About this file

This is Addendum 2 to Request for Proposals 26-HR-01 issued by the City of Holly Hill, Florida, clarifying pricing instructions and evaluation criteria for broker services related to medical, dental, vision, firefighter cancer, and life insurance benefits. The addendum specifies that proposers must submit three distinct pricing components: actual broker/consultant compensation reflecting the complete, binding fee structure the City would pay; illustrative-only insurance plan premium estimates for medical, dental, vision, firefighter cancer, and life insurance based on market knowledge or anonymized client experience data rather than carrier-specific quotes obtained on behalf of the City; and historic results or past performance examples demonstrating cost control and benefit optimization capabilities from other municipal clients. A non-mandatory pre-proposal conference was held on March 18, 2026; written questions were due by 5:00 PM EST on April 2, 2026; sealed proposals are due by 3:00 PM EST on April 8, 2026; mandatory City Commission presentations are scheduled for April 28, 2026, at 6:00 PM; and award is anticipated for May 12, 2026, with coverage effective July 1, 2026. The contract term is two years with renewal options for up to three additional one-year terms.

The evaluation criteria allocate 100 total points across five categories: firm qualifications (20 points), team experience (15 points), responsiveness to scope and technology (20 points), plan cost and illustrative pricing with past performance (35 points), and public-sector references (10 points). Broker/consultant compensation accounts for 20 of the 35 points in the cost category and must be complete and binding; illustrative insurance plan pricing and past performance examples account for the remaining 15 points. The RFP documentation does not disclose specific award values or budget ranges, though census data indicates coverage is required for approximately 109 active employees and 53 retirees. Current coverage is provided through Florida Health Care Plans (medical), Principal (dental), EyeMed (vision), and USAble Life (group term life and related coverages), with the selected broker responsible for carrier coordination and enrollment support. No set-asides or disadvantaged enterprise certifications are mentioned as requirements for this procurement.
