About this file
This Addendum 2 document, issued by the Rhode Island Division of Purchases on behalf of the Department of Environmental Management, modifies RFQ 26006464 for landscaping maintenance services at various state park locations. The solicitation is divided into three separately awardable zones, allowing the State to award each zone to the same vendor or to different vendors based on individual proposals. The original bid opening date of April 14, 2026, at 1:15 PM has been extended to April 15, 2026, at 1:15 PM. A non-mandatory pre-bid conference was held on April 1, 2026, at Goddard Memorial State Park. Vendors are permitted to submit proposals for any combination of the three zones and are not required to bid on all zones. The contract will be awarded for an initial three-year term with potential renewal for up to two additional 12-month periods, contingent upon vendor performance and fund availability.
The addendum clarifies several operational and contractual requirements that were subject to vendor questions during the bidding process. Work schedules must conclude by 12:00 PM for most locations; however, three larger properties—Lincoln Woods State Park, Colt State Park, and Goddard Memorial State Park—may continue operations past noon if work commenced at 6:00 AM on the same day. The scope distinguishes between locations receiving only mowing cuts, locations receiving only seasonal cleanups, and locations receiving both services as itemized in the pricing sheet. The contract does not fall under prevailing wage requirements despite prior references at the pre-bid meeting. Prior vendor and contract pricing information is available through the Rhode Island Legacy portal or the State Solicitations board. All bids must be submitted electronically through the Ocean State Procures platform, with vendors required to maintain comprehensive insurance coverage and comply with minority business enterprise participation requirements mandating a minimum of 15% of total contract value awarded to MBEs.
