About this file
This document is Addendum #2 to a Request for Proposal (RFP) issued by Eugene Water & Electric Board (EWEB) for a 50 MVA transformer to be used at its Carmen-Smith hydroelectric project in Oregon. The addendum corrects the date on the previous addendum, provides responses to four questions from potential bidders, and states that the addendum constitutes a material change to the bid. The key details include:
The ideal delivery timeframe is September or October 2026, but EWEB understands delivery may be farther out. There are no union labor requirements, and the contractor is responsible for providing the crane for offloading and assembly. EWEB is currently seeking fixed pricing but may consider indexed pricing in a future addendum. The bid due date remains unchanged.
The contract opportunity is for EWEB RFP 24-194-G, a 50 MVA transformer for the Carmen-Smith project located in Linn County, Oregon. EWEB is the procuring agency, and the jurisdiction is Lake County.

ADDENDUM # 2
50 MVA Transformer for Carmen-Smith
RFP #24-194-G
This addendum modifies the bidding document(s) for work only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original bidding document and shall become part of the work required.
CORRECTION TO ADDENDUM #1
Addendum #1, which was posted to the bid site on October 22, 2024, should have shown that date instead of October 25, 2024.
QUESTION & ANSWER
1. How early can the site receive the delivery or what is the delivery time window?
Response: The ideal delivery time would be September or October of 2026, but EWEB understands that delivery dates may be farther out for many companies at this time. Again, this is our ideal time frame.
2. Are there any union labor requirements at the site?
Response: There are NO union labor requirements.
3. Can you confirm whether crane for offloading is to be provided by manufacturer as part of delivery to Carmen-Smith reservoir jobsite?
Response: Per Section 2.2 of the RFP document, offloading onto the transformer foundation is to be included in the scope of work. The Contractor is required to provide the crane for offloading and assembly (e.g. renting crane locally.)
4. Does EWEB only accept fixed pricing?
Response: For the time being, EWEB seeks fixed pricing but is considering indexed pricing. If EWEB decides to add such pricing and determine an equitable way to award points for price, EWEB will state this in a future addendum.
CLOSING DATE AND TIME
Remains unchanged.
