About this file
This is Addendum #1 to Request for Proposals RFP-2027-DBH-01-SERVI issued by the New Hampshire Department of Health and Human Services, Division for Behavioral Health. The addendum modifies the procurement timetable for a competitive solicitation seeking qualified vendors to identify and support community-based programs statewide in becoming New Hampshire-endorsed, research-informed Service to Science substance misuse prevention programs, while also providing consultation, technical assistance, and evaluation support to current Service to Science prevention programs in accordance with SAMHSA process guidelines. The revised key deadlines are as follows: solicitation released February 27, 2026; optional Letter of Intent submission deadline March 9, 2026; vendor questions submission deadline March 9, 2026 at 12:00 PM Eastern Time; Department response to questions published March 25, 2026; and vendor solicitation response due date April 6, 2026 at 12:00 PM Eastern Time. The contract will run through June 30, 2028, with the Department holding the option to extend services for up to two additional years upon Governor and Executive Council approval.
The total anticipated contract funding is $500,000, divided equally as $250,000 in State Fiscal Year 2027 and $250,000 in State Fiscal Year 2028. Cost proposals will be evaluated using a formula based on the lowest proposed cost, with any non-federal funding portions subject to an indirect rate cap of 15% or the vendor's Negotiated Indirect Cost Rate Agreement, whichever is lower. The RFP allocates a maximum 1,000 evaluation points across technical responses (700 points) and cost proposals (300 points), with vendors required to achieve a minimum 400 points in preliminary technical scoring to have cost proposals opened. No specific set-aside designations or restrictions limiting responses to particular organization types are identified. Contractors selected must register with applicable New Hampshire state agencies and maintain commercial general liability insurance of not less than $1,000,000 per occurrence and $2,000,000 aggregate.
