About this file

This addendum document pertains to the City of Kissimmee, Florida's Request for Proposal RFP2026001 for School Zone Speed Detection Cameras. The procurement seeks a qualified contractor to install, operate, and maintain an automated speed enforcement system across 12 eligible public schools within designated city school zones. The project requires a comprehensive turnkey solution encompassing hardware, software, violation processing, and administrative functions. Proposals were due January 13, 2026, at 2:00 PM, and the resulting contract is structured for an initial five-year term with potential for five additional 12-month renewal periods. The evaluation criteria allocate 100 total points across user experience (15 points), implementation capability (15 points), vendor experience (15 points), program reliability (25 points), support and training (10 points), cost (15 points), and firm location (5 points for Osceola County-based firms).

Contractor compensation may be structured through a Flat-Fee, Revenue Share, or Cost-Per-Ticket model, with the vendor bearing all installation, maintenance, calibration, administration, and regulatory compliance costs. No specific budget range is stated in the procurement documents, and there are no set-aside designations or restrictions on participating organizations. The contractor must comply with Florida Statutes, obtain necessary permits, provide separate electrical metering, and fund electricity costs. Comprehensive insurance requirements include Workers' Compensation, general liability, automobile liability, and cyber liability coverage. The system must maintain 99.9 percent uptime and comply with state regulations, including destruction of recorded video and photographs within 90 days of final disposition. The selected vendor will be required to submit annual reports to the City Commission and the Florida Department of Highway Safety and Motor Vehicles.

December 16 2025, Addendum No. 2

Project: School Speed Detection Cameras Bid No: RFP2026001

TO ALL PROPOSERS:

The following items are clarifications, corrections, additions, deletions and / or revisions, which shall take precedence over the original documents.

1. Florida law requires that Uniform Traffic Citations (UTCs) be issued and mailed by a law enforcement officer or traffic infraction enforcement officer via certified mail. The RFP indicates that the contractor shall mail UTCs within three (3) business days. Can the City please clarify whether it expects the vendor to physically mail UTCs, or if the City intends for the vendor to only prepare the UTC documents while the certified mailing is performed by authorized City personnel as required under Florida law?

Answer: The City agrees that UTC can only be issued by a law enforcement or traffic enforcement officer. The City envisions that the law enforcement or traffic enforcement officer would approve the issuance of the UTC, e-sign the UTC (thus “issuing the UTC”) and then the vendor would take the clerical step of sending the UTC to the registered owner by certified mail. Please provide the specific provision of Florida law which requires a law enforcement or traffic enforcement officer to mail the UTC. F.S.S. 316.1896 contains no such requirement.

2. Can the City clarify whether minimum image resolution, night-time/low-light performance standards, or video frame rates are required for evidentiary acceptance of violations?

Answer: Please see RFP 3.2(d)(iv), (v), and (vi) for the required standards on image quality.

The City is not specifying minimum image resolution, night-time/low-light performance standards, or video frame rates, but expects that the systems consistently capture and produce clear images and videos that allow the viewer to clearly read the license plate and identify the make, model, and color of the motor vehicle.

3. Does the City anticipate immediate implementation once the ordinance is approved, or will deployment occur in phases based on site readiness and permitting?

Answer: The City seeks to move into the installation and public awareness phases of the program upon the ordinance passing. Ideally, all approved sites would be ready quickly and at roughly the same time. However, if some sites take longer than others, then the City supports a phased approach.

4. Does the City have specific dimensional or aesthetic constraints to minimize visual clutter in the school zone right-of-way, including requirements for pole type, cabinet size, or color?

Answer: The City does not have specific dimensional or aesthetic constraints to minimize visual clutter, but see RFP 3.2(d)(ii) which requires a fixed system. The City will not consider trailer-mounted or similar portable systems due to visual clutter in the school zone right-of-way. The City’s first priority is a reliable program with good image and video quality, but the City would also like to minimize visual clutter in the school zone right-of-way to the extent possible while maintaining reliability and good image and video quality. Additionally, the City may consider minimization of visual clutter in the school zone right-of-way in the implementation section of its evaluation criteria. See Evaluation Criteria (2) Implementation, which states “what is the foot print of the System and does the System provide too much visual clutter within the right-of-way?”

5. Does the City Have a preferred pricing model?

Answer: See answer to question 4 on addendum 1

6. Will the City consider an extension on the due date?

Answer: Due date will not be extended at this time.

7. 3.2 Scope of Services, K. Customer Service to City, vi. 1, 2, and 3, pages 13-14: Florida's Department of Revenue does not allow vendors to make allocations as listed in this section of the RFP. Will the City remove these requirements?

Answer: Yes, the City will remove the requirement for the vendor to submit payment.

ACKNOWLEDGMENT OF ADDENDA:

1. The proposer shall acknowledge receipt of this addendum by completing the applicable section in the RFP. The Proposer shall submit said Form with the proposal.

2. All other terms and conditions of the RFP remain unchanged.
