About this file

This is an Addendum 3 Response to Broker Questions document for the City of Holly Hill, Florida's RFP 26-HR-01, addressing inquiries submitted by prospective broker service firms on April 6, 2026. The procurement seeks comprehensive broker services for medical, dental, vision, firefighter cancer, and life insurance benefits covering approximately 109 active employees and 53 retirees. The City currently utilizes PlanSource as its Benefits Administration system, which is provided by the incumbent broker at no additional cost, and conducts open enrollment through an annual Employee Benefit Fair with individual new hire meetings, with enrollment sign-up handled through PlanSource. The City's payroll operations are managed in-house using Tyler ERP Pro 10 financial software and are not integrated with the benefits administration system. Human Resources serves as the primary point of contact for employee benefit questions, though specific benefit inquiries are directed to respective benefit providers. The City has indicated no current requests for additional products or services beyond those already offered, and while it does not routinely provide total compensation statements to employees, it possesses the capability to do so if desired.

The City's current broker is compensated through a flat fee structure paid quarterly, as outlined in the attached Brown & Brown Consulting Services Agreement dated January 2022. The incumbent broker services agreement and compensation disclosure documentation are attached for prospective bidders' review. Current wellness programming is detailed in a separate 2027 Wellness Initiative Program Addendum, with existing coverage provided through Florida Health Care Plans for medical benefits, Principal for dental, EyeMed for vision, and USAble Life for life insurance products. The City has not indicated interest in enhanced open enrollment options including face-to-face, virtual, and call center capabilities, nor has it requested specific wellness program focus areas such as metabolic syndrome management. No information regarding current premium amounts, commission percentages, contingency bonuses, profit sharing arrangements, or parent corporation incentives was disclosed in this addendum response.
