About this file

Addendum 2 to ITB 12192 is issued by the Oregon Parks and Recreation Department (OPRD) for road improvements at Saddle Mountain State Natural Area in Clatsop County, Oregon. The project involves comprehensive road rehabilitation of approximately 1,800 linear feet, including mobilization, erosion control, traffic control, asphalt milling, base grading, aggregate placement, hot mix asphalt concrete base and overlay, shoulder work, and culvert marker installation. The roadway will be 16 feet wide with a 2-inch base and 1.5-inch asphalt concrete overlay. Bid submissions are due by May 28, 2025, at 2:00 PM PST, with the project scheduled to start around August 18, 2025, and substantial completion required by October 17, 2025, and final completion by October 24, 2025.

The project has a cost estimate of $1,100,000.00, with payment calculated based on actual measured quantities using unit prices for specific work items. Bidders must provide a 10% bid security and first-tier subcontractor disclosure. The contract will be awarded to the lowest responsive and responsible bidder, subject to Oregon Bureau of Labor and Industries (BOLI) prevailing wage rates. Liquidated damages of $1,000 per calendar day will be applied for failing to meet the substantial completion date. Contractors are responsible for providing all temporary facilities at no additional cost, and a reciprocal preference for non-resident bidders may be applied. The project requires strict adherence to safety measures, park access maintenance, and coordination with park management to minimize public disruption during construction.
