing codes.
AD2.018 Question:
Response:
01 40 00 – 3 indicates that the Project quality control manager shall not have other project responsibilities. Can the superintendent perform the quality control inspections?
Section 01 40 00 requires the Contractor to engage qualified full-time quality-control personnel and specifies that the Project Quality-Control Manager shall not have other Project responsibilities. The Superintendent may not perform Quality Control inspections.
The requirement for “full-time” quality-control personnel refers to a dedicated assignment to the Project and does not require continuous or full-time on-site presence, except as necessary to perform QC requirements set forth within the Contract Documents.

WINDOW AND PARTIAL HVAC REPLACEMENT 01 32 00 - 2
PSC # 04.BOE.26 LC
2. Predecessor activity is an activity that must be completed before a given activity can be started.
B. Critical Path Method (CPM): A method of planning and scheduling a construction project where activities are arranged based on activity relationships. Network calculations determine when activities can be performed and the critical path of the Project.
C. Critical Path: The longest continuous chain of activities through the network schedule that establishes the minimum overall Project duration and contains no float.
D. Event: The starting or ending point of an activity.
E. Float: The measure of leeway in starting and completing an activity.
1. Float is not for the exclusive use or benefit of either the Owner or the Contractor.
Extensions of the time to interim milestone dates or the Contract Completion Date, under the Contract, will be granted only to the extent that equitable time adjustment to the activity or activities affected by the Contract Modification or delay, exceeds the total float of the affected or subsequent paths and extends any interim milestone date or the Contract Completion date.
