About this file
This addendum to Bid Invitation 97-26 is issued by the State of New Hampshire Division of Procurement and Support Services for the procurement of tactical helmets. The addendum, dated March 16, 2026, addresses two key clarifications to the original bid solicitation. The State requires 60 units of tactical helmets in specific sizes: 5 Medium, 40 Large, 14 X-Large, and 1 XX-Large. All equipment must be new and current model year with delivery to the NH Department of Safety at 41 Hazen Drive, Concord, NH 03305. The original bid submission deadline was March 10, 2026, at 1:15 PM Eastern Time, with the bid closing extended to March 19, 2026, at 1:45 PM per this addendum. Bidders are required to submit responses via email to NH.Purchasing@DAS.NH.Gov, and all addendum changes must be submitted with the bid.
Regarding delivery timelines, the State has indicated willingness to consider longer delivery periods beyond the originally specified 30 days after purchase order receipt, acknowledging that certain manufacturers such as GENTEX may require 90 to 120 days lead time. Vendors must identify their proposed lead time with their bid submission. The award will be made to the responsible vendor submitting a conforming bid at the lowest cost, with all prices stated in US dollars on an F.O.B. Destination basis including all delivery costs. A one-year warranty covering 100 percent of parts, labor, shipping, travel, lodging, and expenses is required, or the manufacturer's standard warranty period, whichever is greater. Payment terms are 30 days after invoice receipt or upon delivery, inspection, and acceptance, whichever is later, via ACH transfer. Bid responses remain valid for 180 days from the original bid due date. The purchasing agent for this procurement is Jonah Rosa, reachable at NH.Purchasing@das.nh.gov.

FOR: Tactical Helmets
Question 1: In section 27 - Delivery Time, it states delivery of items will be within 30 days after receipt of purchase order. The vendor has no control over the production schedule of GENTEX and some helmets may take up 90 - 120 days lead time. Will New Hampshire hold firm on the 30 days delivery after the vendor receives the PO?
State Response: The State may consider permitting a longer delivery time. Please identify the lead time with your bid submission.
Question 2: What are the sizes of the helmets required to satisfy the itemized list criteria? If an XXL sized helmet is required, the cost for that particular size will increase.
State Response: The following quantities and sizes are needed:
Medium: 5 Large: 40 X-Large: 14 XX-Large: 1
