About this file

This is Addendum 2 to Request for Qualifications (RFQ) DEP2500000020 issued by the Department of Environmental Protection (DEP) for the Ethel Hollow Phase II Site A project. The addendum modifies the original solicitation by establishing a tree clearing window between November 15th, 2024, and March 31st, 2025, and distributes vendor questions and responses along with a pre-bid sign-in sheet. The project involves site remediation work at a location with one landowner, Western Pocahontas Properties, LLC. Contractors must coordinate with the Hatfield & McCoy Trails office prior to construction to arrange trail closures during work activities. Compaction requirements are specified in section 8.4.2 of the specifications, and soil cover will be feathered down at silt fence locations to prevent stream impacts.

The engineer's estimate for the project is $1,067,111.25. Key clarifications provided in the addendum include confirmation that sufficient soil exists on-site for cover material without requiring external soil importation, trees may be windrowed, no shrink/swell factor was applied to refuse and soil materials, and coal or refuse materials cannot be reprocessed or sold. Contractors are required to acknowledge receipt of all addenda by submitting a completed Addendum Acknowledgement with their bid submission, as failure to do so may result in bid disqualification. All other provisions of the original solicitation remain in full force and effect.
