About this file

This is an Addendum 1a document containing responses to bidder questions for two Invitation to Bid (ITB) solicitations issued by the Town of Cheshire, Connecticut for the New North End Elementary School (ITB 2526-15) and Norton Elementary School (ITB 2526-16). The addendum addresses clarifications regarding bid package structures, equipment specifications, and submission requirements. Bidders may submit bids for individual bid packages or combinations thereof, with five distinct packages covering furniture, fixtures, equipment, telephone systems, audiovisual equipment, network equipment and hardware, and Chromebook charging carts. The solicitation permits substitutions for furniture items in Bid Packages 1, 2, and 3, though the Town strongly recommends adherence to exact manufacturer specifications selected by the design team. For Bid Packages 4 and 5 covering telephone and networking equipment, bidders must include labor for purchase, installation, and configuration. Site visits are not mandatory. The bid deadline was March 20, 2026, with a question submission deadline of March 13, 2026. Award determinations will be made at the Town's discretion by individual package or in combinations deemed to serve the Town's best interests, with price as an important but not exclusive consideration factor.

The addendum clarifies several critical distinctions regarding equipment specifications and bonding requirements. Corrections were issued addressing initial discrepancies in the bid documents regarding telephone equipment specifications, with Mitel equipment details properly referenced on specific pages rather than the initially listed HPE/Aruba network equipment. The Town confirmed that no bid bond or bid security is required, contrary to conflicting language in the original solicitation documents. Prevailing wage requirements apply only if the contract value exceeds $100,000. The Town does not require matching of existing furniture products within the district. Specific questions regarding individual furniture items, including hidden casters for product B-LB13 and alternative leg specifications for discontinued adjustable-height table legs, were addressed with approval for manufacturer-recommended substitutions. No estimated total bid value, set-aside designations, disadvantaged business enterprise restrictions, or incumbent vendors are identified in the solicitation materials.

Addendum 1a - Responses to Questions Received - Updated 3-12-2026 for ITB 2526-15 (North End Elementary School) and 2526-16 (Norton Elementary School)

● Question:I am reviewing the 2 RFP’s attached; theyboth have the wrong spreadsheets and links to equipment needed on page 27 of both RFP’s. You list HPE/Aruba Network equipment not the Mitel.

○ Response:We apologize for any confusion on the phoneequipment details.

■ For ITB 2526-15 for North End Elementary School, the Mitel equipment detail to include with a bid submission is reflected on page 26 and also on page 44, with page 32 to be used to provide the bid amount.

■ For ITB 2526-16 for Norton Elementary School, the Mitel equipment detail to include with a bid submission is reflected on page 26 and also on page 46, with page 32 to be used to provide the bid amount.

● Question:I am reaching out with interest regardingbid solicitation 2526-15. Please confirm if the FF&E is a total bid or if there is an option to select certain specification items for bid?

○ Response:

■ For Bid Package 1, 2 and 3, as listed on page 32, Bidders can opt to submit bids for just the specific items they choose to bid on. Please note, however, that in accordance with the Award Criteria detailed in section 22 of the Invitation to Bid (ITB), the Town reserves the right to accept the bid or combinations of bid that it determines to be in its best interestswith price being an important factor but not the only basis for award.

■ For Bid Packages 4 and 5 for Telephones and Networking Equipment we note that bids must include labor for purchase, installation and configuration as specified in the ITB.

● Question: Can we bid the furniture items only?

○ Response: Yes, bidders can choose to Bid on one package, such as the furniture components, or multiple Bid Packages.

● Question: Can you confirm this will be awarded by bid package?

○ Response: We can not confirm that the awards will be by bid package. In accordance with the Award Criteria detailed in section 22 of the Invitation to Bid (ITB), the Town reserves the right to accept the bid or combinations of bid that it determines to be in its best interests with price being an important factor but not the only basis for award.

● Question: The bid states a site visit is not mandatory, but it seems there’s a strong emphasis to make a visit. Can you confirm that is the correct?

○ Response: We confirm that a site visit is not mandatory.

