About this file

This Addendum #1 modifies Bid Invitation 3019-25 issued by the State of New Hampshire, Division of Procurement and Support Services, for comprehensive roofing services across multiple counties. The amendment fundamentally changes the contract award structure from a traditional primary and secondary vendor model to a multiple-contract approach designed to ensure statewide availability. The bid closing date remains April 2, 2025, at 9:00 AM Eastern Time. The three-year contract will span from November 1, 2025, through October 31, 2028, with potential for two additional renewal years. Bidders must submit hourly rates for supervisors and apprentice/laborers by county, with estimated service hours ranging from 50 to 750 hours depending on the county. The addendum clarifies that the hours listed in Section 44 represent combined three-year usage rather than annual estimates. Under the revised award criteria, agencies will issue Requests for Quote (RFQ) to awarded vendors for applicable counties, selecting vendors based on ability to meet service and availability needs at the lowest cost for individual projects.

The addendum addresses multiple vendor inquiries regarding green product preferences, billing code structures, material lead times, and historical spending data. The State confirmed that no preferred list of environmentally friendly products exists, though bidders are encouraged to submit sustainable information that will not factor into award decisions. Vendors are responsible for their own billing code structures unless alternative arrangements are negotiated with requesting agencies. The State acknowledges that lead time and supply chain considerations will be addressed on a project-by-project basis between vendors and requesting agencies rather than at the contract level. The solicitation requires comprehensive general liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, along with workers' compensation coverage. The procurement remains open to all qualified bidders, with no incumbent vendors identified and no specific set-aside designations mentioned.

DATE OF BID CLOSING: 04/02/2025 TIME OF BID CLOSING: 9:00 AM (EST)

FOR: Roofing Services

SECTION 12.1 CURRENTLY READS: The award shall be made to the responsible Vendor(s) meeting the criteria established in this RFB and providing the lowest cost gross hourly rate offered per county as indicated in the “offer” section. It is the State’s intent to award a primary contract to the vendor offering the lowest gross hourly rate offered per county as listed in the offer section and secondary contract to the vendor offering the second lowest gross hourly rate offered per county as listed in the offer section. The State reserves the right to reject any or all bids or any part thereof and add/delete locations to the contract. If an award is made it shall be, in the form of a State of New Hampshire Contract(s).

SECTION 12.1 CHANGED TO READ: It is the State’s intention to enter into multiple contracts to ensure statewide availability for multiple projects. The award shall be made to the responsible Vendor(s) meeting the criteria established in this RFB and providing the lowest cost gross hourly rate offered per county as indicated in the “offer” section. Agencies will issue a Request for Quote (RFQ) to the awarded Vendor(s) for the applicable county detailing the services needed.

Agencies will select the Vendor who is able to meet both the service and availability needs for each project at the lowest cost.

QUESTION: Of the hours estimated in section 44 offer do these hours constitute one year or a three-year estimate?

Was the estimate based per annum of contract or combined 3 year use?

1650 hours over 1 year or 3 years?

STATE’S RESPONSE: The hours estimated in column D in section 44 represent the combined 3-year usage.

QUESTION: Will there be a primary and secondary contract award as in years prior?

STATE’S RESPONSE: Please refer to the update above.

QUESTION: What were the total expenses to the state per annum for labor material and equipment for this contract for the past two years? For the primary and secondary contractor combined?

STATE’S RESPONSE: All information required for bidders to fully respond to this RFB is included in the RFB.

QUESTION: For staffing purposes what was the estimated number of crews utilized by the primary and secondary contractor for this contract over the past year? Number of supervisors, apprentices and service vehicles? To calculate the estimated service requirements.

STATE’S RESPONSE: This information is not available.

QUESTION: Is there a list of green or environmentally friendly products preferred for roofing repair by the state of

New Hampshire? IE products for consideration?

STATE’S RESPONSE: There is currently no list of preferred green or environmentally friendly preferred products.

Bidders are encouraged to include any environmentally sustainable information related to their products/services with their bid submission, though this will not be a determining factor for award.

QUESTION: Are there itemized numbers for the Slate roofing, historical preservation, light carpentry, soldering, specialty sheet metal, fabrication, ice, guard, or slate guard systems to protect personnel? Coding for these items could be useful in invoicing. It could be difficult to code some of these items for billing or do they belong under a miscellaneous code?

STATE’S RESPONSE: Coding for billing purposes is the responsibility of the Vendor unless alternative arrangements are agreed upon with the requesting agency. The State requires itemized invoices consisting of labor rates and material charges, but how Vendors choose to code that is up to the Vendor(s).

QUESTION: Are scaffolding construction costs considered part of equipment for billing?

STATE’S RESPONSE: Please see response above.

QUESTION: Have lead times been taken into consideration for material stock and availability? This could be relevant as one of the largest roofing suppliers. Beacon Sales was sold this morning to QXO this could affect pricing and availability of routine items used in the roofing industry in New Hampshire? Any considerations for inventory availability in our dynamic market? For example we need a metal which is out of stock or a product that has a lead time to be acquired? We always do our best to supply on demand but some product procurement can be challenging from time to time.

STATE’S RESPONSE: As individual projects will be bid out, the Vendor(s) and requesting agency can take lead time and supply chain issues into account.
