About this file

This is Addendum #2 to Request for Proposals RFP-2027-DBH-01-SERVI issued by the New Hampshire Department of Health and Human Services, Division for Behavioral Health, for Service to Science substance misuse prevention programs. The addendum modifies the Scope of Services to clarify the composition and role of the Research Informed Workgroup, which must comprise the NH Expert Panel, vendor support staff, and program staff to serve as subject matter experts informing the Service to Science program. Additionally, the addendum establishes revised data reporting requirements mandating that contractors provide key performance metrics including the total number of NH prevention programs served (with a minimum of three programs per State Fiscal Year), specification of which of the three Service to Science designation levels each program is pursuing, and detailed timelines from each program listing objectives to be achieved within the State Fiscal Year. These modifications ensure accountability and clarity regarding program identification, support, and performance tracking throughout the contract period.

The addendum also replaces Appendix G (Budget Sheet) with Appendix G (Cost Sheet), streamlining the cost proposal format for vendors. The original RFP solicitation closed with responses due April 3, 2026, at 12:00 PM Eastern Time, with total anticipated funding of $500,000 ($250,000 per State Fiscal Year for SFY 2027 and SFY 2028). The contract term runs through June 30, 2028, with optional extensions for up to two additional years. Vendors must achieve a minimum of 400 points in preliminary technical scoring to have cost proposals evaluated, with the evaluation allocating 700 points for technical criteria and 300 points for cost proposals. Any non-federal funding is subject to an indirect rate cap of 15% or the vendor's Negotiated Indirect Cost Rate Agreement, whichever is lower. Contractors must maintain commercial general liability insurance of not less than $1,000,000 per occurrence and $2,000,000 aggregate.
