About this file

This document is an Addendum to a Multi-Step Invitation for Bids (MS-IFB) issued by the State of Maryland Department of General Services Office of Procurement for the design and construction of a new Fire Alarm and Mass Notification System (FA/MNS) at the Maryland School for the Deaf Columbia Campus. The project involves the demolition and removal of the existing fire alarm system, and the installation of a new integrated FA/MNS with a focus on visual and textual information as well as audible notification. Compliance with state and national fire protection codes and regulations is required. The bid is due on May 4, 2023, and the project has a duration of 16 months to substantial completion. The MBE subcontracting participation goal is 25%, and the VSBE goal is 5%. The apparent low bidder will be required to submit the original bid bond within 72 hours of notification. Prevailing wage rates apply to this project, and builder's risk insurance is required. A pre-bid meeting was held on April 12, 2023, and a site visit was conducted to review the existing IT closets and electrical rooms.

The pricing for this contract will include labor, materials, and overhead, as well as insurance costs. No allowance for on-site testing prior to bidding is required, as the existing fiber between buildings is assumed to be available. The bid form contains a base bid, unit prices, and allowances. Waivers for the MBE and VSBE goals are possible but not typically granted except under extreme conditions. All bid questions must be directed to the Procurement Officer.

AH-000-200-001 Fire Alarm and Mass Noficaon System

Pre-Bid Meeng April 12, 2023 10:00 am

The Pre-Bid meeng at the project site began with introducons of all the atendees present.

The DGS Project Manager, Mr. Peterson, provided a history of a similar project completed at the MSD Frederick campus as an example of the operaon and performance goals for the new Columbia system. As the Frederick MNS was completed in the fall of 2017, it is expected that the technology, operang system soware and the physical devices have progressed forward during the intervening 5 years. The intent of this project is not to repeat the earlier system but mirror the operaon using currently available products. All the atendees were encouraged to set up appointments to see the Frederick MNS in person. The meeng connued with descripons of some of the design and construcon issues encountered with the Office of the State Fire Marshall and how they were resolved for approval. The requirements of NFPA-72 must be followed as dictated by the FM. Ms. Ann Miller of MSD reviewed how the administrators, staff and students along with parents interact with the MNS. The noficaons are received on pc’s, laptops and cellphones. The noficaons are displayed on scrolling text signs, monitors, smartboards and screens. The visual component of the colored strobes is the first nofier followed by the disseminaon of specific informaon by text. American Sign Language videos prepared by MSD are also shown on the appropriate devices. The emphasis for this MNS is visual while retaining the code required audio noficaons. The Design-Builder subming on this project through their Fire Protecon Engineer must incorporate review by DGS and MSD. The placement of signaling devices is crical for staff and student interacon.

The DGS Procurement Officer, Ms. Matos, reviewed the Mul-Step Invitaon for Bids. The Due Dates (pg3), Duraon from the Noce to Proceed, Qualificaons (pg24), Technical Submissions (pg31-36), Atachments (pg39), MBE Goals and Bid Form (pg75). Allowance and Unit Prices were discussed as well as the 1st and 2nd digital envelopes. Please review Secon 4 starng on page 31. Only the apparent Low Bidder submits the remainder of the Bid informaon, Bonds and Insurance. The Bid Tabulaon is considered confidenal and does not post on eMMA with any pricing indicated. Refer to atachment E for VSBE requirements. All Bid Quesons are directed to the Procurement Officer only for distribuon.

Ms. Chanel Wilcox of the DGS MBE Office reviewed the contract MBE goal of 25% with the VSBE goal of 5%. The Waiver process was discussed requiring a documented good faith effort by the Bidder. Refer to forms A and E. Waivers are possible but not usually granted except under extreme condions. The MBE forms are available on eMMA.

There was period of Queson and Answer as follow:

• Student laptops were idenfied as being provided on a one to one basis and remain in the school.

• For Frederick campus tours contact Ms. Ann Miller.

• Noficaon devices must have individual IP addresses for NFPA required monitoring.

• For bidding purposes assume the fiber between buildings is available. Tesng prior to bid is not required.

• The pdf’s provided were intended to be used for backgrounds since there is no new bearing or non-bearing construcon. DGS will determine if CADD drawings are available and issue an addendum accordingly.

A walk through, for those in atendance, of the Denton, Steiner and Baker Building IT Closets and Electrical Rooms to review the racks and panels was conducted aer the Pre-Bid meeng concluded.
