Addendum 1 To the Contract Documents and Specifications:

ITB # B-26-12-COC

Cocoa Police Department HVAC Renovation

To All Plan Holders:

The following addresses and provides clarification of the Bidding Documents and Specifications as fully and completely as if the same were fully set forth therein. Receipt of this addendum must be noted on the Receipt of Addendum(s) and Acknowledgement Form.

A. This addendum includes and addresses the following questions. The questions are listed below, numbered 1 through 18 with responses provided in red below the question.

1. Are Exhibits A Site Map Cover Page, Exhibit B Electrical Specifications, Exhibit C HVAC Specifications documents all the plans included with this ITB?

Answer: Yes, plans include the complete set of plans for the project. The engineered, signed, and sealed plans will be provided to the contractor for the permitting application process.

2. When an existing HVAC system is taken offline, is temporary cooling required to replace the full tonnage of that system, or only to provide cooling to specific occupied or critical rooms? If only specific areas require cooling, please provide the approximate number and size of those areas.

Answer: Temporary cooling shall be provided to replace the full tonnage of the HVAC system being taken offline.

3. Given that this is an active police facility with security and access considerations, please confirm whether temporary board-ups at exterior doors or windows will be permitted for routing temporary HVAC supply and return ductwork. If permitted, are there any restrictions on board-up locations or temporary duct routing?

Answer: Temporary board-ups at exterior doors will be permitted at the first-floor mechanical room double doors leading to the exterior. Any temporary board-up and duct routing shall be coordinated with the City and shall not compromise facility security.

4. Do the areas requiring temporary cooling have accessible drop ceilings, and will temporary air-cooled spot coolers be permitted to exhaust condenser hot air above the drop ceiling?

Additionally, are domestic water supplies and suitable drains available for temporary water-cooled units, and will temporary water and drain hoses be permitted along the floor?

Answer: Yes, accessible drop ceilings are available, and temporary spot coolers will be permitted. A water supply is available only in the first-floor mechanical room, along with AHU floor drains. Temporary water and drain hoses may be permitted depending on the specific location and shall be coordinated with the City.

5. What is the wire size & breaker size for each existing unit?

Answer: The Contractor shall field-verify the existing wire and breaker sizes for each unit prior to installation. Existing electrical information shown in the plans and specifications shall be verified in the field.

6. Who is the existing BAS vendor for the existing system?

Answer: The City does not currently have a designated BAS vendor.

7. POC for the BAS vendor?

Answer: The City does not currently have a designated BAS vendor.

8. Are the existing line sets to be reused after flushing & testing?

Answer: The City prefers to reuse the existing line sets, provided they are suitable for reuse and pass the required flushing, pressure testing, and manufacturer requirements.

9. Is T & B required before and after equipment change out or just after new equipment is installed?

Answer: Testing and balancing (T&B) shall be performed after the new equipment is installed.

10. Is a bid bond letter sufficient for bid submittal?

Answer: The Bid Bond shall comply with the requirements specified in the ITB. A letter in lieu of the required Bid Bond will not be accepted.

11. Can we have a site visit to look at electrical requirements?

Answer: No. The electrical requirements and existing electrical capacities are shown on the project drawings, and the existing conditions were also reviewed during the pre-bid site walkthrough. No additional site visits will be scheduled.

12. Air handler comes standard with filter racks for 2” filters. Equipment schedule is calling for 1” filters, will 2” filters be okay?

Answer: Yes. A 2-inch filter rack and 2-inch filters will be acceptable, provided the equipment meets the required airflow, pressure drop, and performance requirements specified in the project documents.

13. Equipment schedule calls for some sort of corrosion coating; will Carriers E-coat suffice? Is a third party ”corrosion coating” necessary?

Answer: Yes, Carriers E-coat is acceptable.

14. Equipment schedule calls for single point power connections. This option is factory installed from the factory, which adds to the lead time and cost equipment. Electrical specifications call for fused NEMA 3 disconnects at each unit, wouldn’t a single point power connection be superfluous and not necessary?

Answer: The Contractor shall provide the electrical configuration indicated in the project plans and specifications. The requirements for single-point power connections and fused NEMA 3 disconnects shall both be followed unless otherwise approved by the Engineer. Any proposed deviation shall be submitted for review and approval prior to procurement.

15. Can duct board be used instead of sheet metal for the connections of new equipment to existing duct work? One unit that has already been replaced upstairs has duct board connections to existing work.

Answer: No. Duct board is not permitted for this project. Connections to existing ductwork shall be constructed in accordance with the project plans and specifications.

16. Current Aaon units have a reheat coil for humidity control, just want to confirm that new equipment on equipment schedule does not have this feature. Is this the correct equipment to provide a quote on?

Answer: The Contractor shall provide equipment in accordance with the project equipment schedule and specifications. Reheat coils for humidity control are not required unless specifically indicated in the project documents.

17. The only subcontractor we intend to use is for controls. Does that subcontractor need to do work on weekend only?

Answer: No. The intent is for the HVAC unit replacement and startup to be performed during the weekend to minimize disruption to the facility. Controls work may be scheduled and performed during the normal work week, subject to coordination with the City.

18. We understand no cost associated with badging. Will the city of Cocoa be providing an escort through secure areas?

Answer: Yes. The City will provide an escort through secure areas as required.

All other Bidding/Contract Documents and Specifications remain unchanged.
