About this file
This Addendum #1 document contains vendor questions and answers for RFP# 230000000367 issued by the State of Michigan Department of Natural Resources for the renovation of four LED Great Lakes boats. The RFP requires comprehensive upgrades including replacement of all wiring, outlets, switches, and engine room power cables; installation of Glendinning electronic throttles with integrated trim options; replacement of two backup bilge pumps rated at 2000 gallons per hour; and updates to main engine dash gauges. Specific equipment specifications clarified in the addendum include Raymarine Axiom Pro with a 9-inch display, Cummins engines (QSB 6.7L 425 horsepower at 3000 RPM for some vessels and QSC 8.3L 500 horsepower at 2600 RPM for others), and Duramax stern tube seals. The original proposal deadline of December 19, 2022, was extended to 3:00 p.m. EST on Wednesday, January 18, 2023, to allow vendors adequate time to obtain quotes from suppliers and address extended lead times on requested products.
The addendum reflects significant RFP revisions made during the pre-bid process to align specifications with the actual configuration of the stern drive vessels. Multiple questions from four vendors (Huldah Neal, Ransom H. Hill, Rick Asher, and William Alden Smith) resulted in the elimination of outdrive rebuild requirements, rudder removal and inspection, shaft bearing replacements, and Cummins Dock command bow thruster installation, as these components do not exist on the stern drive-configured boats. The document clarifies that existing engines are pre-tier 4 EPA-rated, though the specific tier classification was uncertain at the time of the addendum. The pre-bid meeting sign-in sheet, revised RFP documentation, updated specification sheets for each vessel, photographs, and vessel drawings were provided as attachments to support vendor preparation of compliant bids.

State of Michigan Department of Natural Resources RFP# 230000000367 – Renovate (4) LED Great Lakes Boats Addendum #1 Vendor Questions and Answers Thursday, December 15, 2022 Huldah Neal
1. Q: RFP asks for replacement of all wiring outlets and switches. Does this include the large engine room power cables also? Existing wiring appears neat and properly supported/terminated.
A: Yes, this includes the engine room power cables.
2. Q: Glendinning electronic throttles are available with multiple control heads, is there a preference? The mechanical Yanmar diesel outdrive requires a Smart Actuator 2 control unit, is the integrated trim option necessary? Is a mechanical backup helm desired?
A: Please include the integrated trim option. A mechanical backup helm is not desired.
3. Q: RFP states that prop shafts are noted as an inspection item; however, as an outdrive boat, there are no prop shafts. Will the RFP be adjusted for the stern drive components?
A: The RFP has been adjusted to eliminate this.
4. Q: RFP asks that shaft bearings are to be replaced in the struts. During the ship check it was noted that the current configuration has stern drives that do not have shaft bearings. Will there be a revision to the specification?
A: The RFP has been adjusted for this due to the vessel being stern driven and does not have prop shaft bearings.
5. Q: Raymarine “Axiom Pro” comes in 9”, 12”, or 16” display. The RFP calls for a 10” model, could you please clarify which model is requested?
A: A 9” display is requested.
6. Q: The RFP asks for removal and inspection of the rudder on the vessel. Due to the stern drive configuration, there are no rudders on this vessel. Will there be a revision to the specification?
A: The RFP has been adjusted for this due to the vessel being stern driven and does not have rudders.
7. Q: The RFP requests for two additional back up bilge pumps. Could you please specify the size of the two backup bilge pumps?
A: The two back up bilge pumps are 2000gph.
8. Q: RFP asks to update the dash gauges. Are the gauges in question specific to the main engine, the generator, or both?
A: Gauges are specific to the main engine. This vessel does not currently have a generator.
Ransom H. Hill
9. Q: RFP asks for replacement of all wiring outlets and switches. Does this include the large engine room power cables also? Existing wiring appears neat and properly supported/terminated.
A: Yes, this includes the engine room power cables.
10. Q: It is our understanding that Cummins Dock command requires a bow thruster to operate properly. Should we quote a bow thruster installation, or will the RFP be revised?
A: RFP has been revised to eliminate this option.
11. Q: The RFP asks for the outdrives to be rebuilt; however, this boat does not have outdrives. Will the RFP be revised?
A: Yes, the RFP has been revised to eliminate this.
12. Q: RFP asks to update the dash gauges. Are the gauges in question specific to the main engine, the generator, or both?
A: The gauges in question are for both the main engine and the generator.
13. Q: The RFP requests for two additional back up bilge pumps. Could you please specify the size of two backup bilge pumps?
A: The two back up bilge pumps are 2000gph.
14. Q: The Cummins QSB comes in multiple ratings, what horsepower and rating is desired?
A: The desired horsepower is QSB 6.7L 425mhp (per engine) @ 3000rmp variable speed rating.
Rick Asher
15. Q: RFP asks for replacement of all wiring outlets and switches. Does this include the large engine room power cables also? Existing wiring appears neat and properly supported/terminated.
A: Yes, this includes the large engine room cables.
16. Q: It is our understanding that Cummins Dock command requires a bow thruster to operate properly. Should we quote a bow thruster installation, or will the RFP be revised?
A: The RFP has been revised to eliminate this option.
17. Q: The RFP asks for the outdrives to be rebuilt; however, this boat does not have outdrives. Will the RFP be revised?
A: Yes, the RFP has been revised to eliminate this option.
18. Q: The RFP requests for two additional back up bilge pumps. Could you please specify the size of two backup bilge pumps?
A: The two back up bilge pumps are 2000gph.
19. Q: The Cummins QSB comes in multiple ratings, what horsepower and rating is desired?
A: The horsepower is QSB 6.7L 425mhp (per engine) @ 3000rmp variable speed rating.

20. Q: RFP asks for replacement of all wiring outlets and switches. Does this include the large engine room power cables also? Existing wiring appears neat and properly supported/terminated.
A: Yes, this includes the large engine room cables.
21. Q: It is our understanding that Cummins Dock command requires a bow thruster to operate properly. Should we quote a bow thruster installation, or will the RFP be revised?
A: Yes, the RFP has been revised to eliminate this option.
22. Q: The RFP asks for the outdrives to be rebuilt; however, this boat does not have outdrives. Will the RFP be revised?

A: A Duramax seal is the preferred replacement.
24. Q: The Cummins QSC comes in multiple ratings, what horsepower and rating is desired?
A: The horsepower is QSC 8.3L 500mhp (per engine) @ 2600rmps variable speed.
25. Q: Value of removed engines: In discussions with our Cummins sales representative, it was noted that there might be an issue with existing engines once removed from the vessel. If the existing engines are tier 2, then they will need to be destroyed once they are removed from the vessel. Our Cummins Rep currently has a call into the Cummins Compliance officer to confirm. Can you please confirm what EPA tier the existing engines are?
A: To the best of our knowledge, they are pre-tier 4. As to which tier that falls into, we are not certain.
26. Q: Request for Extension: While working with various vendors it has been expressed to us that the lead time on the request for quotes for their products could exceed the RFP Timeline. With the answers to bidder’s questions scheduled for Dec 15th, and only one full working day (Friday the 16th) until the proposal deadline on the 19th, would the Michigan Department of Natural Resources consider a proposal deadline extension?
A: The RFP due date has been changed to 3:00 p.m. EST on Wednesday, January 18, 2023.