● Question: Can you clarify that substitutions are acceptable for the furniture?

○ Response: While substitutions are allowed, we strongly suggest that bidders endeavor to provide the exact furniture model numbers, sizes, colors, etc. as specified in the ITB which have been carefully selected by the design team. In accordance with the Award Criteria detailed in section 22 of the Invitation to Bid (ITB), the Town reserves the right to accept the bid or combinations of bid that it determines to be in its best interests with price being an important factor but not the only basis for award.

● Question: Are you looking to match existing furniture products in the district?

○ Response: We are not looking to match existing furniture products in our existing schools.

● Question: The bid documents provide a Bid Calculation Form for all bid packages except Bid Package #3 – Chromebook/Tablet Charging Carts. Please confirm whether you would like line‑item pricing submitted in the same format as the other bid packages, or if a standard Meteor Quote will satisfy the pricing breakdown requirement for that package.

○ Response: It would be helpful if you include the standard Meteor Quote you refer to if it includes the requested number of units and the price per unit.

● Question: Additionally, please clarify the bonding requirements for this solicitation, as the documents contain conflicting information. For example, pg.

10, Section 15 states that bid security (a bid bond) is not required, while pg. 38, under Enclosures item #2, instructs bidders to include an AIA Form 310‑2019 Bid Bond. Can you confirm whether a 5% bid bond is required with our submission?

○ Response: No bid security or bid bond is required, we apologize for the discrepancy in the document.

● Question: B-LB13 – This item as specified on the bid doesn’t come with hidden casters. If they are needed, it would need to be a custom and then approved by the engineers to make sure it is possible. Please confirm whether hidden casters are required, and we will make the request.

○ Response: B-LB13 (North End Bid) does require hidden casters as specified.

This would be applicable to the same product specified on the Norton Bid.

● Question: B-T10 – The WB Mfg standard size for this item 24x60. Please confirm this should be 24x72 table as this will be a custom size.

○ Response: B-T10 (North End Bid) PNT7072-ADJ can be priced as the standard 24”x60” table. This would be applicable to the same product specified on the Norton Bid.

● Question: B-T12/T13/T17 – The ADJ height legs in silver and black have been discontinued. Can you confirm the silver ELS-ADJ legs being used elsewhere in the project would be acceptable?

○ Response: (North End Bid) For all three tables use the recommended leg from the manufacturer that is to be used in lieu of the discontinued leg. This would be applicable to the same product specified on the Norton Bid.

● Question: B-T12/B-T13 – plastic storage bins are being requested; can you confirm whether those should be tote tray kits or plastic book boxes, and how many per table?

○ Response: (North End Bid) We would want plastic book boxes, quantity should be (6) per table.

● Question:We are interested in participating in ITB #2526-15: Fixtures, Furnishings, Equipment/Data, Technology Equipment. However, I would like to ask if this bid is for procurement only, or if installation or other services are also required.

○ Response: Bid Packages 4 and 5, for the Telephones and Networking Equipment and Hardware, do require bidders to provide installation, configuration and testing as detailed in the General Specifications section.

● Question: Do you also accept equal products for this solicitation?

○ Response: While substitutions are allowed for Bid Packages 1,2, and 3, we strongly suggest that bidders endeavor to provide the exact furniture model numbers, sizes, colors, etc. as specified in the ITB for Bid Package 1 which have been carefully selected by the design team. In accordance with the Award Criteria detailed in section 22 of the Invitation to Bid (ITB), the Town reserves the right to accept the bid or combinations of bid that it determines to be in its best interests with price being an important factor but not the only basis for award.

● Question: Is this a Prevailing Wage bid for the Mitel Communications Phones install and move from previous location?

○ Response: This is not a Prevailing Wage bid if it is below the $100,000 threshold.

● Is a Bid Bond required? In Bid Bond section #15 check box is a no but then in the documents required it states the AIA Form 310-2019 Bid Bond

○ Response: No bid security or bid bond is required, we apologize for the discrepancy in the document.
